Video that went viral over the weekend shows an officer punching a man multiple times and then tackling him

A Baltimore police officer caught on video repeatedly punching a man has quit the force, police said.

The Baltimore police department said on Twitter late Sunday night that the interim commissioner, Gary Tuggle, accepted the resignation of the officer involved in the incident.

“This remains an active criminal investigation,” the department said.

Video that surfaced online and went viral over the weekend shows an officer punching the man around the head multiple times and then tackling him.

The city has not identified the officer, but a lawyer for the man who was punched told the Baltimore Sun the officer was Arthur Williams.

A second officer involved in the run-in has been placed on administrative duty pending the outcome of an investigation, according to the department.

“I am deeply concerned by the conduct I witnessed today,” Tuggle said in a statement on Saturday. “I have zero tolerance for behavior like I witnessed on the video today. Officers have a responsibility and duty to control their emotions in the most stressful of situations.”

According to police, the incident happened around 11.45am on Saturday when two officers approached the man, who one of the officers “was familiar with”, for reasons that were not spelled out. They released him, and then approached him again to provide a citizens contact sheet, a form city cops are required to fill out after interactions with residents.

Things escalated after the man declined to provide identification, the department’s account says.

Video shows the man and one of the officers exchanging heated words before the confrontation turns physical, with the cop punching the man repeatedly before he falls to the ground, where the officer continues to throw punches and jumps on top of him.

The officer who threw the punches, who has been with the department for about a year, was suspended with pay before he resigned.

The man who was beaten was released from custody and was not charged with any crime.

The man, named as Dashawn McGrier, 26, had a previous run-in with Williams in June, and was at that time charged with assaulting the officer and other offenses, his lawyer, Warren Brown, told the Baltimore Sun. The lawyer said he was unfairly targeted in both incidents and was taken to the hospital for injuries suffered on Saturday.

“It seems like this officer had just decided that Dashawn was going to be his punching bag,” Brown said. “And this was a brutal attack.”

**** DOJ threatens to withhold crime-fighting funds from four sanctuary cities


Attorney General Jeff Sessions is reinforcing threats to go after sanctuary cities, warning the administration may withhold federal crime-fighting funds for four places struggling with gun violence.

It is the latest threat made by Sessions in his public campaign to force cooperation between local authorities and federal immigration officials.

The Justice Department sent letters to police departments in Baltimore, Md., Albuquerque, N.M., Stockton and San Bernardino, Calif. telling them if they wanted federal help to root out drug trafficking and gang crime, they’d have to work with federal immigration authorities.

Among other things, the Justice Department said they must give the authorities access to jails and provide advance notice before releasing someone in custody who is wanted on immigration violations.

The four cities targeted had all expressed interest in the DOJ’s new Public Safety Partnership, which enlists federal agents, analysts and technology to help communities find solutions to crime.

“Based on our review, we have concluded that your jurisdiction has levels of violence that exceed the national average, that your jurisdiction is ready to receive the intensive assistance the Department is prepared to provide, and that your jurisdiction is taking steps to reduce its violent crime,” the Aug. 3 letter said.

The letter sent by the DOJ to the four prospective cities’ police departments also asks them for proof of their compliance to step up efforts to help detain and deport people in the United States illegally. The deadline is Aug. 18.

Separately last week, Sessions told jurisdictions they need to meet the same conditions or lose out on millions of dollars from a separate program that aims to send grant money to support law enforcement.

The attorney general rolled out the rules as part of his promised crackdown on sanctuary cities.

His threat didn’t sit well with some – prompting a defiant pushback on the request.

Under old rules, cities seeking grant money needed only to show that they weren't prohibiting local law enforcement from communicating with immigration authorities.

Police use the money for everything from bulletproof vests to body cameras.

Sessions unveiled the policy amid speculation about whether he would retain his job following President Trump's blistering public criticism for his recusal from the Russia probe. The terse warning from the president seems, for now, to have subsided.

Amid the hot debate over gun laws, the WBAL-TV 11 News I-Team reveals the steep challenge of reducing the supply of guns often used in crimes.

The problem: laws vary state to state.

It wasn't known at the time, but it turns out that a .40-caliber Glock handgun recovered during a traffic stop by Maryland State Police in Anne Arundel County in 2015 was part of a much larger conspiracy to funnel guns from one state to another.

"The firearm came back to a person who purchased it in the state of Georgia," Maryland State Police Sgt. Frank Lopez said.

Lopez runs the state police gun center, which traces guns and performs background checks on people arrested in possession of guns.

The Glock recovered in Anne Arundel County was actually one of 25 guns legally purchased by a man in Georgia, who then sold them to a man in Maryland. The buyer was Jaleel Wulu, an aspiring rapper known as Trill Castro.
The two men were convicted on federal charges of gun trafficking after some of the guns were recovered from other people during criminal investigations.

"This gentleman purchased many firearms, and they were turning up, the majority of them, in Prince George's County," Lopez said.

An unusual pattern? Not at all.

More often than not, guns seized by police in criminal investigations are coming from someplace other than Maryland.
"I would say approximately 60 percent statewide of firearms that are seized by Maryland law enforcement are not Maryland guns, that goes up exponentially in places like Baltimore City and Prince George's County," Lopez said.

Maryland has some of the toughest gun laws in the country. Buyers are required to wait seven days after purchase to actually take possession of a handgun.

There is no instant background check, and buyers are limited to one purchase per month.
Laws are far more lax in states to the south and west.

In West Virginia, Virginia, North Carolina, South Carolina and Georgia, background checks are instant, and there is no waiting period and no limit on how many guns you can purchase at once.

The disparity between gun laws state by state complicates the effort to reduce gun violence, currently an urgent priority in Baltimore.

There is no shortage of supply.

Shantay Guy, who runs the Community Mediation organization in Baltimore, said it is not hard to get a gun in Baltimore.

"It's not difficult at all," Guy said. "Not only are those that are involved in intentionally violent activities have quick access to guns, but even those kids that are fearful that if they are not protecting themselves, they could be another victim, but it's easy for them to get guns too."

Earlier this week, the Baltimore City Council opened debate on increasing the penalty for illegal gun possession in Baltimore.

Guy's organization, which files surveillance video of shootings, is taking on a much harder question: How do you head off people from using a gun to resolve conflict and dispute?

"There are a fair amount of folks in our city who have low levels, quite honestly, of emotional intelligence.

I would offer that I am still working on mine," Guy said. "The more folks that we could get involved in this work to help heal rifts and relationships that have been damaged in Baltimore City, the better likelihood we are going to have in significantly reducing the violence in Baltimore City."

To date, just over 1,000 illegal guns have been seized in Baltimore, and more than 520 people have been wounded or killed in gun violence.

FORMER MD GOV MARTIN O'MALLEY HATED "THE WIRE".

IN 2016 WHICH POLITICAL PARTY WILL STEP UP TO HELP ELIMINATE BALTIMORE'S STEEP POVERTY?

It's been eight years since "THE WIRE", a hit television program about life in BALTIMORE'S Poorest, most Crime-ridden neighborhoods went off the air.

Former BALTIMORE Mayor and and current 2016 Presidential Candidate MARTIN O'MALLEY,
 hated "The Wire".

Perhaps O' Malley's disdain for "The Wire" television series was due to it exposing BALTIMORE'S horrific Crime rate during O'Malley's reign, which was fueled by decades of steep POVERTY.

It's almost one year after the Baltimore Riots events in which impoverished BLACK teens publicly released their Hurt and Anger on Police Officers who murdered FREDDY GRAY and consistently Brutalized their community for decades.

After FREDDY GRAY'S Murder his family received a wrongful death settlement of $6 Million from the city of BALTIMORE.

Paying Millions of dollars to families of BLACK Men who are Murdered by POLICE should not be a SOLUTION to uplift BLACK families out of POVERTY.

Which Political party will help rebuild West Baltimore by bringing JOBS, real SOLUTIONS, Business OPPORTUNITIES and Healing to that Historic region of our nation?


Sixteen cast members of The Wire returned to Baltimore on Saturday to read stories of the city’s recent riots.

Fans saw Omar, Bunk, Kima and McNulty (Michael Kenneth Williams, Wendell Pierce, Sonja Sohn and Dominic West) reunited on stage to read monologues written by residents for Wired Up, a production at the city’s Artscape event.

One of the occasion’s main organizers, Sonja Sohn (who played Detective Kima Greggs in the show), told the Baltimore Sun she wanted to “give back” to the city where the HBO hit was set, and to give residents a microphone.

“We know how [storytelling] heals and radiates outward and what it inspires in other people,” Sohn said. “We’re going to give a platform to these folks who felt they were not being heard.”
Carver, Cutty, Marlo, Snoop and Bubbles (Seth Gilliam, Chad Coleman, Jamie Hector, Felicia Pearson and Andre Royo) were also in attendance.

In its five seasons, "The Wire" won acclaim in part for its fidelity to Baltimoreans.

Some cast members, including Pearson, Maria Broom (Marla Daniels) and Robert Chew (Prop Joe), were from the city. Others, including Gbenga Akinnagbe (Chris) and Anwan Glover (Slim Charles), grew up in nearby Washington DC. Chew died aged 52 in 2013.

“We lived here while we were shooting and became a part of these communities,” Sohn said. “There’s a real core group of us who feel parts of Baltimore are woven in to who we are as result of the time we spent here.”

In particular, the readings were meant to highlight the stories of Penn North, the neighborhood where Freddie Gray lived before he died while in police custody in April.

The neighborhood became a focal point of subsequent riots over police brutality, institutional racism and class and racial inequalities.

Sohn and others set up workshops for residents to write about their experiences before, during and after the riots, thus coming up with the raw material for the performance.

The show’s creator, David Simon, worked as a reporter in the city for several years. He was not involved in Saturday’s production but offered his own strong opinions on the state of Baltimore earlier this year.

Simon blamed abusive police tactics on the toxic relationship between residents and authorities, telling the Marshall Project the police had acted for years as “an army of occupation”.

Although The Wire won plaudits during its run and many enthusiastic fans after it ended, it has not always had a beloved place in Baltimore’s heart.

Former mayor Martin O’Malley – now a candidate for the Democratic presidential nomination – denounced the series for what he felt was an unfair depiction of crime, corruption and policing.

According to Simon, O’Malley – who is believed to have been a partial inspiration for the mayor in the show, Tommy Carcetti – threatened to block filming.

It appears Joe Scarborough strongly disagrees with these Criminal charges.

According to Joe and a Legal Expert Guest, the Grand Jury panel must find these 6 Rogue Cops GUILTY "Beyond a Reasonable Doubt".

Why is it whenever a Victim is BLACK and the Murderers involved are WHITE, "Beyond a Reasonable Doubt" is the Legal Standard??

However if the Victim is WHITE and the Murderer is BLACK, he or she is automatically GUILTY??

Were all Charged Friday with MANSLAUGHTER..... 2nd Degree MURDER......and Gross Misconduct in the Intentional Gross Negligent MURDER of FREDDIE GRAY, 25 who died from his Fatal Injuries on April 19, 2015, while in the Custody of BALTIMORE Police.

Prior to succumbing to his Fatal Injuries, FREDDIE was illegally stopped and illegally detained by BALTIMORE Police on April 12, 2015.

Thank you Maryland State Prosecutor MARILYN MOSBY and Baltimore Mayor STEPHANIE RAWLINGS - BLAKE!

Information collected during an Independent Investigation, provided enough EVIDENCE for Mrs Mosby to find PROBABLE CAUSE for such Charges against those 6 BALTIMORE Police Officers.

Now a Grand Jury will decide if all six of these Killer Cops will be INDICTED.

They most certainly need to be.

But it's not over yet!

We must Remain CALM.....PRAY....and PEACEFULLY PROTEST.

I PRAY there will NOT be a Change of Venue for the Grand Jury Hearing and/ or Trial.

It is time for CRIMINAL JUSTICE REFORM in the USA.

When will CONGRESS Stop Pandering to POLICE UNIONS and directly address POLICE BRUTALITY?

If not NOW?
Then WHEN??

Let's keep our eyes on the FREDDIE GRAY case.

The issues of BLACK GENOCIDE.....RACIAL PROFILING.....POVERTY......POLICE BRUTALITY and BLACK UNEMPLOYMENT must be addressed immediately or there will more Uprisings like these in other Cities.

If not NOW?
Then WHEN??

BLACK Voters Matter.

BLACK Lives Matter.
