****** NY gov unveiling bill to remove firearms from those with domestic violence convictions


New York Gov. Andrew Cuomo (D) said he will announce legislation Wednesday to remove firearms from people who commit domestic violence crimes.

"Today I am announcing legislation to remove all firearms from those who commit any domestic violence crimes," Cuomo tweeted.

"Given the inextricable link between domestic violence and lethal gun violence, this legislation will require all domestic violence crime convictions, including misdemeanors, to result in the immediate removal of all firearms."

Cuomo said this year will be remembered as "the year of reckoning, when both the tragedy of mass shootings and cultural and institutional harassment of women became impossible to ignore."

"Let's make New York a safer state for all," he said.

Democratic lawmakers have pushed for new gun control measures after a series of mass shootings over the past year, including recent ones in Las Vegas and Texas.

More than 50 people were killed and more than 500 others wounded when a gunman opened fire at a country music festival in Las Vegas in early October. The following month, 26 people were killed after a gunman opened fire on churchgoers attending a Sunday service at a church in Sutherland Springs, Texas.

Police identified the suspect in the Texas shooting as Devin Kelley, who was discharged from the Air Force in 2014 for bad conduct after a domestic violence conviction. But the Air Force came under fire for failing to enter Kelley's domestic violence court-martial into a federal database used for background checks on gun sales.

Last month, a Democratic lawmaker introduced a billthat would require the Justice Department to conduct a study examining whether there is a correlation between individuals who have a history of domestic violence and mass shooters.

"If we look at the recent mass shootings in Sutherland Springs, Orlando, and the Congressional Baseball Game practice, we see a noticeable trend: all these shooters acted alone and had prior history of domestic violence," Rep. Mike Quigley (D-Ill.) said in a statement in November.

"Studies on the link between domestic violence at the early stages and mass shootings may help us prevent individuals from carrying out these horrific crimes in the future," he added.

***** A quarter of Charlotte’s homicide cases involve domestic violence. This plan may help.


About a quarter of the city’s 84 homicide victims so far in 2017 have died through domestic violence, according to Charlotte-Mecklenburg police.

The victims have included a UNC-Charlotte professor, at least one pregnant woman and, on Saturday, a recent immigrant and her mother-in-law. Police said her husband shot and killed both women, and then himself, in an east Charlotte apartment.

In the next few years, city leaders hope to save lives and reduce Charlotte’s domestic violence overall by opening a family justice center, based on a model that has worked well in other cities, CMPD Sgt. Craig Varnum said.

“Instead of the victim having to go across the street to talk to a Safe Alliance advocate, down the road to talk to someone at Community Support Services to get counseling for their child, coming here to talk to a police officer and across the street to get a 50B (protective order), they go to one place,” where representatives from all those agencies will be available, he said.



The center is only in planning stages, but Varnum said he expects it will open within three years. He said it’s too early to estimate how much the center will cost.

Communities around the state and country have seen big reductions in domestic violence after opening family justice centers, Varnum said. In San Diego, where the country’s first family justice center opened in 2002, he said domestic violence calls dropped 50 percent during a six-year period. Domestic violence homicides declined, too, he said.

Beyond the key goal of improving victims’ lives, reducing domestic violence will help the city overall, Varnum said. Nearly 40 percent of the 52 homicide suspects identified so far this year have criminal histories including domestic violence, he said.

“We spend more time investigating crimes of domestic violence than any other crime that we respond to,” he said. “We average about 35,000 calls per service per year that are related to domestic violence.” Varnum said about 9,000 of those calls turn into criminal reports every year.

The Buncombe County Family Justice Center opened in Asheville in 2016, and Varnum cited research about what victims in Buncombe County dealt with before the center opened.


In the first three days after a victim asked for help – a request often sparked by a violent, traumatic incident, Varnum said – Buncombe County found that, on average, victims went to eight different locations, spoke with 12 people about their cases and filled out 61 pages of paperwork.

The traveling and bureaucracy are a particular challenge for victims who have come to an unfamiliar place without transportation and who may be accompanied by children, Varnum said. In contrast, the family justice center is meant to be a safe place where victims can get all the help they need.

Laura Lawrence, chief legal officer for Safe Alliance, which helps survivors of domestic violence and sexual assault in Mecklenburg County, will work with Varnum to lead the creation of the new center, she said Wednesday.

So far, the steering committee includes representatives from Pat’s Place Child Advocacy Center, the district attorney’s office, Child and Family Services Center and the county’s Community Support Services, along with Safe Alliance and the police, Lawrence said.

In the new center, Lawrence said victims will meet first with a Safe Alliance representative, who will help them file a protective order and decide what to do next.


Filing protective orders sometimes involves waiting in court for hours, Lawrence said, which can be intimidating and stressful for victims, especially when they have children. As early as March – long before the new center opens – Safe Alliance clients will be able to stay in a safe place and make video calls into the courtroom instead of going in person, Lawrence said.

***** DOJ issues arrest warrant for undocumented immigrant acquitted in Kate Steinle killing


A Federal warrant has been issued for the arrest of a Mexican immigrant acquitted Thursday evening of murder charges in the 2015 killing of Kate Steinle.

Steinle's death has been taken up by opponents of so-called sanctuary cities.

They argue that stricter immigration enforcement would have kept Jose Ines Garcia Zarate, who is residing in the U.S. illegally and was deported five separate times before the 2015 shooting, off the streets.

The arrest warrant unsealed in the Western District of Texas by the Justice Department on Friday accuses Zarate of violating his supervised release.

Zarate was released from jail in 2015, despite a federal immigration detainer request. Months after his release, he allegedly shot and killed Steinle on a pier in San Francisco.

Zarate was acquitted on Thursday of murder and manslaughter charges after a weekslong trial. He was convicted on a charge of being a felon in possession of a firearm.

President Trump seized on Steinle's killing as a presidential candidate, pointing to it as an example of the need to strengthen immigration laws. He chimed in on the subject after the verdict was announced Thursday night, calling it "disgraceful."

"No wonder the people of our Country are so angry with Illegal Immigration," Trump tweeted.

The Justice Department is also considering federal charges from Steinle's death.

"We're looking at every option and we will prosecute this to the fullest extent available under the law because these cases are tragic and entirely preventable," Sarah Isgur Flores, the department's director of public affairs, said on "Fox and Friends."

In a statement issued shortly after the verdict was rendered on Thursday, Tom Homan, the deputy director of U.S. Immigration and Customs Enforcement, said the agency would "work to take custody of Mr. Garcia Zarate and ultimately remove him from the country."

Long Island Has A Serial Killer Problem: Prostitutes Only













Why So Many Serial Killers on Long Island?

Some towns and counties have cancer clusters. Others have high rates of traffic fatalities or foreclosures. In New York, Long Island has been grappling with its own disturbing demographic: Three serial killers who targeted the same type of victims have operated in the same tidy suburbs in the span of 22 years.

Since 1989, when the first victim was killed, the three have been active in Long Island’s two counties — Suffolk and Nassau — in apparently unrelated cases. Joel Rifkin, a 34-year-old unemployed landscaper from East Meadow, confessed to killing 17 women he said were prostitutes following his arrest in 1993. Robert Shulman, a 42-year-old postal worker from Hicksville, was convicted of killing five prostitutes after he was arrested in 1996. The third killer has yet to be apprehended, but the police know that he or she exists: the bodies of eight people — at least four of them female prostitutes — have been found in the thick brush near a Suffolk County beach since December.



It is a phenomenon that, though rare, has occurred elsewhere. Beginning in the early 1980s, at least five serial killers terrorized the South Los Angeles area, including Lonnie Franklin Jr., whom the police accused of being the so-called Grim Sleeper (he took a hiatus from 1988 to 2002).

Serial-killer experts and others offered a host of theories for the cluster phenomenon. Several said it was a fluke of geography. Still others said it was, in a sense, an illusion: Other cities and regions could have just as many or even more serial killers in their midst, but their patterns have not yet been detected by the police.

Scott Bonn, a serial-killer researcher and assistant professor of sociology at Drew University in New Jersey, said the explanation was simple. Because serial killers often prefer to live in densely populated areas — for easy access to potential victims — it is not a surprise that three of them who specialized in sex workers had turned up over two decades in a place with a population of 2.8 million. “The odds that you would have these three guys in rural Mississippi in that time period are far less likely than in a densely populated area like Long Island,” he said.

Fred Klein, the former Nassau County assistant district attorney who prosecuted Mr. Rifkin, said the frequency of Long Island’s serial killers was “just an anomaly.” The Rifkin and Shulman cases, it turns out, shared strange coincidences: Mr. Rifkin and Mr. Shulman lived a few miles from one another, and they committed some of their murders at the same time, though they did not appear to know one another.

Vernon J. Geberth, an author and former New York Police Department homicide commander who has analyzed more than 300 serial killings in the United States, said popular culture, not the locale, was to blame.

“I don’t think it’s strange at all,” Mr. Geberth said. “I think that people fail to realize that we have more serial murders today than ever before. We’ve taken the most reprehensible members of society and given them star status. We’ve raised a generation of psychopaths. As a result, we have an increase in serial murder.”

Long Island’s latest serial killer could have been not the third but the fourth in recent years, if the definition of “serial killer” was looser. In 1990, Allen Gormely, 37, a carpenter, confessed to killing prostitutes. Several experts define the serial killer as someone who kills three or more people on different occasions. Mr. Gormely was convicted of killing only two.

Laptop of pimp Akeem Cruz targeted in probe of slain bodies dumped on Long Island beach


A Pimp of one of the slain Craigslist hookers dumped on an isolated Long Island beach is in the feds' cross hairs.

FBI agents sought a search warrant this week to troll through the laptop of Akeem Cruz, a Brooklyn pimp and cocaine dealer, according to records filed in Brooklyn Federal Court.

Cruz, also known as "Vybe" and "Mello," was one of the last people known to have seen 22-year-old Megan Waterman alive when he pimped her out at a Holiday Inn Express in Hauppauge, L.I., around Memorial Day, according to her family and court records.

Waterman's remains, along with those of three other missing prostitutes, were found on Gilgo Beach in December. Suffolk cops have said they believe the slayings were the work of a serial killer.

Cruz is currently jailed in Maine on an unrelated drug charge.

Laptop of pimp Akeem Cruz targeted in probe of slain bodies dumped on Long Island beach


A Pimp of one of the slain Craigslist hookers dumped on an isolated Long Island beach is in the feds' cross hairs.

FBI agents sought a search warrant this week to troll through the laptop of Akeem Cruz, a Brooklyn pimp and cocaine dealer, according to records filed in Brooklyn Federal Court.

Danroy Henry's Family outraged after policeman who killed him named "Officer of the Year"


The family of young college footballer shot dead by police have spoken of their anger after the officer involved in the shooting was given an award.

Danroy Henry, 20, had been waiting in his car in a fire lane outside a bar in New York when officer Aaron Hess knocked on the window.

The young student accelerated away before Hess, who was thrown onto the hood, and his colleague Ronald Beckley opened fire during the chaos on Oct 17 last year.

Henry was killed in the shooting but his family are now furious that Hess has been named Officer of the Year by his union at Pleasantville Police Department.

His parents said that the award was 'insensitive' and branded the police 'arrogant'.

'We simply asked for truth and honesty, and we've gotten arrogance,' said Danroy Henry Sr. 'Some people see themselves above the law and above simple human dignity.'

The student's mother, Angella Henry, said: 'Now everyone else is getting to see the kind of inhumane treatment we've gotten.'

The Police Benevolent Association of the Pleasantville Police Department said yesterday that it honoured Officer Aaron Hess for his dignity and professionalism since the October shooting and throughout his career.

Hess fired at Henry's car as Henry drove away from a disturbance that spilled out of a bar in Thornwood, just north of New York City, after Pace University's homecoming game. Hess was cleared of criminal wrongdoing by a Westchester County grand jury in February.

Autopsy results found Henry was above the legal limit for alcohol, but his family says he wasn't drunk.

Hess, who suffered leg injuries, said he shot at Henry after Henry's car hit him. Some witnesses disputed that.

The Henry family is seeking federal intervention, and the Department of Justice has said it will review the evidence to determine whether there were any civil rights crimes.

The Henrys are planning a $120 million lawsuit against Pleasantville and Mount Pleasant.

The PBA said the award wasn't meant to offend the Henry family.

But family lawyer Michael Sussman said: 'They're offended.'

Meanwhile, four of Henry's friends who were involved in a fracas after the shooting were cleared of all charges by a judge last month.

Two weeks ago, prosecutors moved to dismiss various charges of disorderly conduct, obstruction and criminal mischief against the teammates.

'I feel relieved. I feel free,' said Joseph Garcia, of Floral Park, New York., who graduated in December and had been charged with obstruction. 'I don't have to worry about a criminal record.'

The players' attorney, Bonita Zelman, called it 'a great victory.' She said they planned to sue for 'brutality, false arrest, malicious prosecution and violations of their civil, constitutional and human rights.'

Joseph Romanick, of Slidell, La., who had been charged with felony criminal mischief, said: 'Nothing will take away from the loss that we felt from D.J.'

The other players are Yves Delpeche, of Brooklyn, and Daniel Parker, of Lauderhill, Florida.

In court papers supporting the dropping of charges, prosecutors wrote that the defendants' actions resulted from 'impulsive and youthful visceral reactions to the sudden, unexpected shooting of their friend.'

Prosecutors added: 'The fact their conduct caused no physical injury to anyone (civilian or police) provide additional compelling factors supporting a discretionary dismissal.

It's not just the criticism of Sarah Palin that's increasing in the wake of the Tucson shooting -- death threats against her are too. according to the former Alaska governor's aides.

"There has been an incredible increase in death threats against Gov. Palin since the tragedy in Arizona, since she's been accused of having the blood of those victims on her hands," Palin aide Rebecca Mansour told USA Today.

"When you start to accuse people of having the blood of innocent people on their hands, it incites violence," she added.

Shortly after the shootings, Palin's critics drew a correlation between the deadly massacre and a map Palin had posted in the fall showing crosshairs over opponents' districts including Democratic Rep. Gabrielle Giffords, who was shot during the rampage.

Dozens of Twitter users called for Palin's death, shortly after the bloodbath in Tucson, the Daily Caller reported.

Calling herself a victim of "blood libel," the former vice-presidential candidate blasted claims that she was to blame for the violence in
Arizona.

"After this shocking tragedy, I listened at first puzzled, then with concern, and now with sadness, to the irresponsible statements from people attempting to apportion blame for this terrible event," she said in a video posted on her Facebook page on Wednesday insisting the bloodbath was the act of one "deranged" man.

Both sides of the political aisle have tried to blame the other for alleged gunman Jared Loughner's act of violence.

Fox News host Glenn Beck suggested on Monday that Palin increase her security in light of the anger fueled toward the 46-year-old, who is rumored to run for President in 2012.

"An attempt on you could bring the Republic down," he said.

Six people were killed and 12 others wounded -- including U.S. Rep. Gabrielle Giffords -- in a shooting outside a Tucson, Arizona, grocery store where the congresswoman was holding a constituent meeting, police said.

The suspect in the shooting was in custody, according to U.S. Capitol Police, who did not identify the alleged gunman.

Darci Slaten, a spokeswoman for University Medical Center in Tucson, said Giffords, 40, was undergoing surgery Saturday afternoon for a gunshot wound to the head.

Local law enforcement officials have not provided a public accounting of the injuries, but President Obama called the shooting an "unspeakable tragedy," and said "some have passed away," according to a statement from the White House. He said Giffords was "gravely wounded."

Rep. Gabrielle Giffords of Arizona was shot in the head Saturday, an aide was killed, and an unknown number of others were injured when an assailant opened fire outside a grocery store as the Democratic lawmaker met with constituents, officials said.

President Barack Obama called the shooting an "unspeakable tragedy," and said that some had died and the congresswoman had been gravely injured, Reuters reported.

Congresswoman Giffords & 6 Others Shot In Arizona


U.S. Representative Gabrielle Giffords of Arizona a Democrat, and six others have died after a gunman opened fire at a public event on Saturday, Pima County sheriff's office in Arizona confirmed to National Public Radio.

A gunman ran up to Giffords, 40, and shot her in the head as she addressed supporters outside a Safeway grocery store, according to media reports.

The gunman was in custody.

Biggie's Murder Investigation Resumes....Will Anyone Cooperate??










Investigation Into Death Of Notorious B.I.G. Heats Up


A task force made up of local and federal law enforcement agencies is actively pursuing leads into the 1997 slaying of hip hop artist Christopher Wallace, better known as Biggie Smalls or Notorious B.I.G., according to two sources familiar with the investigation.

According to one law enforcement source, the investigation into the 13-year-old unsolved case was "reinvigorated" months ago as a result of new information, but the source would not elaborate further because of the ongoing investigation that includes the Los Angeles Police Department, L.A. County District Attorney's Office and the FBI.

On March 9, 1997, Wallace, 24, was shot and killed while riding in a Suburban that was driving away from a music industry party at the Petersen Automotive Museum in Los Angeles.

Los Angeles police said a lone gunman in a Chevy Impala pulled alongside the Suburban and opened fire on Wallace, who was in the passenger seat. Witnesses described the suspect as being an African-American man wearing a suit and bow tie.

The main theory behind shooting was payback in a so-called rap war between East and West Coast hip hop artists and their record companies- Bad Boy Entertainment in New York, which represented Wallace, and Death Row Records, headed by Marion "Suge" Knight, in Los Angeles. Six months earlier in Las Vegas, a gunman opened fire on a car driven by Knight, killing one of his top artists Tupac Shakur.

That murder remains unsolved also.

TSA & Charlotte Douglas Airport Confirms Investigation Into Security Breach


The Transportation Security Administration is sharing new details into the stunning security breach that appears to have occurred at Charlotte Douglas International Airport.

Specifically, the TSA is offering new details on how a stowed away teenager might have gotten on the plane.

It sounded simply unbelievable, even to investigators.

“When we started out in the beginning, believe me this was not something we were even contemplating,” said Norfolk County District Attorney William Keating.

The mystery began with a Charlotte high school student found dead on a Boston street, his body so badly broken even seasoned homicide detectives couldn't figure it out. Now there is mounting physical evidence Delvonte Tisdale likely fell from the sky.

“It appears more likely than not Tisdale was able to breach airport security and hide in wheel well of a commercial jet airliner without being detected by airport security personnel," Keating said.

In a statement emailed to NewsChannel 36 Monday afternoon, a TSA spokesman says airports have to follow strict TSA procedures that restrict access to secure areas. The email goes on to say the airport is responsible for perimeter and access control and there will be a thorough, joint investigation between the airport and TSA.

“There’s a great concern with all our efforts with security… that something like this could happen obviously causes great concern,” Keating said.

The Massachusetts prosecutor says he had to call that Friday news conference calling the incident a major security breach.

“What they have done, I don't know and that's one of the reasons frankly that I wanted to go forward,” said Keating.

Late Monday afternoon NewsChannel 36 received a press release from the airport.

In it, a spokeswoman confirms Massachusetts investigators were at the airport Dec. 3 but says the airport didn't know investigators believed Tisdale stowed away on the plane until the Friday news conference with the prosecutor.

The airport spokeswoman also said they just learned today about the TSA investigation.





Delvonte Tisdale's Mother Can’t Fathom Why He May Have Stowed Away


As Jonette Washington prepares a private service to remember her 16-year-old son, Delvonte Tisdale, she remains mystified by his apparent decision to flee his father’s home in North Carolina and climb into the wheel well of a commercial airplane.

“My first instinct was it can’t be true,’’ Washington said yesterday in an interview from her Baltimore home. “He wouldn’t do anything like that. He has no reason to do anything like that. All he had to do was pick up the phone and say, ‘Mommy, I’m ready to come home,’ and I’d go get him.’’

Tisdale and his younger brother and sister had been living with their father for a year and a half, and although Anthony Tisdale, a chef, was stricter than she was, his relationship with the children seemed generally good, Washington said.

Why Delvonte Tisdale left around Nov. 15 as everyone slept — and, according to authorities, sneaked into a US Airways plane bound for Boston — is a puzzle that may never be solved. A spokesman for Norfolk District Attorney William R. Keating said yesterday that investigators scoured his family’s computer and cellphone — Tisdale did not have his own — and found nothing that indicated he planned to do something so drastic.

On Friday, Washington will hold a small service at her home, where she will gather with close friends and family and tell stories about her son.

She said she will make his favorite dish, fried chicken and potatoes, and put out a yellow cake with white icing. A picture of Tisdale in his ROTC uniform will be iced onto the cake. He will be buried in Baltimore, Washington said.

Washington, a 35-year-old nursing student, said she accepts what authorities are telling her but cannot reconcile their conclusions with what she knew of her son, whom she described as a quiet, stable boy whose wildest behavior had been to once cut school.

Contrary to reports, she said, he never ran away from home, but he had been more aloof in recent weeks.

“I think it was something that was building that nobody actually saw or knew about,’’ Washington said. “Just sounded like something was building and made him get fed up and he was just tired and wanted to leave.’’

Authorities from Charlotte Douglas International Airport, the federal Transportation Security Administration, and US Airways declined yesterday to say how Tisdale managed to get onto the tarmac and climb into a Boeing 737 undetected.

“Airport security is a multi-layered process and every facility is different, based on how the facility works,’’ said Haley Gentry, an airport spokeswoman.

The boy’s family said they have no idea how Tisdale got to the airport, about 18 miles from his home, or if he had any friends who worked there.

In a statement, officials at the Charlotte airport said they were told on Dec. 1 by the Federal Aviation Administration that Massachusetts investigators would be examining two US Airways planes.

A US Airways spokesman referred questions to Massachusetts authorities.

David Traub, Keating’s spokesman, said that the Norfolk district attorney has no jurisdiction over airport security.

None of the images examined in the surveillance videos from the airport so far has shown Tisdale crawling into a plane’s wheel well, Traub said. An exact cause of death has not been released; officials are awaiting the medical examiner’s final report.

Fingerprints left on greasy parts of a plane’s wheel well have been photographed and digitally enhanced in the hopes they can be identified, said David Procopio, spokesman for Massachusetts State Police, who have been investigating the case with Milton officials since Tisdale’s battered body was found on a quiet Milton street Nov. 15. Officials said Tisdale apparently plunged to the ground as the plane opened its landing gear.

Patrick Smith, a commercial pilot who writes the “Ask the Pilot’’ column for Salon.com, said, “We can have all the security in the world and short of turning the airport into a fortress, there’s always going to be a way for someone who is resourceful enough to find his way around security.’’

While it is unclear how the teenager bypassed security, Smith said the TSA exempts ground workers from the same security checkpoints, with metal detectors and X-ray machines, that pilots, flight attendants, and passengers are required to pass through.

Tisdale had never flown in his life, according to his mother. His father drove him and his siblings from Baltimore to North Carolina, where they went last year so they could get to know their father, whom they had not seen in years, Washington said.

“He was afraid of heights,’’ she said. “He didn’t even like going in a building that was high.’’

He was passionate about the Air Force ROTC program at his school, but his dream was to be a Marine, Washington said.

She said she last spoke to him on Nov. 8, his birthday. She was planning on visiting her children for Thanksgiving and Tisdale wanted her to meet his ROTC friends, Washington said.

Nothing seemed wrong, Washington said, but a couple of his friends told her later that he had been wanting to come back to Baltimore.

“All of a sudden he started becoming distant,’’ she said.

Anthony Tisdale said he was too distraught to speak yesterday.

On Saturday, he held a memorial for his son at a Charlotte church, said the Rev. James Woodson, the family’s pastor when they lived in Greensboro.

About 50 people came to mourn the teenager. His ROTC classmates presented Anthony Tisdale with a framed picture of his son in uniform.

The moment reminded the father of something his son once told him, Woodson said: “I want you to keep a picture of me because someday I’m going to be great.’’
