It appears Joe Scarborough strongly disagrees with these Criminal charges.
According to Joe and a Legal Expert Guest, the Grand Jury panel must find these 6 Rogue Cops GUILTY "Beyond a Reasonable Doubt".
Why is it whenever a Victim is BLACK and the Murderers involved are WHITE, "Beyond a Reasonable Doubt" is the Legal Standard??
However if the Victim is WHITE and the Murderer is BLACK, he or she is automatically GUILTY??

Democrats Take New Tack To Rally Base Voters (Blacks, Hispanics, Women)
Increasingly concerned about a demoralized base, Democratic Party leaders are accusing opponents of trying to delegitimize President Barack Obama and of preparing to suppress the votes of Minority and Poor voters in the November election.
Democratic National Committee Chairman Tim Kaine is expected to lay out in a speech Wednesday the party's latest plan to energize its base and appeal to such distinct groups as African-Americans, Latinos and younger voters, among others.
Democratic Party officials say they are not leaving white voters behind, especially in regions such as southwestern Virginia where they intend to compete hard. But to stave off anticipated losses in the midterm elections, officials say they have to bring out a large percentage of Americans who voted for the first time in 2008, half of whom were black, Latino or young voters.
Mr. Kaine, in the prepared text of his speech, calls this "our first priority'' and says it could bring a gain of 2% to 4% of votes cast in key races, "which is a significant margin.'' Mr. Obama said Monday in a video message that he planned to reach out to "the young people, African-Americans, Latinos and women, who powered our victory in 2008.''
The outreach is part of a broader effort: Mr. Obama also is trying to promote his administration's efforts to improve the economy, and Democrats are casting themselves as protecting voters from the excesses of Wall Street, the health-insurance industry and other interests. Mr. Obama held a town-hall meeting Tuesday in Iowa, one of the states with the highest proportion of white voters.
In Mr. Kaine's text, viewed by The Wall Street Journal, the former Virginia governor plans to promise a $50 million effort to counter what he calls a "political headwind." Part of the money will go to "recruit and train a corps of attorneys and law students" to monitor polling places and guard against voter-suppression efforts.
"We know the Republican Party still seeks to suppress the vote and initiate arbitrary challenges, particularly challenging minority and low-income voters," the text says.
Republican National Committee spokesman Doug Heye dismissed the Democratic allegations of voter suppression as shop worn. "Unfortunately for Democrats, desperate times are calling for desperate measures, and in this case the desperate measures are coming on an advanced timetable," he said. The charges of dirty politics, he added, are "an excuse for losing in advance."
Earlier this month, Mr. Kaine told an audience of Black Ministers that Republicans were waging an "intentional strategy" to undermine Mr. Obama. He made those comments at a New York City event hosted by the Rev. Al Sharpton, who is helping the party to mobilize Black Voters.
Party officials said Mr. Kaine has made similar comments to broader audiences, and Democratic officials said Tuesday they were not trying to tailor that message to African-Americans.
In that speech, the Democratic chairman cited legislation by Rep. Bill Posey (R., Fla.) as "perpetrating the lie that President Obama is not a citizen of the United States." He mentioned South Carolina Rep. Joe Wilson's cry of "You lie!" during a 2009 speech by Mr. Obama to Congress, as well as Minnesota Rep. Michele Bachmann's charge this month that Mr. Obama's party was running a "gangster government."
"This is not just about differences of opinion.It's an intentional strategy…to try to take back in '10 what this nation historically did in '08," Mr. Kaine said.
Ms. Bachmann's office said Mr. Kaine misused her words, and that the phrase "gangster government" referred to federal intervention in the private sector. Ms. Bachmann, in a statement, criticized Democrats for a strategy that would "inject racially charged statements into today's political discourse."
A spokesman for Mr. Wilson, Pepper Pennington, said high unemployment and a government "takeover" of health care "will drive voters to the ballot box to make a change."
A spokesman for Mr. Posey, sponsor of the Presidential Eligibility Act, which would require presidential candidates to show birth certificates as proof that they were born in the U.S., said the bill was aimed at correcting an oversight in Election law and wasn't aimed at Mr. Obama.
The President has been dogged by rumors about his birthplace, despite the fact that many public officials, including the Republican governor of Hawaii, have said he was born in that state. Mr. Obama's Presidential campaign released a copy of his Hawaii birth certificate.
Democrats have long seen questions about Mr. Obama's citizenship as potentially beneficial. A January strategy memo from the Democratic Senatorial Campaign Committee, distributed to campaign strategists across the U.S., suggested that Democrats try to force Republican primary candidates to discuss the question:
"Do you believe that Barack Obama is a U.S. citizen?" Those questions, the memo said, would force "moderate" Republicans "to weigh in on the positions of your far-right opponents."
As part of its outreach, the Democratic National Committee will promote the policy agenda of Mr. Obama and the party, but its pitch will be tailored to different audiences.
"Women have seen the Lilly Ledbetter Fair Pay Act signed into law. Women and Latinos saw Justice Sonia Sotomayor appointed to the Supreme Court. African-Americans and young people will be among the groups who will benefit most from health reform. Young people will benefit from student loan reform," according to the text of Mr. Kaine's speech.
According to information provided by the party, the DNC's efforts will include presidential events and conference calls to rally support, voter registration with a new Web site, voteforchange.com, 275 field staff members in 75 offices.
Still, the Democratic strategy holds considerable risk, especially when polling suggests a big drop in support for the president among middle-aged and older white voters.
Conservative radio talk show host Rush Limbaugh on Monday focused on Mr. Obama's message of "re-connecting" with Women and Minority voters, castigating what he called a lack of effort to connect with white voters.
Discussion of the Democratic strategy comes at the same time that a renewed debate over Illegal Immigration threatens to inflame divisions among voters.
On Friday, Arizona Gov. Jan Brewer signed the nation's toughest law aimed at fighting illegal immigration. On Tuesday, Attorney General Eric Holder said the federal government may challenge the Arizona law, telling reporters the law is "subject to potential abuse."

Arianna, Giuliani Spar Over His Record
Arianna Huffington sparred with Rudy Giuliani on MSNBC's "Morning Joe" today over his endorsement of Tea Party favorite Marco Rubio over Charlie Crist in Florida's Republican Senate primary. Arianna noted that Giuliani's judgment in people "has not been stellar," a relevant factor when people are considering how much weight to give his endorsement of Rubio.
There's all this talk, that we've just heard from the mayor [Giuliani], about the takeover of government by Obama and his administration, which is so over the top, with the greatest respect, Mr. Mayor. And also, your judgment in people has not been stellar -- Bernard Kerik, anybody? So the fact that you're supporting Rubio now, I don't know exactly how seriously we should take it.
Kerik was one of Giuliani's closest allies, who went from being the mayor's bodyguard to New York's police commissioner. He later took a lucrative position at Giuliani Partners, leaving to take a job training the Iraqi police force soon after the U.S. invasion.
He failed miserably.
Despite this failure (the former commander of U.S. forces in Iraq called Kerik's tenure "a waste of time and effort"), Giuliani successfully lobbied the Bush administration to nominate Kerik as Director of Homeland Security.
Kerik ultimately withdrew his nomination, unable to survive the vetting process. He was recently sentenced to four years in prison after pleading guilty to eight felonies charges, including tax fraud and lying to White House officials.
Giuliani defended himself by touting his record of cleaning up New York City as mayor, and saying that Kerik was just a small part of his overall reputation. Arianna responded:
That's not either/or. You are not judging the mayor's entire history. We're talking about something very important, something very specific. And we're talking also about this knee-jerk attempt to criticize the administration on everything, especially the position of the president on terrorism from a man who said you don't know if waterboarding is torture. I don't know if you still hold that position.

Mitt Romney Slams Obama's Anti-American Foreign Policy, "Stop Apologizing!"

Mitt Romney: President Obama Fuels Anti-Americanism
In his new book, former Massachusetts Gov. Mitt Romney accuses President Barack Obama of providing “kindling” to the “anti-American fires burning all across the globe.”
The book “No Apology: The Case for American Greatness” hit shelves Tuesday, and in it Romney focuses much of his time attacking Obama’s foreign policy.
“Never before in American history has its president gone before so many foreign audiences to apologize for so many American misdeeds, both real and imagined,” Romney writes of Obama’s overseas trips. “It is his way of signaling to foreign countries and foreign leaders that their dislike for America is something he understands and that is, at least in part, understandable.”
“There are anti-American fires burning all across the globe; President Obama’s words are like kindling to them,” the former GOP presidential candidate adds.
Romney goes on to urge Obama to show a stronger commitment to U.S. allies, especially Israel, and speak more about “America’s values” rather than “America’s failings.”
While Romney offers plenty of criticism of the president’s approach abroad, he doesn’t provide much insight into his own run for president or on the two years since he dropped out of the race. There are few criticisms of his fellow Republicans and he offers little detail mapping his course forward.
Instead, Romney is focused on the American mood and how the country can regain its swagger.
“Whenever the world faces potentially insurmountable threats, military or otherwise, it turns to America,” Romney writes. “Yet with all that we have done to help others, and with so much more that remains to be done, our popularity and persuasive sway are on the wane.”
“The self-loathing of Western intellectuals should not hinder our sturdy defense of all that should make us the most admired and respected of nations,” he continues. “We must argue our case, leading others to eagerly join us in the case of liberty and peace.”
Romney blames an American culture that he sees as too eager to accept American failings and too weary of celebrating triumphs.
“The time has come for American schools to once again systematically teach our children about the heroes of the battles that won our freedom and about the heroes that fought in the wars that gained liberty for millions of people around the world,” he writes. “The multiculturalism movement must be unmasked for the fraud that it is. There are superior cultures, and ours is one of them.”
But in touting American culture, Romney allows that the U.S. has some major shortcomings of its own such as not placing enough value on the family, specifically by condoning out-of-wedlock births.
“Given the dire consequences for the nation and the heart-wrenching implications for children, why has no alarm been sounded and no emergency measures enacted to staunch this grave crisis?” Romney asks. “To reclaim marriage and family, we must begin by telling children and young adults the truth. Strong voices of concern and redirection must come from the president, governors, legislators, community leaders, pastors and teachers.”
Romney also blames the American education system—which he refers to as an “epic failure”—for allowing societal decline, as well as the decision by “progressives” to de-emphasize “the subjects that had previously been considered essential.”
“The consequences of a failing education system reach to the foundation of our democracy,” he writes. “If our children do not learn about and come to cherish America’s heritage, history, culture and founding principles, how can they be expected to defend the freedoms on which their country is based?”

Washington Post Hires Marc Thiessen; "Crossfire" With O'Donnell

WaPo Hires Another Ex-Bush Speechwriter
The Washington Post, which already provides a home for Michael Gerson on its op-ed page, today featured a new weekly online column from another former Bush speechwriter, Marc Thiessen
It was a busy day for Thiessen. On Friday’s “Morning Joe,” he had a heated exchange with Democratic analyst Lawrence O’Donnell, who called his sparring partner one of the “torture-mongers in the Bush White House.”
In the past, Thiessen has written in support of Torture, and is now making the rounds to promote his new book: “Courting Disaster: How the CIA Kept America Safe and How Barack Obama Is Inviting the Next Attack.” The title shouldn't be a surprise considering that Thiessen declared that “Obama is already proving to be the most dangerous man ever to occupy the Oval Office” just days after inauguration.
Greg Sargent, who blogs for the Washington Post Co.’s “The Plum Line,” pointed out at the time that Thiessen’s assertion “crosses over from mere opinion into verifiable or disprovable assertion." And today, the hiring of Thiessen was met with criticism from liberal bloggers, such as the American Prospect's Adam Serwer, and on sites like Wonkette.
But editorial page editor Fred Hiatt defended the decision to give Thiessen a platform with the Post.
“I think he makes some strong arguments, and I think it’s good to have other points of view represented, particularly given that our editorial page has been very strongly against the interrogation program and for having the army field manual govern all interrogations,” Hiatt said.
Hiatt said he was unfamiliar with the National Review item where Thiessen made the grandiose claim that drew a rebuke from Sargent and others. But Hiatt said that "if you look at the body of his work over the past months, he has strong views and he argues them forcefully."
The Post also added a liberal voice to the roster this week, giving Katrina vanden Heuvel a weekly online column. And next week, centrist Matt Miller will be starting an online column.
Thiessen will not only be writing on torture and national security. His first effort was actually on hockey.

Former Bush speechwriter Marc Thiessen went on "Morning Joe" Friday morning to talk about national security. But the Bushie wound up on the receiving end of a yelling tirade from Lawrence O'Donnell, who was on the New York set.
The liberal O'Donnell - who's hosting "The Ed Show" Friday night on MSNBC - wound up yelling at Thiessen, saying he was "lying." As the show's hosts tried to get him to stop, O'Donnell grew more irate, talking over everyone. Thiessen had to ask, "Can I get a word in?"
Finally, "Morning Joe" host Joe Scarborough put an end to it, saying: "Stop. Let's stop. We're going to break right now. We're going to break right now. We'll be right back and I'm going to be interviewing Mark by myself. We'll be right back."
When the show came back from the unscripted break, the show was announced as: "Thiessen Interview Take 2."
O'Donnell was still on set, Scarborough noted, "because we don't yell on this show. ... By the way, Lawrence, if you wanted some psycho talk, you just run the clip of yourself tonight, you got psycho talk."
Then Scarborough threw out new rules. "We're going to let you talk," he told Thiessen, adding that "Lawrence will get 30 seconds at the end and you'll have a 30-second response."
When O'Donnell was given his 30 seconds, he was far calmer, but his first question was: "I want to know your own personal experience with torture. I know you grew up in the richest zip code in America on the Upper East Side. You went to the only boarding school in Connecticut that I know of that has a golf course ... and then you went to Vassar. And, of course, like all the tortured mongers in the White House, that Cheney family included, you never served a day in the military, never considered that. I'm wondering with that background, what is it that gives you an expertise on torture? What makes you love it so much?"
Thiessen defended himself by saying "One, it's not torture ... I had a security clearance ... I met with the actual interrogators."
Scarborough finally concluded, "We don't usually do the Crossfire thing here, but what can I say."

Pat McCrory's New Gig Showcases His Leadership & Political Skills
Charlotte Law Firm Hires McCrory As A Public Policy Consultant
Fourteen years as Charlotte's mayor has proven a powerful resume-booster for Pat McCrory, who plans to put his experience to use in a new job: He's joined law firm Moore & Van Allen as a Public Policy Consultant.
McCrory started Monday as the Charlotte firm's senior director of strategic initiatives. In that full-time position, he'll focus on helping clients on energy, the environment, transportation, governmental affairs and other issues and public policies.
"I see it as a wonderful opportunity to work with a Carolinas firm that's headquartered right here in Charlotte," McCrory said.
McCrory, a Republican, stepped down from the mayor's office last month.
His energy, knowledge and contacts in the public and private sectors will be valuable in the new position, said Ernie Reigel, the firm's chairman.
"Pat's got a lot of experience being a free thinker and a strategic thinker," Reigel said. "We want him to work with many of our clients trying to help them think through things, solving problems or issues for them, or anticipating things they might need some help on."
McCrory would not disclose his salary. But the former mayor said the new job - one of a range of opportunities that arose after leaving office - will allow him to remain involved in other business roles.
After leaving Duke Energy in 2008 to run for governor, he went to work last year with his brother Phil in McCrory & Company, a private business consulting firm. He also joined two corporate boards.
At Charlotte-based Tree.com, the parent of LendingTree and other consumer finance sites, he earns $50,000 a year and received stock valued at up to $50,000, according to an annual report.
At Kewaunee Scientific Corporation, a Statesville firm that builds lab furniture, he stands to make more than $36,000 a year in retainers and fees.
McCrory said he will continue to pursue other interests, including politics. He has guest-hosted programs on WBT radio and has a long upcoming schedule of political speeches around the state.
The firm understood all that when it hired McCrory, Reigel said.
"Part of his value is being known for the things he's accomplished and what he may accomplish in the future," Reigel said. "We don't want to hold him back. We all understand that as he decides what he wants to do with his future, that's just part of the deal. We're not choosing sides on any particular thing. We're really saying, 'Here's a talented guy, he's been on a lot of sides of a lot of different issues and we think he's got some value to bring to the table.'"
Anthony Foxx Takes Job With Charlotte City Bus Maker
A fledgling Charlotte hybrid bus manufacturer which has done business with the city has a new in-house attorney: Charlotte Mayor Anthony Foxx.
Foxx started doing legal work for DesignLine International in March, when Foxx was an attorney with Hunton & Williams. Foxx said the bus maker asked him to become its attorney, and that he has been careful about any conflicts between his public office and private job.
Foxx said on Monday that DesignLine hasn't talked with him about lobbying other cities for the manufacturer, and lobbying isn't in his job description. Many of DesignLine's potential clients are governments, who might buy the buses for their airports or transit systems. The company has contracts with Baltimore and New York.
"That's not in the job description," said Foxx, who became the city's first Democratic mayor in 22 years earlier this month. "No one has talked to me about that."
Foxx said he'll be handling any litigation for the firm as well as personnel issues.
Foxx said he recused himself last spring when the Charlotte City Council had a vote concerning the bus maker. He said he has talked with Charlotte City Attorney Mac McCarley to make sure "it won't be an issue."
Charlotte's mayor is not a full-time position, and past mayors have had other jobs. Pat McCrory, Foxx's predecessor, worked as a manager at Duke Energy, though he worked a reduced schedule. McCrory quit his Duke job when he ran for governor in 2008.
Foxx said he worked a reduced schedule at Hunton & Williams since he was elected to council in 2005. Foxx said his new job will better fit with his schedule.
"There's no question that when you are practicing law in a law firm your production is tied to your time," Foxx said. He said his new job will place a premium on his judgment and skills.
"I have more flexibility over my day," he said.
Foxx has also supported some of the city's green-energy initiatives, and one of his first acts as mayor was to sign a U.S. Conference of Mayors climate-protection agreement.
Charlotte City Council member Edwin Peacock, a Republican, said he doesn't have a problem with Foxx's new job. But he said the mayor will have to be careful if DesignLine has business before the city.
Charlotte/Douglas International Airport has had two DesignLine hybrids for two years, and may buy additional ones from the same company if its receives grant funding to help pay for the higher purchase price.
Aviation director Jerry Orr said the DesignLine hybrids cost about $500,000 - more than $200,000 more than a regular diesel bus.
"If we get the grant, we get the buses," Orr said.
One of the Charlotte/Douglas buses is featured on the manufacturer's Web site. Orr reports to City Manager Curt Walton.
The Charlotte Area Transit System doesn't own any DesignLine buses but is also considering buying the firm's hybrids, if it receives grant funding.
DesignLine chief executive Brad Glosson and his father moved the company headquarters to Charlotte from New Zealand three years ago.
The company headquarters is a 100,000 square-foot plant in southwest Charlotte.
Glosson couldn't be reached for comment Monday.

Ed Schultz Claims White House E-mails "Morning Joe" During Show
MSNBC's Ed Schultz claimed Friday that the White House communicates with Joe Scarborough and Mika Brzezinski during their "Morning Joe" program.
Schultz said he observed this when he was on last Thursday's program:
So Mika starts looking at her Blackberry and so does Scarborough and obviously the White House is texting them or emailing them or whatever and they didn't like the show. Because Arianna had been on there, I'm on there, Howard Dean had been on there and they wanted some balance.
Now think about that - here's the White House getting in contact with "Morning Joe" because they're afraid there's too many lefties on the air! Now if that's not sensitivity at its highest level, I don't know what is! I told ya a few days ago they had rabbit ears! They don't like anything that's being said right now, they're getting beat up!
In reality, this isn't as shocking as it might seem.
NewsBuster Mark Finkelstein reported in October that the White House e-mailed NBC's Savannah Guthrie while she was on the "MJ" set.
According to Guthrie, a senior White House advisor wanted her to tell Scarborough to "stop being an a**hole."
Honestly, you can't make this stuff up.

Morning Joe Show Hosts "Controlled" By White House Staff??
Ed Schultz Claims White House E-mails "Morning Joe" During Show
MSNBC's Ed Schultz claimed Friday that the White House communicates with Joe Scarborough and Mika Brzezinski during their "Morning Joe" program.
Schultz said he observed this when he was on last Thursday's program:
So Mika starts looking at her Blackberry and so does Scarborough and obviously the White House is texting them or emailing them or whatever and they didn't like the show. Because Arianna had been on there, I'm on there, Howard Dean had been on there and they wanted some balance.
Now think about that - here's the White House getting in contact with 'Morning Joe' because they're afraid there's too many lefties on the air! Now if that's not sensitivity at its highest level, I don't know what is! I told ya a few days ago they had rabbit ears! They don't like anything that's being said right now, they're getting beat up!
In reality, this isn't as shocking as it might seem.
NewsBuster Mark Finkelstein reported in October that the White House e-mailed NBC's Savannah Guthrie while she was on the "MJ" set.
According to Guthrie, a senior White House advisor wanted her to tell Scarborough to "stop being an a**hole."
Honestly, you can't make this stuff up.

What a morning at Morning Joe! First, a "senior White House official" sent an email calling Joe Scarborough an "a-----e" for mocking Pres. Obama's Nobel Peace Prize. A bit later, responding to Rush Limbaugh's depiction of Scarborough as a "neutered, chickified moderate," Scarborough repeatedly claimed that Pres. George W. Bush had Rush's "testicles in a blind trust."
Scarborough and Time's Mark Halperin—whom no one would accuse of being a right-wing hack—had some good-natured fun with the Nobel news. A laughing-out-loud Scarborough suggested among other things that Marisa Tomei was more deserving of her Academy Award. But the Messiah will not be mocked, and it wasn't long before NBC's Savannah Guthrie, on the set, announced that she had received an email from "a senior White House official" telling Joe to "stop being an a------e" [spelled out in the original, according to Savannah]. Mika Brzezinski tried to soft-pedal the insult, claiming the White House was "joking." Real side-splitter! Is this the new standard of civility from Dems so offended by "you lie"?
No Peace Prize is likely to be awarded to Scarborough or Rush Limbaugh anytime soon. War has broken out between the two. Scarborough initiated hostilities by criticizing Rush for reveling in PBO's Olympic failure. Rush returned fire yesterday, calling Scarborough a "neutered, chickified moderate." This morning, Scarborough repeatedly claimed that W had Rush's "testicles in a blind trust" for eight years. Joe asserted that he had early and often warned Republicans against profligate spending during the Bush years, while others stood by in support of the president.
Will Rush riposte? Tune in at 12!
Note: who was that "senior White House official" who sent the 'a-----e' email? My guess is Robert Gibbs, a frequent Morning Joe guest. We know Gibbs has been on the Nobel beat since early today, Morning Joe mentioning it was he who woke PBO at 6 AM with the news.

Another top Democratic official has thrown his hat in the ring and derided conservatives for mocking Obama's Nobel prize, this time likening the Republican party to "the terrorists" (via Ben Smith at POLITICO).
"The Republican Party has thrown in its lot with the terrorists - the Taliban and Hamas this morning - in criticizing the President for receiving the Nobel Peace prize," DNC communications director Brad Woodhouse told POLITICO. "Republicans cheered when America failed to land the Olympics and now they are criticizing the President of the United States for receiving the Nobel Peace prize - an award he did not seek but that is nonetheless an honor in which every American can take great pride - unless of course you are the Republican Party.
"The 2009 version of the Republican Party has no boundaries, has no shame and has proved that they will put politics above patriotism at every turn. It's no wonder only 20 percent of Americans admit to being Republicans anymore - it's an embarrassing label to claim," Woodhouse said.

"Morning Joe's" Public Option Showdown: Rep. Cummings (1) vs. Mika brzezinski (0)
During his appearance on today's "Morning Joe" show hosted by Mika brzezinski, Congressman Elijah Cummings (D-MD) had to remind Mika not to get distracted when discussing Health Care Reform.
Now don't get it twisted people! I'm a huge fan of MSNBC's "Morning Joe" program.
In fact its part of my daily ritual and I watch it everyday.
You may not agree but in this instance Mika was wrong. (My opinion)
She was trying to deal with an old argument (Rep. Joe Wilson's formal congressional reprimand), while Congressman Cummings wanted to discuss Health Care Reform.
I must say Mr. Cummings handled Mika very professional and did NOT allow Mika, nor the other panelists to take him there. (If you know what I mean.)
Good job Rep. Cummings!
Let's stop being silly people and keep down the drama.
It really doesn't matter if you personally like Pres. Barack Obama (for whatever reason) or not.
What matters is that America's Health Care Insurance System is in badly need of Reform, this includes offering people a Robust Gov't Public Option plan.
That's the only way to help drive down costs, ensure Fair competition and stop Fraud.
(Miss ya Joe. I can hardly wait for your return.)

Pres. Obama's Secret Bill: White House Drafts Health Care Legislation
The White House has been secretly drafting its own health care legislation that it may unveil at some point during the debate if officials believe it would help secure passage of a bill, according to sources familiar with the effort.
Sources differed on how far the process has gotten, with some saying a bill is basically finished and others saying they are aware only of a partially completed effort. White House officials, though they know their preferences, also appear to be constructing different options that could be thrown together depending on how the legislation is shaping up in Congress.
But all sources knowledgeable about the effort agreed the measure includes significant detail and possibly even some legislative language that could ensure the bill is ready to go the moment it is needed.
“They are getting ready for a backup,” said one veteran observer of health care debates who was knowledgeable about the effort. “It will be parachuted in if necessary.”
The White House measure appears designed to entice moderate Democrats and perhaps even Republicans into supporting a health care overhaul if legislative efforts in Congress fail or if they move too far to the left. Sources said one possibility would be to invoke the measure if the Senate cannot rally 60 votes to break a filibuster. Another option may be to present details of what the White House wants during a conference between the House and the Senate.
But the White House effort may never see the light of day.
At the moment, the Senate Finance Committee is moving legislation that includes many provisions and a price tag supported by President Barack Obama, and the need for a White House bill may now be moot. One of the reasons for embarking on the project was to have a detailed proposal ready in case the Finance Committee failed to move a bill that could pass the Senate.

Republican House Whip Eric Cantor Discusses Health Care Reform On MSNBC's "Morning Joe"
Looks as if the Republican Party read my little post entitled, "10 Lessons from Jack Kemp on rebuilding the G.O.P.", because this morning U.S. House Rep. Eric Cantor (VA) was on MSNBC's "Morning Joe" discussing Health Care Reform.
Check out what he said. Did any of it make sense? At least he was a better speaker than Bobby Jindal.
However.....
Perhaps my ears deceived me, (I hope not) but did Cantor say that he and his G.O.P. cohorts don't need to listen to their Constituents??
Big Mistake. Big Mistake. Listening to American Voters is why President Obama is currently seated in the Oval office as opposed to Senator John McCain.
In the words of President Obama, "Stop listening to Rush Limbaugh".
If the G.O.P. continues listening to Rush Limbaugh, pretty soon there won't be a Republican Party left for the Democrats to contend with.
As a Politician choosing NOT to listen to your Constituents is a HUGE mistake!
Cantor: "First of all, let me just go in here and address the assumption here in the discussion. We also have a health care system that, in reality, if you are sick anywhere in this world and you can afford it, you can come here for your care because we do have access to the best care, but you're right, there are too many people who don't have access to that care, so what we need to do is to be able to address -- number one -- the coverage and access to insurance, and number two, to be able to demonstrate that we can bring down cost. Now this notion that we are somehow going to allow the government to take over providing the care because that's going to address the cost factor, is just a false start. You can't assume that this place in Washington is going to do things efficiently. What we do know is that we need to promote the ability for people to -- number one -- if they lose their job, they don't necessarily lose their health care -- number two -- if they are sick and they have a pre-existing condition, we must allow for them to access affordable coverage, because that's a huge issue right now, how people can access coverage when they are sick, and that has to do with expanding the risk pools, giving people the ability to access much more affordable coverage. Right now, we are so tied to a third-party payer system that, you know, people are at a whim cut off from access to care. so we've got to go back to centering our focus on patient/doctor relationships."
