***** Lack of Police Bodycam Video in Minneapolis Shooting Astounds Experts


After an Australian woman was shot dead by police in Minneapolis, experts are questioning why the officers' body cameras were not turned on during the encounter.

Justine Ruszczyk, who used the last name Damond, reportedly called 911 after hearing a noise near her home on Saturday, according to her stepson-to-be. She was fatally shot by one of the responding officers.

Although Minneapolis police have not named the officers involved, NBC affiliate KARE quoted sources as identifying the officer who shot Damond as Mohammed Noor. Police sources also told KARE that Noor, who was in the squad car's passenger seat, aimed across his partner and out the window to fire at Damond.

But because the body cameras were not activated, the series of events is remained murky.

The Bureau of Criminal Apprehension (BCA) of the state Public Safety Department said in a statement that any violation of the camera policy would be investigated by the department's internal affairs bureau.

Last August, the Minneapolis Police Department's "Body Worn Camera" policy was rolled out just a month after former St. Anthony police Officer Jeronimo Yanez fatally shot Philando Castile — the aftermath of which was broadcast on Facebook live. It was unclear whether the implementation of cameras had any correlation to Castile's death.

But according to experts, there's no reason the officers' body cameras should not have been switched on when they approached Damond's home.

"The policy requires [Minneapolis police officers] to turn the camera on prior to use of force, and it goes on to say if it's not turned on prior to force, it should be activated as soon as it is safe to do so," said Teresa Nelson, interim executive director for the American Civil Liberties Union of Minnesota.

"So we have two officers who, after using deadly force — taking someone's life — didn't activate their cameras," Nelson told NBC News. "That's astounding to me."

The department's policy states that a body camera should be turned on for situations as minimal as traffic stops and for incidents as serious as use of force as long as it is safe to do so. The policy also states that if cameras are not turned on before an incident use of force, they should be turned on afterward.

"I think a point that gets lost is that these body cameras also have the benefit of protecting officers who rightly use force, because it has this ability to record a situation and visually show that force is justified," Ronald Sullivan Jr., a professor at Harvard Law School and director of the Harvard Criminal Justice Institute, told NBC News.

Minneapolis police and the state Public Safety Department did not immediately respond to inquiries as to whether the officers' cameras were turned on after Damond was shot. Noor's attorney also did not immediately respond to a request for comment.

Officers who fail to abide by the department's internal policy are subject to discipline, "up to and including termination," the document says. If officers fail to activate their cameras, they are supposed to report that failure and explain why the cameras were not activated.

But Sullivan and Nelson said they have concerns about the internal reprimand policy.

"For officers who are clearly in violation of department protocol for turning on the camera — from my experience — it appears they are rarely disciplined," Sullivan said.

Specific penalties are not listed, and because a violation is handled internally, the ACLU is pushing the Minnesota Legislature and Minneapolis police to detail exactly what kind of punishment would be levied.

"The whole reason for body cameras is for accountability and transparency. If you're not treating it as critical, you undermine the credibility and benefit to body cameras," Nelson said.

Nelson takes issue with how the policy details when activation is required.

"There's sort of a catch-all that says 'when it's safe to do so.' So officers have tremendous discretion," she said.

Nelson said a variety of factors should have caused the officers to turn on their cameras as they approached Damond's home.

"My sense is they were at least had some contact with an individual prior to killing her," Nelson said. "I believe there would have been a point where something in the policy triggered them turning them on."

Then there is the dash camera in the officers' squad car.

"The Minneapolis Police Department has not said there is no [dashcam] video, just that the video didn't capture the incident," she said. "My question is: Is there audio, and why haven't you released?"

(A recording that purported to be audio of the Minneapolis incident surfaced on the internet Monday evening but NBC News has been unable to verify its authenticity.)

In a statement posted to the police department's Twitter page, Chief Janeé Harteau said she "acknowledged the pain and frustration that family and community members" felt after the shooting.

As the investigation proceeds, Sullivan said the best thing people could do would be to ask that police implement strict penalties for those who do not follow the policy.

Otherwise, he said, "officers will rightly think they can turn on cameras [only] when convenient and do so with impunity."

**** Muslim shopkeeper murdered in suspected 'religiously prejudiced' attack after posting on Facebook of love for Christians

Detectives arrest 32-year-old Muslim man after Pakistani-born Asad Shah, 40, repeatedly stabbed in savage attack.

A popular shopkeeper was stabbed to death by another Muslim in a "religiously prejudiced" attack hours after posting an Easter message on Facebook to "my beloved Christian nation".

Asad Shah, 40, a devout Muslim originally from the Pakistani city of Rabwah, had his head stamped on during a savage attack, according to one eyewitness.

Around four hours earlier the victim wrote online: "Good Friday and a very Happy Easter, especially to my beloved Christian nation.

"Let's follow the real footstep of beloved holy Jesus Christ and get the real success in both worlds."

On Friday afternoon, police confirmed that a 32-year-old Muslim man had been arrested in connection with Mr Shah's death.
A spokeswoman added: "A full investigation is under way to establish the full circumstances surrounding the death which is being treated as religiously prejudiced."

The victim was found seriously injured on Minard Road, Glasgow, and was taken to the Queen Elizabeth University Hospital where he later died on Thursday.
An eyewitness, who did not want to be named, told the Daily Record: “As I drove past I saw two men standing over the victim.

"One was stamping on his head. There was a pool of blood on the ground. It was horrific.

“The police arrived in minutes and the poor guy was getting CPR at the scene. I really hope he pulls through.”
On his Facebook page, Mr Shah describes himself as the self-employed owner of Shah's Health and Fitness. His social media account also features videos of Mr Shah in prayer.

In previous posts, he also called "unconditional real love for all mankind".
A police incident unit is stationed near the murder scene, while a body tent is visible.

Resident Isabella Graham, 64, said Mr Shah had previously employed her daughter at the shop. She said: "He was an amazing, wonderful man, he couldn't do enough for you. He wouldn't hurt anybody. Nobody in Shawlands would have a bad word to say about him. I can't believe he's gone."

Brothers Qaiser and Omar Khan told BBC Scotland they knew Mr Shah well and had repaired his cars in the past. They described him as "a humble, sweet person".

Omar Khan added: "I've known him since I was a wee boy so this is shocking news. He was a very straight-forward, humble person who was very good with his customers. He cared about his family a lot."
Another local resident, Robert Maitland, said: "He was very friendly. Every morning we shook hands and said 'have a nice day'. He was just a pleasant, lovely lad."

The vigil, advertised on social media, was to be held as close to the area's Waverley Gardens as the police cordon would allow. People attending were encouraged to bring a daffodil.

In a statement, Nisreen Sharif and Eildon Dyer, the organisers, said: "As a community we are coming together to mourn his death and as a small sign of sympathy towards his family."

A fundraising campaign on the GoFundMe website was set up yesterday after news of his death emerged, with the proceeds going to his family "to show how much he was cared for". It had raised more than £5,000 within six hours of being set up.

**** Trump claims Muslims are not reporting suspected terrorists

US PRESIDENTIAL HOPEFUL Donald Trump has claimed that Muslims are “absolutely not reporting” suspected attackers.

“I would say this to the Muslims, and in the United States also, when they see trouble they have to report it,” Trump told ITV television, a day after 31 people were killed in terror attacks at Brussels airport and on the city’s metro system.

“They’re not reporting it, they’re absolutely not reporting it and that’s a big problem,” said Trump, who is the favourite to win the Republican nomination for the US presidential election on 8 November.

“It’s like they are protecting each other but they are really doing very bad damage… They have to open up to society, they have to report the bad ones,” he told interviewer Piers Morgan.

Trump’s comments were immediately rejected by the Muslim Council of Britain (MCB), which represents hundreds of mosques and charities, and by one of Britain’s top counter-terrorism officers, Neil Basu.

“He is wrong,” Basu, a deputy assistant commissioner at London’s Metropolitan Police, told BBC Radio.

“If we demonise one section of the community that is the worst thing we can do. We are absolutely playing into the terrorists’ hands of making people feel hate,” he said.

Miqdaad Versi, the MCB’s assistant secretary-general, said Trump’s comments “fuel this idea of bigotry”.

They “really fuel the thing that terrorists themselves want – that Muslims are apart from the West and cannot be seen as equal citizens”, he said.

Trump has drawn controversy before by calling for Muslims to be barred from entering the United States following a deadly shooting attack in San Bernardino, California in December.

As the bad news out of Brussels continues to unfold today, we are reminded of some of the coverage that the city has received in the past. As I listened to the expert analysis of precisely what went so wrong there, the name of on particular segment of the city kept coming up repeatedly. The neighborhood of Molenbeek has long been known as a breeding ground for terrorists and a virtual “no go” sector for the cops, no matter what other European leaders say. CNN terrorism analysts this morning were bemoaning the fact that previous efforts to locate suspects in the neighborhood were met with a “wall of silence” if not overt hostility. In fact, you couldn’t find one “expert” on the air today who wasn’t talking about this problem as if it were just a sad but known fact of life.

Of course, much of the media was singing a different tune only two months ago when The Donald had the audacity to point out some of the problems in Brussels, saying Trump had found “a new city to insult.”

Now Donald J. Trump has upset the already beleaguered people of Belgium, calling its capital, Brussels, “a hellhole.”

Asked by the Fox Business Network anchor Maria Bartiromo about the feasibility of his proposal to bar foreign Muslims from entering the United States, Mr. Trump argued that Belgium and France had been blighted by the failure of Muslims in these countries to integrate.

“There is something going on, Maria,” he said. “Go to Brussels. Go to Paris. Go to different places. There is something going on and it’s not good, where they want Shariah law, where they want this, where they want things that — you know, there has to be some assimilation. There is no assimilation. There is something bad going on.”…

For Belgians, already reeling from recent terrorist plots and a chronically dysfunctional government, Mr. Trump’s words were enough to induce a fit of pique worthy, in some cases, of Mr. Trump himself.

Adding even more irony to the story, Trump had referenced the work of Eric Zemmour regarding the situation in Brussels. The French writer had been sending up warnings about Molenbeek for some time and they seem eerily prescient in light of today’s events.

Éric Zemmour, a French writer, recently suggested in an interview that rather than bombing the Islamic State’s self-declared capital of Raqqa, Syria, France should bomb Molenbeek, the working-class district in Brussels where several of the Paris attackers lived.

Most Belgian officials reacted with quiet defiance. “We don’t react to Mr. Trump’s comments,” the office of Mayor Yvan Mayeur of Brussels said in an email. “Have a nice day.”

I’m sure using the phrase “hell hole” was a bit on the heavy handed side, but looking around the smoking ruins of the Brussels metro today and the neighborhood where the police are looking for suspects, it certainly seems appropriate. I don’t imagine that the Times will be offering any apologies to Trump today, and perhaps none are in order. But if there was any doubt about the fact that there’s something bad going on in Brussels these days, it’s been dispelled in an abrupt, tragic fashion.

The Mayor of Brussels may not react to Mr. Trump’s comments, but his city had best figure out a way to react to what’s going on in Molenbeek, and quickly.

The strange-bedfellows truism of American politics was all but redefined Tuesday when Republican presidential front-runner Donald Trump – currently taking fire from his own party for the support he's getting from the Ku Klux Klan – got a salute from Louis Farrakhan, longtime leader of the Nation of Islam.

Speaking at the black nationalist organization's annual Savior's Day in Chicago, Farrakhan told parishioners that he admires Trump because he believes the celebrity billionaire's purportedly self-funded presidential campaign isn't taking money from the "Jewish community."

"[Trump] is the only member who has stood in front of [the] Jewish community and said, 'I don't want your money,'" Farrakhan told his followers Sunday at the Mosque Maryam in Chicago, according tothe Anti-Defamation League, a Jewish civil rights organization.

"Anytime a man can say to those who control the politics of America, 'I don't want your money,' that means you can't control me. And they cannot afford to give up control of the presidents of the United States." Farrakhan said in the sermon. Though he said he admires Trump's independence, the 82-year-old leader stopped short of endorsing the first-time novice politician for president.

"Not that I'm for Mr. Trump," he said, "but I like what I'm looking at."

On Sunday, CNN host Jake Tapper pressed Trump about whether he'd disavow David Duke – a former Klan leader who's active in conservative politics – and other white supremacists backing his presidential campaign. Trump at first said he didn't know anything about Duke, then hastily disavowed him Monday under an ongoing firestorm of criticism.

The critics include House Speaker Paul Ryan, the GOP's 2012 vice presidential nominee, who backhanded Trump when speaking to reporters Tuesday.

If a person wants to be the nominee of the Republican Party, there can be no evasion and no games. They must reject any group or cause that is built on bigotry. This party does not prey on people's prejudices," Ryan said.

For Farrakhan, the enemy-of-my-enemy support for Trump is nothing new: Besides calling for a separate African American state, the Nation of Islam strongly believes Jews were responsible for the slave trade and that they're part of a vast conspiracy that controls the government, the media and the entertainment industry, according to the Southern Poverty Law Center. That the NOI's fierce brand of anti-Semitism puts them on the same side as the Klan, which also despises African Americans, is largely viewed as incidental.

Praising Trump, however, is a reversal for Farrakhan, who a few months ago suggested a White House run by the former reality show star would lead America into "the abyss of hell."

Republican frontrunner Donald Trump has released his first, long-promised campaign ad: a spot that touts his controversial proposal to ban Muslims from entering the US “until we can figure out what’s going on”.

The ad then promises Trump will “quickly cut the head off of Isis and take their oil”.

In the 30-second spot, the narrator also declares that Trump will build a southern wall to prevent immigrants from illegally crossing over the US border with Mexico.

Over a somber piano melody, the narrator assures listeners that Mexico will pay for the wall.

A spokesperson for the Mexican president, Enrique Peña Nieto, said in August that the country, an important trading partner for the US, would do no such thing.

“Of course it’s false,” Peña Nieto’s spokesman, Eduardo Sánchez, told Bloomberg.“It reflects an enormous ignorance for what Mexico represents, and also the irresponsibility of the candidate who’s saying it.”

President Barack Obama appears in the clip alongside Hillary Clinton, just before the frame changes to show an image of people on stretchers behind photos of the alleged gunman in the San Bernardino shooting.

“He’s calling for a temporary shutdown of Muslims entering the United States, until we can figure out what’s going on,” the narrator says.

Trump’s ad refers to the threat of Islamic extremism, which like other forms of religious extremism has existed for millennia.
“He’ll quickly cut the head off of Isis and take their oil,” the ad continues.

Trump first proposed to ban Muslims last month at a campaign rally in Charleston, South Carolina.

Footage of Trump promoting this proposal was used in a new recruitment film, released this weekend, for Somalia’s al-Shabaab militant group.

Trump told the Washington Post that he hopes that the ad, and others in production, can sway undecided voters.

“The world is laughing at us, at our stupidity,” Trump said. “It’s got to stop. We’ve got to get smart fast – or else we won’t have a country.”

The ad, which is called “Great Again”, will start airing in New Hampshire and Iowa on Tuesday.

Trump’s campaign said that it plans to spend at least $2m each week to air the ad.

Trump said in a statement:

“I am very proud of this ad, I don’t know if I need it, but I don’t want to take any chances because if I win we are going to Make America Great Again.”

~ Department of Justice Will Go After Anti-Muslim Hate Speech

U.S. Attorney General Loretta Lynch pledged that the Department of Justice will go after hate speech that might incite violence against the Muslim community, she told a crowd of Muslim-Americans and supporters Thursday night.

“Obviously this is a country that is based on free speech,” Lynch told the audience at the Muslim Advocates dinner in Arlington, VA. “But when that edges towards violence…we will take action.”

Muslim Advocates, a legal advocacy group, asked Lynch to address concerns about an uptick in anti-Muslim rhetoric and hate crimes.

Since 9/11, Lynch says that the Department of Justice has investigated more than 11,000 acts of anti-Muslim rhetoric, which have led to 45 prosecutions. “I think sadly, that number is going to rise,” said Lynch.
Farhana Khera, Director of Muslim Advocates, told ABC News that the organization and 46 others, including the Presbyterian and American Baptist churches, sent a letter in late September to the RNC and DNC expressing concern over “divisive rhetoric being used by some presidential candidates.”

Khera said the inflammatory language towards Muslims on the campaign trail has persisted. Only the DNC responded to the letter.

In recent weeks, Donald Trump advocated for a national registry of Muslim Americans -- which he later denied -- and claimed that Muslims in New Jersey celebrated after the September 11 attacks.

“The demagoguery has to stop,” Muslim American Congressman Andre Carson (D-IN), who introduced Lynch, told ABC News. Carson said that public figures make these remarks because they “get affirmation from being provocative.”

But Lynch says that language generates fear.

“When you feel that fear, that sense of lack of control, and the inability to do something about it, you start to spin and try to find ways that you think will be the easy fix…anti-Muslim rhetoric becomes that path,” said Lynch. “We also will not give into fear.”

“I certainly see it to be wise (to) stop temporarily accepting any new Muslim immigrants (refugees and non-refugees) into the United States,” he said.

This “is based on the fact that we can hardly distinguish who is Muslim and who is not. Islam is not about an ID card or last name or shouting ‘Allahu Akbar,'” he added.

“It does not matter whether Trump said it or anyone else … American Muslims need to say we are with this country,” he said.

“We American Muslims need to be sincere in our religion and to the country we are living in. Peace comes before religion.”

Alsayyed elaborated on his comments via Facebook.

“I only said what I believe is right. Trump is not against American Muslims; He is against any new Muslim immigrants (refugees and non-refugees)! There is a big difference here!” he wrote.

Recent attacks in Paris, Beirut and Baghdad linked to the Islamic State in Iraq and Syria (ISIS) have once again brought terrorism and Islamic extremism to the forefront of international relations. 

According to newly released data that the Pew Research Center collected in 11 countries with significant Muslim populations, people from Nigeria to Jordan to Indonesia overwhelmingly expressed negative views of ISIS.

One exception was Pakistan, where a majority offered no definite opinion of ISIS. The nationally representative surveys were conducted as part of the Pew Research Center’s annual global poll in April and May this year.

In no country surveyed did more than 15% of the population show favorable attitudes toward Islamic State. And in those countries with mixed religious and ethnic populations, negative views of ISIS cut across these lines.

In Lebanon, a victim of one of the most recent attacks, almost every person surveyed who gave an opinion had an unfavorable view of ISIS, including 99% with a very unfavorable opinion. Distaste toward ISIS was shared by Lebanese.

Sunni Muslims (98% unfavorable) and 100% of Shia Muslims and Lebanese Christians.

Israelis (97%) and Jordanians (94%) were also strongly opposed to ISIS as of spring 2015, including 91% of Israeli Arabs. 

And 84% in the Palestinian territories had a negative view of ISIS, both in the Gaza Strip (92%) and the West Bank (79%). 

Six-in-ten or more had unfavorable opinions of ISIS in a diverse group of nations, including Indonesia, Turkey, Nigeria, Burkina Faso, Malaysia and Senegal.

1. He is not a billionaire. Forbes magazine researchers have placed his worth at $4 billion, while Trump asserts that he is worth $10 billion. A disclosure document recently released by the Federal Election Commission lists 515 different positions and 168 assets and sources of income for Trump.

The assets include 23 that are valued at more than $50 million each. Many items require that he check the box marked "$50 million or more" when they could be worth considerably more, meaning Trump's fortune may be higher than the disclosure suggests.

2. Trump is not a successful businessman.Critics says he inherited a fortune from his family and has declared bankruptcy several times. But Trump's father had a net wealth estimated at between $250 million and $400 million at the time of his death, and he had four surviving children who were heirs, so Trump is responsible for accumulating the great bulk of his fortune. Trump has never personally declared bankruptcy. Some businesses he controlled or licensed his name have, but this is not unusual for a mogul who has owned hundreds of properties and businesses through the years.

3. He said all Mexicans were rapists. What he said while announcing his candidacy is that illegal immigrants from Mexico are "bringing drugs. They're bringing crime. They're rapists. And some, I assume, are good people."

Trump has made it clear he was not saying all Mexicans are criminals or that all illegal aliens are criminals, but the media have continued to charge that he branded Mexican immigrants as rapists. He has also said he "loves"  the Mexican people, but was referring to the Mexican government.

4. Trump said John McCain is not a war hero. The Washington Post reported that Trump said "McCain was not a war hero because he was captured by the North Vietnamese." But Trump immediately modified his statement by saying, four times, that McCain is a war hero, including: "He is a war hero" and "he is a war hero because he was captured."

The Post also did not put Trump's remarks in the context of a feud between Trump and the Arizona senator, who has characterized some Trump supporters as "crazies."

5. Only 2,500 people showed up to hear Trump speak at the Phoenix Convention Center. The Phoenix Business Journal reported that 4,200 people were on hand, and noted, significantly, that "there were scores of Trump backers that did not get into his rally because the room hit fire code capacity." Other independent observers have placed the crowd at over 7,500.

6. Republican National Committee Chairman Reince Priebus spoke at length with Trump and asked him to tone down his rhetoric. Trump said that in fact he spoke with Priebus for just 10 minutes and Priebus told him that Trump hit a "nerve, doing well." He said Priebus told him "you can't change your personality and I understand that." Trump said it "was a really nice call, a congratulatory call."

7. Hispanics don't like Trump. A poll by One America News Network in Nevada found that Trump received 31.4 percent support among Hispanics, higher than the 27.7 percent he received overall. The only other candidate to receive double digit support from Hispanics was Scott Walker. with 11.4 percent.

8. Trump lied about his salary from "The Apprentice." MSNBC host Lawrence O'Donnell claimed that Trump's statement in his federal disclosure document that he made more than $213 million as host of the NBC reality show was a "complete, total lie." Later that same day O'Donnell backed away from the claim, saying "I don't know" how much Trump really earned.

9. Trump was a draft dodger. Pundit Fact, a site powered by PolitiFact.com, looked into the charge and concluded: "To the best of our knowledge, no one has charged Trump with violating the Selective Service law. His student deferments were routine. And unless someone has new information, there is no legal issue with his medical deferment."

10. Americans are outraged by Trump's comments on immigration. According to Rasmussen Reports, 63 percent of Americans want the U.S. to gain control of the border, as Trump has demanded. His strong showing in the polls is further proof of support for his stance.

A Pennsylvania woman who called herself "Jihad Jane" online and plotted to kill a Swedish artist was sentenced Monday to 10 years in prison after telling a judge she was once obsessed with Jihad.

Colleen LaRose had faced a potential life term.

But Judge Petrese Tucker accepted a government request to reduce the sentence, because of her extensive cooperation with investigators.

Prosecutors still asked for decades in prison, fearing she remains dangerous.

LaRose, 50, of Pennsburg, Pa., told the judge she once had thought about jihad from morning to night, saying she was "in a trance."

"I don't want to be into jihad no more," she said.

She was sentenced to 10 years in prison plus five years of supervised release. She could be out in a little over four years, given the more than four years she has already served and the potential for time off for good behavior.

Prosecutors depicted LaRose as a "lonely and isolated" woman who sought excitement by joining the jihadist cause. She was flattered to get an assignment to kill a foe of Islam.

U.S. investigators say she participated in a 2009 conspiracy to target artist Lars Vilks over his series of drawings depicting the Muslim prophet Muhammad as a dog. Muslim extremists in Iraq had offered a $100,000 reward for anyone who killed Vilks, who was never attacked.

The Justice Department said Ali Charaf Damache, who was living in Ireland, recruited LaRose and another U.S. woman via jihadist websites.

Damache married the other woman, Jamie Paulin Ramirez, in a Muslim ceremony on the day she arrived in Ireland from Colorado that same month.

LaRose left the terror cell in Ireland after about six weeks not because she thought better of the murder plot, but because she "grew frustrated because her co-conspirators were not ready for action," Assistant U.S. Attorney Jennifer Arbittier Williams said Monday.

Others need to know, she said, that "if you plot to kill someone, you are going to receive decades behind bars - decades - even if you cooperate," Williams said.

Public defender Mark Wilson, though, said LaRose has come to understand the true, peaceful tenets of Islam and said "there's virtually no chance that she would ever be involved in violent jihad ever again."

Judge Tucker said she had no doubt LaRose, who stalked Vilks online, would have killed him had she had the chance.

"The fact that out of boredom, or out of being housebound, she took to the computer and communicated with the people she communicated with, and hatched this mission, is just unbelievable," Tucker said.

LaRose returned to Philadelphia in 2009 to surrender, becoming one of the few women ever charged in the U.S. with terrorist activities. Her arrest was kept secret and the indictment unsealed only after Paulin-Ramirez and the six others were rounded up in Ireland months later.

Paulin-Ramirez and another co-defendant, Maryland teen Mohammad Hassan Khalid, are scheduled to be sentenced this week in Philadelphia.

The March 2010 indictment charged LaRose with conspiring with jihadist fighters and pledging to commit murder in the name of a Muslim holy war, or jihad. The indictment was announced hours after authorities arrested seven suspected terrorists in Ireland allegedly linked to LaRose.

In e-mails recovered by the FBI over 15 months, LaRose agreed to marry an online contact from South Asia so he could move to Europe. She also agreed to become a martyr, the indictment said.

The man she had agreed to marry told her in a March 2009 e-mail to go to Sweden to find the artist, Lars Vilks, who had depicted the Prophet Muhammad with the body of a dog, the indictment said.

Vilks has questioned the sophistication of the plotters but said he is glad LaRose never got to him.

LaRose pleaded guilty Tuesday to four counts: conspiracy to support terrorists, conspiracy to kill in a foreign country, lying to investigators and attempted identity theft.

LaRose, born in Michigan, moved to Texas as a girl and had married twice by age 24. Her first marriage came at 16, to a man twice her age. Both unions were long over by the time she met Pennsylvanian Kurt Gorman in 2005.

LaRose lived with Gorman and his father, caring for the older man while Gorman worked at his family's small business, Gorman said last year. He called her a "good-hearted person" who mostly stayed around the house.

But her online ties grew to a loose band of allegedly violent co-conspirators from around the world, prosecutors said. They found her after she posted a YouTube video in June 2008 saying she was "desperate to do something somehow to help" ease the suffering of Muslims, the indictment said.

Despite Web images that show LaRose in a Muslim head covering, Gorman said he never picked up on any Muslim leanings. She did not attended religious services of any kind, he said. Gorman said he sensed nothing amiss in their five-year relationship — until LaRose fled days after his father's funeral.

LaRose had removed the hard drive from her computer and set off for Europe, according to the indictment. She had swiped Gorman's passport and planned to give it to the co-conspirator she had agreed to marry, the indictment said.

It's unclear how she was able to travel overseas, given that the FBI, presumably tipped to her online postings, had interviewed her in July 2009. According to the indictment, she then denied soliciting funds for any terrorist causes or making the postings ascribed to "JihadJane."

By Sept. 30, 2009, she wrote online that it would be "an honour & great pleasure to die or kill for" her intended spouse, the indictment said. "Only death will stop me here that I am so close to the target!" she is accused of writing.

She was arrested the following month upon her return to the U.S.

They hide in safe houses on the outskirts of this city, talk only fleetingly on cellphones and avoid the cafes where they used to meet. Heavy scarves obscure their identities when they venture out to join protests.


The leaders of the Muslim Brotherhood, now outlawed, have adjusted to life underground, even while hundreds of their fellow members have been arrested in this city since the military deposed President Mohamed Morsi, a Brotherhood leader, and the Egyptian government branded the group a terrorist movement.

Yet, rather than crack and disintegrate under the pressure, members say, the group has fallen back on the organizational structure that sustained it for decades as a banned and secretive movement. It is becoming more decentralized, but also more cohesive and rigid, as its members abandon activities like preaching and social work and shift their attention to a virtually singular goal: resistance to the military-backed government.

Their focus, many Brotherhood members say, is a protracted, grinding struggle.

“There is a vision of a political confrontation that can go on for years,” said one leader, a 33-year-old architect in Fayoum, an Islamist stronghold. He, along with other members, spoke in a cafe for a time, but changed locations after suspecting the employees were eavesdropping.

“This is our persistence stage,” he said. “We are trying to stand up as long as we can.”

The Brotherhood’s endurance so far all but ensures that Egypt will continue to be troubled by civil conflict. And it raises further doubts about the government’s attempts to extinguish a movement that has resisted such efforts since its founding more than 80 years ago and that draws support from hundreds of thousands of members and millions of affiliates and sympathizers throughout the country.

Although leaders of the group say they remain committed to protests to express their activism, some members said that many of its sympathizers were increasingly talking of violence.

“I know people who are not Muslim brothers who say, ‘We’ll get your rights back for you,’ ” said Ramadan Fadel, a 27-year-old member in Fayoum who said that an acquaintance had told him that people were ready to take up arms to protect the group.

In places like Mansoura, north of Cairo, where the Brotherhood’s footprint is smaller, there was less talk of confrontation than of survival, beginning with the difficulty of attracting new recruits. “Who would want to undergo this repression?” asked a doctor who lives just outside the city and who wanted to remain anonymous for fear of reprisals.

Some members described the conflict as a zero-sum game between the military and the Brotherhood. Underscoring the perils of that conflict, at least 13 people were killed on Friday during Brotherhood marches throughout the country in some of the deadliest clashes in months.

“Our backs are against the wall,” the doctor said. The military, he added, “has left us only one path.”

After the ouster of Mr. Morsi, the few government ministers who spoke of reconciliation complained that the Brotherhood was unyielding in its demands, even as hard-liners escalated a crackdown on the movement, killing hundreds of protesters and imprisoning almost every senior leader. Now the hawks are ascendant, no one talks of compromise and officials openly accuse the Brotherhood of carrying out deadly and spectacular attacks on the security services, even when unrelated militant groups claim responsibility for such attacks.

Last week, for instance, Interior Minister Mohamed Ibrahim, a government hard-liner, accused the Brotherhood of conspiring to carry out “hostile schemes” over the years with “extremist factions,” including Palestinian militants.

In reality, though, the roots of the government’s problems are much closer to home.

In cities like Mansoura, the doctor said, members have continued to attend the small, weekly “family” meetings that are considered the most critical building blocks of the organization, and the wellspring of the brotherhood’s cohesion and its ideology.

In many neighborhoods in Fayoum, campaign posters for Mr. Morsi still hang on the walls, evidence of the futility of the government’s campaign, Brotherhood members say.

For now, Brotherhood members in Fayoum said they were concentrating on replenishing their ranks, reaching out to new recruits while trying to coax lapsed, older members into more active service. Four of the members, including a senior leader, detailed the movement’s strategy, speaking on the condition of anonymity because they feared drawing further attention from the authorities.

Efforts to keep the movement alive began after Mr. Morsi’s ouster in July, the members said, when leaders appointed deputies, who in turn appointed their own deputies, to ensure a continuity of leadership as the crackdown on protests intensified. As thousands of Islamists from across the country demonstrated in Cairo for the return of Mr. Morsi, meetings were held in the squares where the protests occurred, near the Rabaa al-Adawiya mosque and at Cairo University.

When the authorities stormed the squares on Aug. 14, killing hundreds of protesters, the Brotherhood faced its greatest organizational crisis, the members said. “It took about 15 days to absorb the shock, and get back to our grass roots,” said one member, a 26-year-old veterinarian. “Now we’re expanding.”

Still, a growing pressure on the Brotherhood has forced adjustments. Meetings are now held in private homes, and members approach security checkpoints and attend protests assuming they will be arrested. Some of the protests have become more like flash mobs, with demonstrators scattering quickly to avoid a heavy security response.

Some of the older Brotherhood leaders, for whom living under repression had become a way of life, boasted about the movement’s tenacity.

But for younger members, facing the wrath of the state was still a shock. Mr. Fadel, the 27-year-old, said he had become terrified of being singled out as a member of the Brotherhood by people on the street. His family has also pressured him to leave the movement.

Having been wounded by birdshot during protests, he said, he had prepared himself for the likelihood that he would be killed. “For now I see no future,” he said. “I fear for my family.”

With the group’s narrow focus on survival, there was little talk about the long-term direction of the movement, or the mistakes during Mr. Morsi’s time in power, a tenure that ended with millions of angry Egyptians on the streets demanding his ouster. The Brotherhood members talked about a few “errors” but mostly complained about what they said were conspiracies that doomed their rule.

Their official demand, that the military takeover be reversed, has not changed since July. On the horizon were nothing but protests and some unspecified type of resistance that the leaders in Fayoum promised to unveil on Jan. 25, the anniversary of the 2011 uprising against President Hosni Mubarak.

In Mansoura, where a bombing last month was followed by retaliatory violence against the Brotherhood, the members of the movement have faced greater difficulties. The doctor said he and other members had learned to live by new rules.

“Don’t stand in the street together for too long,” the doctor said. “If you have money, gold or documents that are important for you or the Muslim Brotherhood, take them to a relative or a friend you trust.”

“We’re now placed in the same boat,” he said. “We must be tighter together than we were before, so the crisis passes.”

As The Obamas Celebrate Christmas, Rituals Of Faith Become Less Visible

President Obama celebrated a low-key Christmas in Hawaii this year. He sang carols, opened presents with his family, and visited a nearby military base to wish the troops “Mele Kalikimaka” — the Hawaiian phrase meaning “Merry Christmas.”

But the one thing the president and his family did not do — something they have rarely done since he entered the White House — was attend Christmas church services.

“He has not gone to church hardly at all, as president,” said Gary Scott Smith, the author of “Faith and the Presidency: From George Washington to George W. Bush,” adding that it is “very unusual for a president not to attend” Christmas services.

Historically, watching the nation’s first family head to church dressed in their Sunday best, especially around the holiday season, was something of a ritual. Yet Mr. Obama’s faith is a more complicated, more private, and perhaps — religious and presidential historians say — a more inclusive affair.

And his religious habits appear to be in step with a changing America, with fewer people these days reporting that they attend church on Christmas Day or Christmas Eve. According to a Pew Research Center study released this month, 54 percent of adults said they planned to attend Christmas religious services, while 69 percent said they traditionally did so as children.

Mr. Obama has gone to church 18 times during his nearly five years in the White House, according to Mark Knoller of CBS News, an unofficial White House historian, while his predecessor, Mr. Bush, attended 120 times during his eight years in office.

But those numbers do not reflect the depth of Mr. Obama’s faith, said Joshua DuBois, the former head of the White House Office of Faith-Based and Neighborhood Partnerships. “President Obama is a committed Christian,” said Mr. DuBois, who sends the president a daily devotional by email, and is the author of “The President’s Devotional.”

“He has a serious practice of faith even though he doesn’t necessarily wear it on his sleeve,” he said.

Mr. Obama’s religion first garnered national headlines during the 2008 campaign; after sermons by the Rev. Jeremiah A. Wright Jr. — Mr. Obama’s spiritual mentor — included inflammatory remarks, Mr. Obama was ultimately forced to renounce the minister and sever ties with the Trinity United Church of Christ in Chicago, which he and his family had attended for 20 years.

But rumors that he was a “pretend Christian” or a Muslim Manchurian candidate — fueled by his Kenyan background and the boyhood years he spent in Indonesia — dogged him. A 2010 study by the Pew Forum on Religion and Public Life found that nearly one in five Americans thought the president was a Muslim, and 43 percent did not know what his religion was.

“I would argue that Obama’s faith has been one of the most misunderstood of any president out there,” Mr. Smith said.

People close to the president say that Mr. Obama’s spiritual beliefs are profoundly held. In addition to the daily devotional he receives — which contains lines of Scripture and quotations from people as wide-ranging as Nina Simone and Johnny Cash — Mr. Obama regularly speaks to spiritual leaders on a variety of topics. Every year on his birthday, Mr. DuBois said, the president convenes a phone call with ministers “to thank God for the year that was and pray for the year ahead.”

He has turned to his faith during difficult times, and is comfortable invoking Scripture; his speeches and remarks are peppered with the phrase “I am my brother’s keeper,” echoing the Old Testament phrase.

His vision of faith is also an inclusive one, perhaps an outgrowth of his own eclectic upbringing. He spent several childhood years in Indonesia, with its predominantly Muslim population, but attended a private Catholic grade school for much of that time; he later lived in Hawaii, a melting pot of cultures.

Mr. Obama set his own inclusive tone early, declaring during his first Inaugural Address, “We are a nation of Christians and Muslims, Jews and Hindus, and nonbelievers.” He was the first president to hold an Easter prayer breakfast, and he also held the first Passover Seder at the White House, traditions he has repeated.

“He’s very conscious of the fact that this is a pluralistic nation,” said Randall Balmer, the chairman of Dartmouth College’s religion department and the author of “God in the White House: A History.”

Yet the public rituals of religion have proved tricky for Mr. Obama. When he arrived in Washington after his election in 2008, many of the city’s churches began furiously vying to have him and his family join their congregation. As president, he has attended services at several of the city’s African-American churches, as well as St. John’s Episcopal Church, which is across the street from the White House. But he ultimately opted against choosing a spiritual home in the nation’s capital.

“I think part of the reason he’s been wary of affiliating with a church in Washington is that he got so burned by the Jeremiah Wright situation, and he’s kind of backed away from that,” Mr. Balmer said.

The public has long cared about the religion of its president. President Dwight D. Eisenhower, for example, was not a regular churchgoer before he entered office. After he was elected, at the urging of the Rev. Billy Graham, he joined the Presbyterian Church, and was baptized, becoming a diligent member of the faith.

Part of Mr. Obama’s decision to largely opt out of religious services reflects a desire to avoid disruptions by his Secret Service detail and security requirements, echoing concerns of Ronald Reagan, who presidential historians say rarely went to church.

“The important thing to President Obama isn’t where you worship God, but how you serve God by serving other people,” Mr. DuBois said.

Mr. Balmer put it more bluntly: “If the calculus is, ‘Do I spend two hours going to church Sunday morning or do I get to watch college basketball Sunday afternoon?’ If he had to choose between the two, and knowing Obama, he’d probably choose college basketball.”

He added, with a laugh, “And that’s a calculation many Americans make on a weekly basis.”
