***** Billionaire philanthropist David Rockefeller dies at age 101 in New York
Billionaire philanthropist David Rockefeller, former head of Chase Manhattan Corp and patriarch of one of the most famous and influential American families, died on Monday, a family spokesman said. He was 101.
Rockefeller, who reportedly gave away nearly $2 billion in his lifetime, died in his sleep of congestive heart failure at his home in Pocantico Hills, New York, spokesman Fraser Seitel said in a statement.
One of the few remaining links to the U.S. "gilded" era of robber barons, he was the son of John D. Rockefeller Jr., who developed New York's Rockefeller Center, and was the last living grandson of oil tycoon John D. Rockefeller, founder of Standard Oil and the family dynasty. He also embodied an era when globe-trotting bank chiefs worked with the world's most powerful politicians.
During his time as head of Chase from 1969 to 1981, Rockefeller forged such a network of close relationships with governments and multinational corporations that observers said the bank had its own foreign policy.
The Rockefeller name came to symbolize unpopular U.S. banking policies in debtor countries, and Rockefeller was scorned on the left for working with Chile's Augusto Pinochet and the shah of Iran.
He also was viewed with anger on the right for pushing to open trade with China and the Soviet Union during the Cold War. The Trilateral Commission, a group Rockefeller founded in 1973 to foster relations between North America, Japan and Western Europe, came to be a regular target of the far-right and conspiracy theorists who said it was trying to create a one-world government.
Rockefeller became embroiled in an international incident when in 1979 he and long-time friend Henry Kissinger helped persuade President Jimmy Carter to admit the shah of Iran to the United States for treatment of lymphoma, helping precipitate the Iran hostage crisis.
Born in Manhattan as the youngest of six siblings, Rockefeller spent his childhood in New York City and at the family's estates, and recalled meeting such luminaries as Charles Lindbergh, Admiral Richard Byrd and Sigmund Freud.
His ties to the internationally famous continued throughout his adulthood, symbolized by his famed 100,000-card Rolodex, housed in its own room next to his office in Manhattan's Rockefeller Center.
The site of the nine-story mansion where he was born, then New York's largest residence, is now part of the Museum of Modern Art, which his mother, Abby, helped found in 1929.
Rockefeller collected beetles as a lifelong hobby and also acquired art - a Mark Rothko painting he bought in 1960 for less than $10,000 was auctioned for more than $72 million in May 2007.
His fortune, investments in real estate, share of family trusts and other holdings were estimated at $3.3 billion in March 2017 by Forbes magazine. Seitel said Rockefeller had donated nearly $2 billion in his lifetime to organizations including the Museum of Modern Art in New York and Rockefeller University.
In May 2015, he made a rare public appearance in Maine to mark his approaching 100th birthday by donating 1,000 acres (405 hectares) for preservation on exclusive Mount Desert Island.
Rockefeller established several international and philanthropic associations: the Americas Society, the weighty Trilateral Commission to promote cooperation between North America, Europe and Japan, and the New York City Partnership to help the city's poor.
Chase Manhattan grew from a $4.8 billion institution in 1946 when he joined to a bank with $76.2 billion in assets when he stepped down in April 1981. But it slipped from its standing then as No. 3 in the world and was purchased by Chemical Bank of New York in 1996. Today it is part of JPMorgan Chase & Co.
He published his autobiography, "Memoirs," in 2002 and continued going to work every day into his 90s.
He remained a lifelong member of the moderate "Rockefeller Republicans" wing of that party, including his 2006 co-founding of Republicans Who Care, to support the party's moderates.
Rockefeller earned a degree from Harvard University in 1936 and did graduate work at the London School of Economics, where he met future President John F. Kennedy and dated his sister Kathleen. He was awarded a Ph.D in economics from the University of Chicago in 1940.
From 1940 to 1941 he was secretary to New York Mayor Fiorello LaGuardia and in 1942 he enlisted in the U.S. Army, serving in military intelligence in North Africa and France.
Rockefeller was awarded the French Legion of Honor.
Rockefeller's wife Peggy died in 1996. They had six children and 10 grandchildren.
President Trump signed executive orders Tuesday clearing the way for the controversial Dakota Access and Keystone XL oil pipelines to move forward.
He also signed an executive order to expedite environmental reviews of other infrastructure projects, lamenting the existing “incredibly cumbersome, long, horrible permitting process.”
“The regulatory process in this country has become a tangled up mess,” he said.
It remained unclear how Trump’s order would restart the pipeline projects or expedite environmental reviews. Many of those reviews are statutory and the legislation that created them cannot be swept aside by an executive order.
The White House did not immediately release texts of the orders.
Trump said that both pipeline projects would be subject to renegotiation. In an Oval Office signing before reporters, the president said he would want any new projects to make use of American steel.
“I am very insistent that if we’re going to build pipelines in the United States, the pipe should be made in the United States,” he said.
The orders will have an immediate impact in North Dakota, where the pipeline company Energy Transfer Partners wants to complete the final 1,100-foot piece of the 1,172-mile pipeline route that runs under Lake Oahe. The pipeline would carry oil from the booming shale oil reserves in North Dakota to refineries and pipeline networks in Illinois.
The Standing Rock Sioux tribe and other Native American groups have been protesting the project, which they say would imperil their water supplies and disturb sacred burial and archaeological sites.
The Army Corp of Engineers called a halt to the project in December to consider alternative routes.
The executive order from Trump on the Keystone XL pipeline threatens to undo a major decision by President Obama, who said that the project would contribute to climate change because it would carry tar sands crude which is especially greenhouse gas intensive because of the energy it takes to extract the thick crude.
TransCanada, the Calgary-based project owner, has said it would be interested in reviving the pipeline. But it was unclear what Trump’s caution about renegotiation would mean for TransCanada’s plans.
Originally, TransCanada had planned to get about 65 percent of the steel pipe from U.S. manufacturers but other supplies from Canada.
On Tuesday, Trump said: “From now on we’re going to be making pipeline in the United States. We build the pipelines, we want to build the pipe. We’re going to put a lot of workers, a lot of skilled workers, back to work. We will build our own pipeline, we will build our own pipes, like we used to in the old days.”
Speaking to reporters Monday, White House press secretary Sean Spicer said the president supported energy projects “like Dakota and the Keystone Pipeline, areas that we can increase jobs, increase economic growth, and tap into America’s energy supply more, that’s something that he has been very clear about.”
Referring to comments Trump has made during the campaign and after the election, “He was talking about that being a big priority.
That’s one of those ones where I think that the energy sector and our natural resources are an area where I think the president is very, very keen on making sure that we maximize our use of natural resources to America’s benefit.”
“It’s good for economic growth, it’s good for jobs, and it’s good for American energy,” Spicer added.
As news of the move surfaced Tuesday morning, oil industry officials hailed it as overdue.
“Making American energy great again starts with infrastructure projects like these that move resources safely and efficiently,” said Stephen Brown, vice president of federal government affairs at Tesoro Companies.
“We are pleased to see the new direction being taken by this administration to recognize the importance of our nation’s energy infrastructure by restoring the rule of law in the permitting process that’s critical to pipelines and other infrastructure projects,” Jack Gerard, president of the American Petroleum Institute, said.
Many lawmakers, including House Speaker Paul Ryan (R-Wisc.) and Sen. Heidi Heitkamp (D-ND), backed the president’s bid to revive the pipelines.
Environmentalists, by contrast, vowed to continue to fight the two pipelines.
Greenpeace Executive Director Annie Leonard noted in a statement that a broad coalition of opponents-“Indigenous communities, ranchers, farmers, and climate activists” –managed to block the projects in the past and would not give up now.
“We all saw the incredible strength and courage of the water protectors at Standing Rock, and the people around the world who stood with them in solidarity,” she said. “We’ll stand with them again if Trump tries to bring the Dakota Access Pipeline, or any other fossil fuel infrastructure project, back to life.”
“We will resist this with all of our power and we will continue to build the future the world wants to see,” she added.
Bill McKibben, founder of the activist group 350.org, which has fought both the Keystone XL and Dakota Access pipelines, said the decision to allow the projects to move forward ignores the massive opposition expressed both through public protests and in comments to government agencies.
“The world’s climate scientists and its Nobel laureates explained over and over why it was unwise and immoral,” McKibben said in a statement.
“In one of his first actions as president, Donald Trump ignores all that in his eagerness to serve the oil industry. It’s a dark day for a reason, but we will continue to fight.”
Americans have tended to favor the Keystone XL project even as Obama rejected it.
According to an October 2015 Washington Post-ABC News poll, 55 percent wanted the next president to support building the Keystone oil pipeline while 34 percent wanted them to oppose it, with majorities of Republicans and independents supportive.
Earlier Post-ABC surveys found Americans widely expected the project would create a significant amount of jobs, but divided on whether it would pose a significant environmental risk.

New Hampshire and promises to ‘quickly cut the head off of Isis and take their

Republican frontrunner Donald Trump has released his first, long-promised
campaign ad: a spot that touts his controversial proposal to ban Muslims from
entering the US “until we can figure out what’s going on”.
The ad then promises Trump will “quickly cut the head off of Isis and take
their oil”.
In the 30-second spot, the narrator also declares that Trump will build a
southern wall to prevent immigrants from illegally crossing over the US border
with Mexico.
Over a somber piano melody, the narrator assures listeners that Mexico will
pay for the wall.
A spokesperson for the Mexican president, Enrique Peña Nieto, said in August
that the country, an important trading partner for the US, would do no such
thing.
“Of course it’s false,” Peña Nieto’s spokesman, Eduardo Sánchez, told
Bloomberg.“It reflects an enormous ignorance for what Mexico represents, and
also the irresponsibility of the candidate who’s saying it.”
President Barack Obama appears in the clip alongside Hillary Clinton, just
before the frame changes to show an image of people on stretchers behind photos
of the alleged gunman in the San Bernardino shooting.
“He’s calling for a temporary shutdown of Muslims entering the United
States, until we can figure out what’s going on,” the narrator says.
Trump’s ad refers to the threat of Islamic extremism, which like other forms
of religious extremism has existed for millennia.
“He’ll quickly cut the head off of Isis and take their oil,” the ad
continues.
Trump first proposed to ban Muslims last month at a campaign rally in
Charleston, South Carolina.
Footage of Trump promoting this proposal was used in a new recruitment film,
released this weekend, for Somalia’s al-Shabaab militant group.
Trump told the Washington Post that he hopes that the ad, and others in
production, can sway undecided voters.
“The world is laughing at us, at our stupidity,” Trump said. “It’s got to
stop. We’ve got to get smart fast – or else we won’t have a country.”
The ad, which is called “Great Again”, will start airing in New Hampshire
and Iowa on Tuesday.
Trump’s campaign said that it plans to spend at least $2m each week to air
the ad.
Trump said in a statement:
“I am very proud of this ad, I don’t know if I need it, but I don’t want to
take any chances because if I win we are going to Make America Great Again.”

Republican presidential front-runner Donald Trump has elaborated on his strategy to defeat the terrorist group ISIS at a memorable rally in Iowa and during an interview Thursday on CNN.
During a speech at Decker Auditorium in Fort Dodge, Iowa, Trump said he would go after ISIS-controlled oil fields and "bomb the s--- out of 'em," to loud applause.
"ISIS is making a tremendous amount of money because they have certain oil camps, certain areas of oil that they took away," Trump said.
He continued: "They have some in Syria, some in Iraq. I would bomb the s--- out of 'em. I would just bomb those suckers. That's right. I'd blow up the pipes. ... I'd blow up every single inch. There would be nothing left. And you know what, you'll get Exxon to come in there and in two months, you ever see these guys, how good they are, the great oil companies? They’ll rebuild that sucker, brand new — it'll be beautiful."
Trump described a similar strategy to CNN's Anderson Cooper, who asked Trump whether he might be destroying the wealth of Iraq if he went after the country's oil fields.
"There is no Iraq," Trump responded. "Their leaders are corrupt."
Cooper said Iraqis might disagree with him, but Trump pressed on.
"Excuse me, there are no Iraqis. They're broken up into so many different factions," he said.
Cooper also asked whether the US would need troops on the ground to protect the oil fields that Trump would rebuild after bombing ISIS out of them. Trump said he would put a "ring" of troops around the fields.
"You put a ring around them," Trump said of the oil fields. "You put a ring."
But if Trump had his way, the US wouldn't be involved in these conflicts at all.
"I would love not to be over there," Trump said. "That’s not our fight — that's other people's fights."
ISIS, also known as the Islamic State, makes a glut of money from oil, but that's far from its only revenue source. Experts say much of ISIS' money comes from extortion and pillaging — essentially ripping off the people and institutions in territory it has seized.
Still, oil revenues make up a significant portion of ISIS' funding. Local sources, oil experts, and Western intelligence officials told the Financial Times this year that ISIS ran "a sprawling operation almost akin to a state oil company that has grown in size and expertise despite international attempts to destroy it."
Sources estimate that Deir Ezzor, the Syrian province that holds some of the most fruitful oil fields under ISIS control, produces 34,000 to 40,000 barrels of oil each day.
Several other oil fields the group controls produce 200 to 17,000 barrels per day, the FT found. The barrels sell for $20 to $45, depending on where they came from.
ISIS sells mostly to "independent traders" who then either sell to other traders or take the crude to refineries or local oil markets. The traders make a profit of about $10 a barrel, according to the FT.
Though ISIS might be making millions on oil now, it's unlikely that the group can keep up at its current pace.
ISIS is reportedly already struggling to keep up the aging infrastructure that allows the group to extract and sell oil.
The FT reported that ISIS doesn't have the technology or equipment to maintain the oil fields the group controls.
Production is reportedly down in those fields since ISIS took over.

So why don't most GOP members of Congress care about sending more U.S. Military Troops into another Endless Middle East WAR which can Not be achieved in a Combat theater?

#2) Many of the Enlisted U.S. Military Troops who will be Sacrificed to ISIL will be BLACK & LATINO Enlisted Soldiers and BLACK & LATINO Commissioned Officers.
I doubt seriously if any Enlisted U.S. Military Troops Killed by ISIL will come from the branches of the NAVY or AIR FORCE.
Why?
Because the Majority of all NAVY & AIR FORCE members are WHITE.
I did NOT say there are NO BLACK & LATINO members serving in the NAVY or AIR FORCE.
I stated the Majority of all NAVY & AIR FORCE members serving in those branches are indeed WHITE.
While the Majority of all ARMY & MARINE members are BLACK and LATINO.
Thus we all know who will be Sacrificed FIRST to ISIL or any in Military Conflict.
It is time to PRAY intensely for the entire U.S. Military.

President Barack Obama took on critics of his energy policies Thursday, saying in carefully coordinated speeches that they weren't paying attention to increased oil production at home and were misleading the public about the cause of rising gas prices.
"Anyone who says that we're somehow suppressing domestic oil production isn't paying attention," Obama said in Cushing, Oklahoma, on the second day of a four-state tour to tout his policies.
"And anyone who says that just drilling more will bring gas prices down just isn't playing it straight," the president continued. " We are drilling more.
We are producing more. But the fact is, producing more oil at home isn't enough to bring gas prices down overnight."
In Cushing and a later speech at The Ohio State University, Obama repeated his call for a diversified policy that increases production of traditional energy sources such as oil and natural gas while increasing investment in alternative sources such as solar, wind and hydrogen power to compete in growing global clean energy markets.
In particular, he rejected Republican claims that U.S. oil reserves alone offer a solution to higher gas prices and long-term supplies.
"Even if we drilled every little bit of this great country of ours, we'd still have to buy enough from the rest of the world to meet our needs," Obama said in Cushing. He added that "the price of oil is set by the global market, and that means every time tensions rise in the Middle East, so will gas prices at home."
In particular, Obama said, rising tension involving Iran was causing the current spike in global oil prices.
At Ohio State, Obama emphasized to a cheering student crowd that since he took office in 2009, "America's dependence on foreign oil has gone down every single year."
"Even as the economy was growing, we've made progress in reducing the amount of oil we have to import because we're being smarter, we're doing things better," the president said.
Romney turns up heat on Obama energy policies
The whirlwind trip over two days followed weeks of criticism of his approach to gas price increases by Republicans on Capitol Hill and the presidential campaign trail.
"He has an energy policy that is very simple," Rick Santorum said of the president during a campaign stop Monday in Illinois. "You can sum it up in two letters, N-O.
He is against everything that will create economic incentives to drill."
Newt Gingrich has made reducing prices at the pump a central promise of his campaign, telling voters at a recent event in Birmingham, Alabama, that "an American president who believed in energy and an American president who believed in science and technology would drive the price of gasoline below $2."
Arizona Sen. Jon Kyl sounded a similar refrain after a Republican caucus meeting in early March, agreeing with the president's all-of-the-above approach, but adding, "We need it in action, not just words."
A focus of Republican attacks has been the delay in administration approval of the Keystone XL oil pipeline from Canada's tar sands production in northern Alberta to the Gulf Coast.
Keystone pipeline: Separating rhetoric from reality
Last year, the administration put off a decision until 2013 after protests by environmentalists concerned about high carbon emissions from tar sands oil production and objections by Nebraska officials to a route near a vital aquifer.
Republicans in Congress, accusing Obama of avoiding the issue until after the November election, tried to speed the process by tacking a measure requiring an immediate decision to the temporary payroll tax cut bill last December.
The Obama administration then rejected the pipeline permit in January, saying an alternate route from Nebraska had yet to be decided. Since then, Republicans have persisted in attacking Obama for rejecting the permit.
The president announced Thursday in Cushing that he was using his executive authority to order federal agencies to expedite the approval process for large-scale infrastructure projects like oil pipelines.
More specifically, he ordered the portion of the Keystone XL pipeline running from Cushing to the Gulf to be placed at the top of the list.
"We're making this new pipeline from Cushing to the Gulf a priority," Obama said to cheers, later adding that "as long as I'm president, we're going to keep encouraging oil development and infrastructure and we're going to do it in a way that protects the health and safety of the American people.
We don't have to choose between one or the other. We can do both."
Many private companies -- including TransCanada, the Canadian company behind the Keystone XL project -- are working to build pipelines that relieve the bottleneck of oil in Cushing, a major hub for crude oil storage and trade.
While federal agencies like the Army Corps of Engineers and the Department of the Interior have some involvement in the approval process for the domestic portion of the pipeline, the federal government has relatively little control when compared to the absolute say it holds over the portion that crosses the international border with Canada.
The ultimate decision-making authority for the pipeline's domestic route lies mainly with the states it crosses, prompting Republicans to question whether the president can actually claim any credit for speeding the project along.
House Speaker John Boehner, R-Ohio, told reporters Thursday that Obama was claiming credit he didn't deserve on the southern leg of the Keystone pipeline while continuing to prevent construction on the northern leg from Canada.
"It's already gotten its approvals and this idea that the president is going to expedite this will have no impact on the construction of this pipeline," Boehner said of the Cushing-Gulf Coast portion. "The president has continued to block development of oil and gas reserves, big reserves, on federal lands.
And he can go out and make all the noise that he wants, but the facts are there."
Poll: Majority say build Keystone pipeline
On Wednesday, Obama kicked off his energy tour with stops in Boulder City, Nevada, and Maljamar, New Mexico, to focus on work on alternative energy sources.
The visit to Boulder City was designed to tout the success of solar technology at the largest photovoltaic solar facility in the nation. Photovoltaic solar panels create energy directly from sunlight without the need for any water or moving parts.
Obama acknowledged the high prices at the pump, but used the problem as a reason to abandon federal "subsidies" to oil and gas companies.
"We want to encourage production of oil and gas, and make sure that wherever we've got American resources, we are tapping into them," the president said. "But they don't need an additional incentive when gas is $3.75 a gallon, when oil is $120 a barrel, $125 a barrel. They don't need additional incentives. They're doing fine."
What the president calls subsidies, the petroleum industry calls the same tax breaks afforded those in many other industries.
The push to end what Obama deems to be preferential treatment to a petroleum industry that's never been more profitable was central to his two-day tour, but the president also used the trip to push back against those who call federal aid to the renewable energy industry a waste of money.
"Some of these folks want to dismiss the promise of solar power and wind power and fuel-efficient cars," Obama said in Boulder City. "In fact, they make jokes about it.
One member of Congress who shall remain unnamed called these jobs 'phony' -- called them phony jobs. I mean, think about that mindset, that attitude that says because something is new, it must not be real. If these guys were around when Columbus set sail, they'd be charter members of the Flat Earth Society."
With nearly a million solar panels spread across 450 acres, Copper Mountain 1 in Boulder City provides power for roughly 17,000 homes, but employs just 10 full-time employees.
The solar plant's owner, Sempra U.S. Gas & Power, is in the process of building a second facility nearby that's set to more than triple the output of Copper Mountain 1.
Construction of the second facility -- Copper Mountain 2 -- has created 175 temporary jobs but, according to Sempra's own projections, the final solar plant will result in just five full-time positions.
On Thursday Pres. Obama will announce plans to approve the Southern portion of the Keystone XL Oil Pipeline.
This announcement comes just 2 months after he said his administration needed at least 6 months to review plans of the pipeline for Environmental Safety purposes.
So why the sudden rush?
Politics! i.e., an approaching election & Gas Prices.

Pres. Obama will most likely squeak through a Win but the Senate will most certainly go to GOP Candidates due to the amount of Big Money being spent by Wealthy GOP Super PACS & from Wall Street Executives.
As this election closes in don't be surprised to see Pres. Obama veering more & more to the Center.
Once the election ends & the new Congress is Sworn in, Pres. Obama is going to govern from a Very Conservative, Very Moderate perspective.
President Obama plans to announce in Cushing, Oklahoma Thursday that his administration will expedite the permit process for the southern portion of the Keystone XL pipeline, a source familiar with the president's announcement tells CNN.
In January, the Obama administration denied a permit for the 1,700 mile long Keystone XL oil pipeline, which would stretch from Canada's tar sands development to the U.S. Gulf Coast. That decision was met by persistent Republican criticism that the president has not been doing everything possible to create jobs and combat high gas prices.
Late last month, TransCanada, the company behind the Keystone XL Pipeline, announced it would move forward with the process to build the southern portion of the pipeline, which would begin in Cushing, the president's third stop on his two-day energy tour. The White House praised the move.
Still, the permit process for a project like this can typically take a year or more. The source familiar with the president's announcement says the administration could shave several months off that timeline.
Senior administration officials would not confirm the president’s plan to unveil the effort to cut red tape for the project, though one senior administration official acknowledged the need to deal with the glut of oil in Cushing, where oil from the Midwest hits a bottleneck as it is transported to the Gulf of Mexico.
Such an announcement would no doubt be met with opposition from environmentalists, many of whom spent weeks protesting the Keystone XL project outside the White House late last fall into the early winter, before the administration announced its objection to the pipeline.
The president's top campaign adviser, David Axelrod, charged Republican presidential candidates and Republicans in Congress with making false promises about how to reduce the cost of gas.
On CBS News' "Face the Nation," Axelrod specifically attacked Republican presidential front-runner Mitt Romney for saying he would fire three cabinet officials charged with energy production: Energy Secretary Steven Chu, Environmental Protection Agency head Lisa Jackson, and Interior Secretary Ken Salazar.
Axelrod said Romney is making false promises to voters. "Mr. Romney will pander, and the poor American consumer will be left in the same position," he told host Bob Schieffer. "So we need to keep going forward with an 'all of the above' strategy on energy."
Axelrod also criticized "the notion that we can simply drill our way out of this" by attacking Republican presidential candidate Newt Gingrich's claim that his plan would reduce gas prices to $2.50 cents per gallon. "That's not oil talk, but snake oil talk," Axelrod said.
Axelrod said the president's "all of the above" strategy includes increased production (including from renewable sources) and decreased consumption.
"If we don't do all of those things we're going to be right back here again every election season," Axelrod told Schieffer.
Schieffer questioned Axelrod if the president is doing his own pandering. He asked Axelrod about campaign speeches in 2008 made by then-candidate Barack Obama where he blamed President Bush for gas that cost "two-and-a-half times what it cost when George Bush took office."
Axelrod said the president has taken action to lower gas prices by increasing oil production, raising fuel efficiency standards and increasing renewable energy production.
When Schieffer asked about the president's decision to halt the construction of the XL Keystone pipeline from the Tar Sands in Canada to refineries in the Gulf Coast and whether he thought it was a mistake, Axelrod blamed the Republicans in Congress for playing politics. He pointed to the House GOP's passing a measure that would have forced the president to speed up approval of the pipeline.
"What they did was force a premature decision on this," Axelrod said. "The State Department said they needed more time to evaluate the project and all of its implications" for the land and the environment, such as water aquifers in Nebraska.
"The Congress wanted to force a decision for political reasons; they did," Axelrod said. "Not having the time to make a proper decision, [the administration] had to decline this proposal. If it's resubmitted it will be considered again, hopefully in the the time frame that is appropriate.
"But understand this president has approved dozens of pipelines," Axelrod added. "He certainly is not hostile to transporting oil, but we have to do it in the appropriate way and protect the public safety in doing it.
"It may have been a mistake for the Republicans to force the decision so quickly -that I agree with," Axelrod offered. "But that's their decision to explain. Not ours."
Also on "Face the Nation," head of the Republican National Committee, Reince Priebus, said he "chuckled" when he heard Axelrod's statement.
Priebus said "the Republicans have been in favor of this Keystone pipeline," which he said would create 20,000 jobs, a figure that has been widely disputed. "It wouldn't be the whole deal [to lowering gas prices]. But it's a step closer."
Priebus said the president is not doing all the things necessary to reduce the cost of oil.
"We're sitting on a wealth of energy to get us to a place where we don't have $4 and $5 gas. This president isn't there. He's talking out of both sides of his mouth."
The national average price for a gallon of gasoline rose for the ninth straight day on Sunday to $3.838. That is now only about 6.7% below the record high of $4.11 from July 2008.
The average price rose by three-tenths of a penny, according to the survey of gas stations conducted for the motorist group AAA. Gas prices are now up more than 17% this year.
The nationwide average was $3.52 a gallon a month ago and $3.76 a gallon on March 9 -- the day that prices started rising again after a few days of slight declines.
Gasoline averages more than $4 a gallon in seven states: Alaska, California, Connecticut, Hawaii, Illinois, New York and Washington. Gas prices are also above $4 a gallon in the District of Columbia, according to AAA. At nearly $4.48 a gallon, Hawaii ranks as the nation's high.
Prices are less than a dime away from $4 a gallon in Michigan, Nevada, Oregon and Wisconsin.

Wyoming has the nation's lowest gas prices, averaging slightly above $3.40 a gallon.
Gas prices have been rising on the back of soaring oil prices, which have shot up more than 5% over the past month amid fears that tensions with Iran will lead to an all-out war that causes a disruption in oil supplies.
Signs of an improving economy have also boosted oil prices, as has the stock market, which hit multi-year highs this week.
The spike in gas prices has led to speculation that the U.S. and Britain may release strategic oil reserves over the next few months in order to boost supplies and lower crude prices. The White House denied a Reuters report about this Thursday.
Pain at the pump has become a hot political issue during the presidential campaign.
According to a recent Washington Post-ABC News poll, more people disapprove of how President Obama is handling the economy than a month ago. That's despite improvement in the job market this year.
Why gas prices won't influence the election
Republican presidential contender Newt Gingrich has pledged to get prices down to $2.50 a gallon.
Meanwhile, Rick Santorum has blamed the president for blocking the expansion of domestic energy production. Santorum has also argued that high gas prices were to blame for the 2008 housing meltdown and ensuing economic slump.
And Republican front-runner Mitt Romney said recently that Obama "should be hanging his head" over his energy policies and also accused the president of slowing domestic production.
Romney has advocated opening federal lands to drilling and easing regulations on fracking, a controversial policy that involves pumping water into rocks to harvest gas.
Mitt Romney called Sunday for three of President Barack Obama's top energy or environment officials to resign or be fired for contributing to rising gas prices through what the Republican presidential hopeful labeled failed energy policies.
Appearing on "Fox News Sunday," Romney labeled Energy Secretary Steven Chu, Interior Secretary Ken Salazar and Environmental Protection Agency Administrator Lisa Jackson the "gas hike trio" and said it was "time for them to go."
The former Massachusetts governor made a similar call at a campaign event Saturday in Illinois, the next major primary in the Republican presidential race to decide who will run against Obama in November.
According to Romney, Obama and the three top officials want higher energy prices in order to increase the viability of solar, wind and other alternative energy sources. On Sunday, the AAA reported that the national average price for a gallon of regular unleaded gasoline rose to $3.84 for an increase of almost 17% so far this year, according to www.fuelgaugereport.com.
Obama contends that oil prices are set by a global market and there is little that any administration can do in the short term to prevent price spikes like what is occurring now.
The president advocates a broad energy policy that invests in clean energy alternatives while continuing oil, gas and nuclear development. However, Republicans including Romney and the other presidential contenders call for accelerated drilling and development of U.S. oil and natural gas reserves.
In the Fox interview, Romney also claimed that Obama rejected the Keystone XL oil pipeline from Canada's tar sands to the U.S. Gulf Coast at the same time the government was giving $500 million to Solyndra, the failed solar panel manufacturer. However, Romney's assertion misstated the timing of those events.
The Solyndra loan originated in 2009, Obama's first year in office, while the State Department rejected a permit for the Keystone pipeline earlier this year.
The permit was turned down after congressional Republicans forced a decision as planners continued seeking an alternate route through Nebraska requested by state officials.
TransCanada, the company developing the pipeline, has said it will reapply for approval of an alternate route, and in the meantime will construct one segment of the project from Oklahoma to the Gulf Coast that doesn't require State Department approval.
