***** Autopsy finds broken bones in Jeffrey Epstein’s neck, deepening questions around his death


An autopsy found that financier Jeffrey Epstein sustained multiple breaks in his neck bones, according to two people familiar with the findings, deepening the mystery about the circumstances around his death.
Among the bones broken in Epstein’s neck was the hyoid bone, which in men is near the Adam’s apple. Such breaks can occur in those who hang themselves, particularly if they are older, according to forensics experts and studies on the subject. But they are more common in victims of homicide by strangulation, the experts said.
The details are the first findings to emerge from the autopsy of Epstein, a convicted sex offender and multimillionaire in federal custody on charges of sex trafficking. He died early Saturday morning after guards found him hanging in his cell at the Metropolitan Correctional Center in Manhattan and he could not be revived.

Attorney General William P. Barr, whose department oversees the Bureau of Prisons facility where Epstein died, has described his death as an “apparent suicide.” Justice officials declined to comment on the new information from Epstein’s autopsy.
The office of New York City’s chief medical examiner, Barbara Sampson, completed an autopsy of Epstein’s body Sunday. But Sampson listed the cause of his death as pending.
Asked about the neck injuries Sampson said in a statement that no single factor in an autopsy can alone provide a conclusive answer about what happened.

“In all forensic investigations, all information must be synthesized to determine the cause and manner of death. Everything must be consistent; no single finding can be evaluated in a vacuum.”

The details add to the bizarre circumstances surrounding Epstein’s death, which have launched a wave of questions and conspiracy theories about how he could have died in federal custody. Even President Trump has egged on speculation, without evidence, that Epstein — whose alleged victims say they were pushed to have sex with his powerful and celebrity friends — might have been killed to keep him from spilling the secrets of others.
The revelation of Epstein’s neck injuries follows reports that officers at the Metropolitan Correctional Center broke protocol and failed to properly monitor him.
Corrections officers had not checked on Epstein for “several” hours before he was found hanging in his cell, a person familiar with the matter said, one of a series of missteps in the hours leading up to his death.

Veteran prosecutors and law enforcement officials were shocked that one of the most high-profile inmates in the country wasn’t more carefully watched. Barr said over the weekend he was “appalled” at serious “irregularities” in jail protocol, and he later transferred the warden to another facility.

People familiar with the autopsy, who spoke on the condition of anonymity due to the sensitive stage of the investigation, said Sampson’s office is seeking additional information on Epstein’s condition in the hours before his death. That could include video evidence of the jail hallways, which may establish whether anyone entered Epstein’s cell during the night he died; results of a toxicology screening to determine if there was any unusual substance in his body; and interviews with guards and inmates who were near his cell.
Jonathan L. Arden, president of the National Association of Medical Examiners, said a hyoid can be broken in many circumstances but is more commonly associated with homicidal strangulation than suicidal hanging.

Arden, who was not involved in the Epstein autopsy, said that in general, a finding of a broken hyoid requires pathologists to conduct more extensive investigation. That investigation can include analysis of the location of the noose, how narrow the noose is, and if the body experienced any substantial drop in the course of the hanging.
The age of the deceased is also important, Arden said. The hyoid starts out as three small bones with joint-like connections but hardens during middle age into a U-shape that can break more easily.
“If, hypothetically, the hyoid bone is broken, that would generally raise questions about strangulation, but it is not definitive and does not exclude suicidal hanging,” he said.

A handful of studies conducted over the past decade have produced conflicting results about the likelihood of a hyoid break in a suicide. In a study of 20 suicidal hangings in Thailand, published in 2010, one-fourth of the men who hanged themselves had broken hyoids. In a larger study of suicidal hangings of young adults and middle-aged people in India, conducted from 2010 to 2013, hyoid damage was found in just 16 of 264 cases, or 6 percent. The study addressed the discrepancies in academic reviews, saying wide variations in findings of hyoid breaks are “possibly due to factors like age of the victim, weight of the victim, type of suspension and height of suspension.”
Hyoid fractures have previously sparked controversy in jailhouse and other contentious deaths.
In 2008, Ronnie L. White, a teenager accused of killing a police officer, died of an apparent suicide in a suburban Washington jail cell. But two days later, the cause of death was changed to homicide when a Maryland state medical examiner discovered the teen had a broken hyoid.

The incident fanned racial tension and fueled conspiracy theories about the suspect’s death in Prince George’s County, Md.
Medical examiners concluded White was probably strangled with a sheet, towel or “crux of the elbow.” The officer who moved his body pleaded guilty to obstruction. But no one was ever charged in White’s death. A federal judge said in 2013 that it remained a mystery whether the inmate was slain or took his own life.
The hyoid bone played a central role in a heated dispute last year over another high-profile death in New York, that of Eric Garner. A New York police officer was accused of using an improper chokehold while trying to arrest Garner and of causing his death. A police officers’ association claimed that an autopsy from Sampson’s office found there was no break of Garner’s hyoid bone, and that this proved that the officer could not have strangled Garner and caused his death.

This “demonstrates conclusively that Mr. Garner did not die of strangulation of the neck from a chokehold,” the Patrolmen’s Benevolent Association said.
But Sampson rejected that claim, saying she stood by her conclusion that Garner died of “compression of neck (chokehold), compression of chest and prone positioning during physical restraint by police.” Sampson’s office said Garner’s bronchial asthma, obesity and high blood pressure were contributing factors.
In a widely circulated video of the 2014 incident, the officer was seen grabbing Garner around the neck, pushing him and his face into the pavement. Garner is overheard pleading several times: “I can’t breathe.”
Two weeks later, Sampson’s office concluded the officer’s actions were the primary cause of his death.

The disgraced 66-year-old financier was found hanging in his cell at a federal prison in New York on Saturday while awaiting trial on sex trafficking charges.

His death was described as an “apparent suicide” by attorney general William Barr, who criticised “serious irregularities” at the jail.

Authorities have not yet released details of the autopsy, but The Washington Post claimed on Thursday that it discovered “multiple breaks in his neck bones”, including the hyoid bone.

While the injury to the hyoid can occur in suicides by hanging, particularly in older people, it raises further questions about the circumstances of the multi-millionaire’s death.

“If, hypothetically, the hyoid bone is broken, that would generally raise questions about strangulation, but it is not definitive and does not exclude suicidal hanging,” Jonathan Arden, president of the National Association of Medical Examiners, told the Post.

The case has already attracted several conspiracy theories, including one promoted by president Donald Trump on Twitter.

It has also caused outrage among Epstein’s victims and their representatives, who had hoped that Epstein’s trial next year would produce the justice they thought he had long evaded.

The office of New York City’s chief medical examiner Barbara Sampson, which has not commented on the findings of the autopsy, is said to be seeking further information about Epstein’s condition in the hours before his death.

Epstein had previously been placed on suicide watch after being found unconscious on the floor of his cell with marks on his neck last month.

However he was not under that regime at the time of his death and guards had not checked on him for up to three hours before he was found hanging at the Metropolitan Correctional Centre in lower Manhattan.

Epstein, who once counted Mr Trump and former president Bill Clinton as friends, died a day after new legal documents, unsealed by a court, provided more details about the young girls he was said to have abused over several decades.

Several investigations are being carried out into the circumstances, including a “psychological reconstruction” and an “after action” review by the prison, as well as probes by the FBI and US Department of Justice’s inspector general.

**** Donald Trump lawyer Rudy Giuliani says 'we're going to be OK' on legal challenges


President Trump's new lawyer has been busy,but is optimistic that legal challenges ranging from Stormy Daniels to the Russia investigation will be resolved in the president's favor.

"I have sort of a special relationship with the president," Giuliani told USA TODAY in a brief interview. "It's going to take some time, but I think we're going to be OK."

Giuliani disputed claims that a $130,000 payment to Daniels, an adult film star who claims to have had a sexual encounter with Trump, amounts to a campaign finance violation.

A day after disclosing that Trump had repaid Cohen for a $130,000 non-disclosure agreement with Daniels — and hours after Trump confirmed it via Twitter — Giuliani said the money had nothing to do with the 2016 campaign, even though the original payment came just days before the election.

"No one ever thought of it as a campaign contribution," Giuliani said. "It was a personnel settlement."

Trump's admission changes the story he gave reporters in April, when he said he knew nothing about the payment to Daniels and suggested they ask Cohen about it.

During a media blitz of recent days, Giuliani said Cohen paid the original amount in October 2016, and Trump did not know about it;
Trump gradually repaid Cohen in installments as part of his lawyer's retainer, but did not what the money was for; only recently did Trump learn that those payments were for Daniels' settlement, said Giuliani and other administration officials.

The former New York City mayor is also negotiating possible Trump testimony before Mueller, though he has said he is not sure that will happen.

The Trump legal team is demanding testimony of no more than two to three hours, with limited topics.

They are concerned that some Mueller prosecutors may want to entrap the president as part of investigations into obstruction of justice and Russian interference in the 2016 election.

Giuliani said he's been thrown "a couple of curve balls, but we've been hitting them."

***** Army soldier, visiting NYC for holidays, died trying to save people from fire, father says


An Army soldier who was visiting New York City for the holidays was among the 12 victims in the deadly Bronx blaze, his father told CBS New York. Kwabena Mensah said his son, Emmanuel, spent his final moments trying to rescue other people in the building.

"That's what I think, because it was in his nature," the elder Mensah said. "He wanted to help people out."

The 28-year-old was in for the holidays – his first trip home since joining the Army a year ago. Kwabena Mensah was on the scene early Friday morning, looking for any signs of his son after checking area hospitals.

"I thought maybe he was coming back," he said. "Unfortunately, it turns out the other way."

Emmanuel Mensah's roommate was the last to see him. She made it out with her four children and husband but lost Mensah in the mix.

"Tried to call and phone everywhere, my husband went to hospital," she told CBS New York.

Kwaben Mensah took comfort knowing his son lived and died a hero.

"God is in control, I have no control. God is in control," he said.
The four-alarm blaze that broke out late Thursday is New York City's deadliest fire in 25 years, Mayor Bill de Blasio said. Four children, including a 1-year-old baby, are among the 12 killed.

The fire was started by a 3-and-a-half-year-old boy who was playing with burners on a kitchen stove located in a first-floor apartment, officials said.

"The mother was not aware of it, was alerted by the young man screaming," said Daniel Nigro, commissioner for the New York City Fire Department. "She exited her apartment with her 2-year-old, and 3-year-old and left the door open."

As smoke engulfed the building on Prospect Avenue just before 7 p.m. Thursday, family after family desperately ran out, barefoot and freezing, to try to get to safety.

"When I wake up, all I see is the flames going up, kids are on the fire escape," said neighbor Rafael Gonzalez. "It was one apartment and then it escalated to two apartments. It just kept going next and up — it escalated."

As firefighters scrambled to save tenants, the Red Cross arrived on scene to wrap residents in blankets and provide buses for shelter as temperatures lingered in the teens with the wind chill below zero.

"No coat or nothing, straight shorts," said Gonzalez. "Straight shorts so I know, therefore, I know they had to be cold."

"It was like freezing point, so it was worse for people who wasn't ready and dressed appropriately – with no shoes or any of that," said one woman who was evacuated to a warming bus.

The victims range in age from one to 63. Among the dead: a mother and her two daughters and niece. A family member didn't want to go on camera, but the heartbreak was obvious, CBS News' Don Dahler reports.

"Oh my God, those two little babies," they said. "God rest their souls, they're beautiful."

In another apartment, a woman and infant were found huddled in a bathtub.

In all, 170 firefighters were called in to fight the blaze, but the cold weather made things worse, since crews had to battle the flames with freezing hoses.

According to city records, the 100-year-old building has a number of open safety violations, including a defective smoke detector on the floor where the fire began.
The fire department is investigating whether that played any role in the tragedy.

Yes. Remember Brown v. Board of Education


Over 100 jurisdictions, from Manhattanto Malibu, refuse to assist federal law enforcement in their immigration law enforcement duties, especially as to criminal aliens arrested for crimes here in the United States but released before federal law enforcement can detain and deport.

These governments labeled themselves “sanctuary” cities, but a better label would be secessionist cities.

Two means of redress and remedy exist: first, the current path, of defunding sanctuary cities, a path much more legally perilous, but well-founded in the same doctrine that integrated American society; and second, an alternative, complimentary path of funding law-abiding cities with aid to enforce immigration law, an indubitably and indisputably legal remedy.

The legal argument the “sanctuary” cities rely upon bears merit, but they misuse and abuse the doctrine behind it. The “anti-commandeering” doctrine found one of its most articulate voices in Justice Scalia.

The doctrine best distilled is this: “even where Congress has the authority under the Constitution to pass laws requiring or prohibiting certain acts, it lacks the power directly to compel the States to require or prohibit those acts.” The feds cannot shift enforcement to local government. That same doctrine makes the current path of defunding sanctuary cities a legally rocky road, especially in the current judiciary environment.

The Supreme Court made clear in two prior precedents the federal government cannot coerce states into acting as conscripted agents of federal law enforcement. When properly used, this anti-conscription doctrine is mostly a good thing, foreclosing the federalization of local life and municipal governments. When abused, it invites secessionist thinking. That is where a seminal precedent from the Second Circuit gives direction to support Sessions and Trump against the secessionist cities.

The seminal case supporting Sessions and Trump arises from the Second Circuit in enforcing comparable provisions of federal law passed by Clinton and Gingrich. Federal law then prohibited state and local governmental entities or officials from directly restricting the voluntary exchange of immigration information between local and federal officials. The statute Sessions cited and Trump relied upon for his executive order confers the same power: it only prohibits state and local governments from precluding voluntary participation in immigration enforcement, an area uniquely vested in the federal branches of power.

As the statute states:

"Notwithstanding any other provision of Federal, State, or local law, a Federal, State, or local government entity or official may not prohibit, or in any way restrict, any government entity or official from sending to, or receiving from, the Immigration and Naturalization Service information regarding the citizenship or immigration status, lawful or unlawful, of any individual.”

Where did the Second Circuit look for precluding lawless, secessionist minded municipal government going rogue against appropriate federal law and respect of federal elections?

Brown v. Board of Education, the most famous and celebrated case in Supreme Court history.

As the Second Circuit properly summarized: the sanctuary city argument “asks us to turn the Tenth Amendment’s shield against the federal government’s using state and local government to enact and administer federal programs into a sword allowing states and localities to engage in passive resistance that frustrate federal programs,” including those programs of unique federal provenance and priority, such as immigration.

Such actions could cause federal programs to “fail or fall short of their goals,” force the federal government to “restore to legal processes in every routine or trivial matter,” and invite “a refusal by local government to cooperate until a court order to do so.”

As the Second Circuit further noted:

"A system of dual sovereignties cannot work without informed, extensive and cooperative interaction of a voluntary nature between sovereign systems for the mutual benefit of each system. The operation of dual sovereigns thus involves mutual dependencies” that can hardly survive as separate, antagonistic sovereigns.

“Without the Constitution, each sovereign could, to a free, hold the other hostage by selectively withholding voluntary cooperations as to a particular program.” That is why the Supremacy Clause “bars states from taking actions that frustrate federal laws” in those areas of law the Constitution empowers the federal branches of government, like immigration.

As the Second Circuit concluded almost two decades ago in undisturbed law:

"states do not retain under the Tenth Amendment an untrammeled right to forbid all voluntary cooperation by state or local officials with particular federal programs.”

This opens the door to a complimentary, alternative option: formally funding cities, counties, and states that assist with enforcement of immigration laws against criminal and potentially dangerous aliens, a power all courts recognize Congress and the President enjoy.

This parallel strategy employs the carrot rather than the stick, but avoids the traps of the deep state allies and their secessionist city friends in the federal courts, much as federal funding of integrated schools acted as a deterrent to less-funded segregated classrooms.

***** Donald Trump Comes Out Against North Carolina’s ‘Very Strong’ Bathroom Bill

Donald Trump says transgender people should be able to "use the bathroom that they feel is appropriate." On NBC's Today show Thursday morning, the GOP front-runner said he opposes North Carolina's "very strong" bathroom bill, which allows businesses to prohibit transgender people from doing just that.

"North Carolina did something that was very strong and they're paying a big price. And there's a lot of problems." Trump said. "Leave it the way it is. North Carolina, what they're going through, with all of the business and all of the strife — and that's on both sides — you leave it the way it is. There have been very few complaints the way it is. People go, they use the bathroom that they feel is appropriate. There has been so little trouble. And the problem with what happened in North Carolina is the strife and the economic punishment they're taking."

Trump went on to say that he opposes the idea of creating a new, third bathroom specifically for transgender people because "that would be discriminatory, in a certain way," and because "it would be unbelievably expensive for businesses and for the country."

North Carolina governor Pat McCrory's office issued a statement in response to Trump's remarks:

"Governor McCrory has always said that North Carolina was getting along fine before the Charlotte city council passed its unneeded and overreaching ordinance. Now that it has been overturned, businesses can adopt their own policies - like Target has - instead of being mandated to allow men into women's restrooms by government."

Ted Cruz, Trump’s closest rival for the Republican nod, is a staunch defender of the legislation, arguing, “Men should not be going to the bathroom with little girls.” Ohio governor (and imaginary presidential contender) John Kasich has said he would not have signed the bill.

Donald Trump and Texas Sen. Ted Cruz dropped their buddy-buddy act -- trading blows in explosive exchanges over Cruz's Canadian birth and his denunciation of Trump's "New York values."

The two stole the show the Fox Business Network debate in North Charleston, South Carolina, where Republicans met for their second-to-last debate before the Iowa caucuses.

"I guess the bromance is over," Trump told CNN's Dana Bash afterward.

Here are six takeaways from Thursday night's debate:

Cruz was ready to attack Trump over the real estate mogul's assertion that Cruz's Canadian birth (to a U.S. citizen mother) makes him vulnerable to accusations he is ineligible for the presidency, pointing out that Trump said in September that Cruz is, indeed, on solid legal footing.

"Since September, the Constitution hasn't changed. But the poll numbers have," Cruz said.

He said following Trump's logic to the furthest possible extent, Trump's own qualifications could be questioned due to the businessman's Scottish-born mother.

As Cruz rebutted Trump for raising the issue -- effectively winning the moment -- Trump essentially held his hands up and said he's not the one who's concerned.

"I'm beating you," Trump said. "I think I'm going to win fair and square."

And he succeeded in keeping the question alive -- a loss, in and of itself, for Cruz. Trump asked: "If you become the nominee, who the hell knows if you can even serve in office?"

That's the point Harvard law professor Laurence Tribe, the legal source Trump has cited and Cruz has dismissed as liberal, made on CNN after the debate. "If he did put it to bed, he's certainly sleeping alone," he said.

Trump seemed genuinely taken aback by Cruz's insult of his "New York values."

Cruz explained that jab, saying: "Everyone understands that the values in New York City are socially liberal, are pro-abortion, are pro-gay marriage, focused around money and the media."

That led Trump to launch into a lengthy, emotional defense, pointing to New York City's response to the September 11, 2001, terror attacks.

He said that "the people of New York fought and fought and fought, and we saw more death -- the smell of death was with us for months."

"We rebuilt Downtown Manhattan, and everybody in the world watched and loved New York and loved New Yorkers," he said.

Trump's response was moving, but to Cruz it was also predictable. That Cruz stuck with his "New York values" criticism anyway highlights his strategy as the campaign enters its final days: Cruz is heavily courting the evangelicals who dominate the GOP contests in Iowa and South Carolina.

Trump and Cruz were at the center of the night's most memorable exchanges, but Florida Sen. Marco Rubio and New Jersey Gov. Chris Christie traded blows as well.

Rubio accused Christie of supporting Common Core education standards, gun control laws and Planned Parenthood. Christie, echoing a Rubio comeback against Jeb Bush at a debate last fall, accused the senator of attacking him because he was advised it would work politically.

Later, Christie interrupted a wonky tax policy exchange between Cruz and Rubio by shifting the discussion toward entitlements -- and swatting down Rubio's attempt to interject, saying: "You already had your chance, Marco. You blew it."

That Christie was even a target suggests he has a leg up on the two other governors in the race -- Ohio Gov. John Kasich and former Florida Gov. Jeb Bush -- for the lone ticket out of the New Hampshire primary, which looks likely to winnow the "establishment" crowd.

The debate raised a question: If Bush had a good night but no one paid attention, did he really have a good night?

He hit Trump over his ban-all-Muslims proposal and trade, but Trump wouldn't talk policy and dismissed him with a line that demonstrated why he's so often gotten the best of the former Florida governor, saying: "We don't need a weak person as president of the United States, OK? ... That's essentially what we have now, and we don't need that."

Kasich, meanwhile, got the most engagement of the night from 89-year-old former Democratic Rep. John Dingell, who tweeted: "John Kasich tells more "back in my day" rocking chair stories than me or anyone I know, and I was born during the Coolidge administration."

Cruz thanked Rubio for "dumping your oppo-research book on the debate stage" -- and that's exactly what Rubio had just done.

More than two hours into the debate, Rubio saved what had been a mostly lifeless night by unloading a combination of punches on Cruz.

He hit Cruz on immigration, trade and voting against Department of Defense funding -- and in doing so, he alluded to a potentially damaging theme against Cruz: That he's willing to say and do anything to win.

"That is not consistent conservatism, that is political calculation," Rubio said.

Cruz fought back, arguing that Rubio had distorted his record at every turn and saying Rubio had allied with Democrats like Sen. Chuck Schumer while he sided with Republicans like Sen. Jeff Sessions on immigration.

An NBC News/Wall Street Journal poll out Thursday showed exactly why the two are fighting. In a two-way race between Trump and Cruz, Cruz wins, 51% to 43%. But in a three-way race, Trump wins, with 40% to Cruz's 31% and Rubio's 26% -- suggesting that the two can't co-exist.

It's probably not surprising two days after the State of the Union address, but President Barack Obama was at the center of the debate.

The first question from Maria Bartiromo invited Cruz to take a shot at Obama's management of the economy -- and the Texas senator decided to also take a swipe at the President over Iranian TV pictures of the captured US naval crew on their knees with their hands on their heads.

Cruz and Christie subsequently both described the President as "a child."

There's no reason to expect the Obama talk to subside between now and November.

With his approval ratings in the mid-40s, Republicans think he's unpopular enough to be a liability for Democrats, especially when they mention him with Hillary Clinton in the same sentence. 

But at the same time, his high popularity among Democrats means that barring a huge slump in his favorability ratings, there's good reason for the eventual Democratic nominee not to run too far away from him either.

No, Kentucky Sen. Rand Paul didn't change his mind and show up for Thursday's 6 p.m. undercard round.

But skipping the debate worked for him.

Over the past couple of days, Paul appeared on CNN, Fox News and MSNBC. 

He was interviewed on "The Daily Show" and "The Dr. Oz Show." He held a live Twitter town hall from the social media giant's New York City offices. He Periscoped for 20 minutes during the debate. He appeared on Glenn Beck and Laura Ingraham's radio shows.

It was a lot of exposure, and he didn't miss much -- the undercard debate with Carly Fiorina, former Arkansas Gov. Mike Huckabee and former Pennsylvania Sen. Rick Santorum felt like a non-event with three candidates whose moments have come and gone.

Still, if the undercard did nothing to change those candidates' trajectories, skipping it likely did little to help Paul's. It was the best option he had, but his message with the free airtime was mostly to complain about not having been invited to the prime-time debate.

"If you're designated as someone who is not in contention, that is very disruptive to a campaign that is about three weeks out," he told CNN's Alisyn Camerota on "New Day" Thursday. "There's only one debate tonight. Let's be honest about this."

Sounding a variety of themes echoing American slavery and the Civil War, the Brooklyn-based minister scoffed at the “plantation called New York City” and called for a new “Reconstruction” based on the post-Civil War federal occupation of the South.

“Sound forth the trumpets of heaven proclaiming a new Emancipation Proclamation in New York City,” Lucas began. “For your divine leadership, emancipate every New Yorker from the shackles of fear, futility, and frustration.”

“Help us to be mastered by only the masters of love and compassion,” he continued. “Let integrity never stand on the auction block or be sold to the highest bidder.”

“Free us from the shackles of partisan politics, political correctness, and personal egos and agendas,” Lucas railed. “End the civil wars and usher in a new Reconstruction Era that builds upon the many successes and achievements of yesterday.”

The pastor concluded by blasting the “plantation called New York City.”

Bill Clinton Will Preside At Bill De Blasio’s Inauguration


Former President Bill Clinton will swear in Bill de Blasio as New York City’s 109th mayor at the inauguration ceremony on Jan. 1, the mayor-elect’s transition team announced in a statement on Saturday.

Mr. de Blasio served in Mr. Clinton’s administration as a regional director of the Department of Housing and Urban Development and was the campaign manager for Hillary Rodham Clinton’s successful run for the Senate in 2000. Mrs. Clinton will also attend the inauguration.

“I was honored to serve in President Clinton’s administration and on Secretary Clinton’s campaign for U. S. Senate, and I am honored again that they will both join our celebration for all of New York City,” Mr. de Blasio said in the statement. “Wednesday’s ceremony will be an event for every New Yorker from all five boroughs, and Chirlane and I couldn’t be more excited to have President Clinton and Secretary Clinton stand with us,” he said, referring to his wife, Chirlane McCray.

Mr. de Blasio later sent out on Twitter a photograph taken in 2000 showing Mr. and Mrs. Clinton at the White House with him, his wife and their two children, Chiara and Dante, who were then small enough to be carried in their parents’ arms.

The ceremony, which will begin at noon, will be held on the steps of City Hall in Lower Manhattan. Last week, Mr. de Blasio set aside 1,000 free tickets to the inauguration for the general public. The tickets were snatched up in less than two hours. Some appeared to be for sale on Craigslist.

He will be sworn in using a Bible once owned by President Franklin D. Roosevelt that will be on loan from his presidential library in Hyde Park, N.Y., the transition team said.

Mr. de Blasio’s transition team said that Lissette Ortiz, a Bronx resident, would introduce Mr. Clinton. Ms. Ortiz was born in the Dominican Republic and moved to the United States when she was 15. She is a senior at Medgar Evers College, part of the City University of New York, which Mr. de Blasio has vowed to provide with renewed investment.

To have a figure of Mr. Clinton’s stature swear in a New York City mayor is unusual. Mayor Michael R. Bloomberg and his predecessor, Rudolph W. Giuliani, were sworn in by judges, as was Edward I. Koch, who was mayor from 1978 to 1989. In 1990, Mayor David N. Dinkins, was sworn in by his former law partner.

Mr. Bloomberg largely shunned political star power at his inaugurations in favor of the Hollywood variety. His first two inaugurations included, among others, Liza Minnelli, Wynton Marsalis, Bette Midler and Barbara Walters.

At his third inauguration in 2010, Mr. Bloomberg was joined on stage by Mr. de Blasio, newly elected as New York’s public advocate.

"Soothing words are nice, but maybe it's time that the two people who want to be President of the United States stand up and tell us what they are going to do about it," Bloomberg said on his weekly radio show.

"I mean, there are so many murders with guns every day, it's just got to stop.

"And instead of the two people -- President Obama and Gov. Romney -- talking ... about they want to make the world a better place, okay, tell us how."

Bloomberg's call to action on his WOR show with John Gambling came hours after a lone gunman turned a Colorado cinema showing "The Dark Knight Rises" into a shooting gallery.





New York Police Department increases security at movie theaters after 'Dark Knight Rises' shooting in Aurora, Colo.

The NYPD stationed officers at city theaters showing “The Dark Knight Rises” on Thursday as some Batman fans admitted the shooting at a Colorado cinema had left them unnerved.

“It was in the back of my head,” said Jim Thalman, 38, an actor who saw the film at the Regal Cinema in Union Square just hours after a gunman killed 12 people at a midnight screening of the movie outside of Denver.

“When a guy came in with a bag, I thought if he puts a mask on, I was going to crack him.” But his pal, Scott Nawrocki, 42, said he wasn’t worried about a replay of the ambush in Aurora.

“I’m so New York,” the Brooklynite said. “I’m jaded.” Two uniformed officers stood in the lobby of the Manhattan movie house. A total of 40 theaters around the five boroughs will getting extra police protection, Police Commissioner Raymond Kelly said.

“We're concerned that someone, perhaps seeking notoriety, will attempt to do something similar,” Kelly said adding that the security boost was meant “to address the potential of a copycat event and to reassure moviegoers, particularly parents.

“We know a lot of young people are going to see this movie,” he said. “These are judgments that we have to make. We think it’s appropriate at this time.”

Kelly said most of the theaters would have at least two cops and a vehicle posted in front. At the AMC Empire 25 theater on W. 42nd St., Heidi Harding, 32, said she was “not scared” as she waited on line to purchase tickets for an evening showing.

“You don't have any control over these types of situations,” said the Bronx assistant teacher. “You just have to live your life.
