Police have identified the man accused of killing at least 58 people and wounding 515 in a Las Vegas shooting rampage as Stephen Paddock, a resident of Mesquite, Nev.
Clark County Sheriff Joseph Lombardo said officers determined the gunshots were coming from a room on the 32nd floor of Mandalay Bay complex on the Las Vegas Strip in what authorities say is the deadliest mass shooting in modern U.S. history.

As police entered the room, Paddock, 64, killed himself, Lombardo said. At least 10 rifles were found in the room; it appeared he had hammered out the windows of the room before shooting.

"Right now, we believe it's a sole actor, a lone-wolf-type actor," Lombardo said.

Lombardo said that investigators were still trying to determine the gunman's motive. "I can’t get into the mind of a psychopath at this point."

Investigators believe Paddock used the vantage point to fire on the 22,000 person crowd that gathered for an outdoor country music concert. He opened fire as the artist Jason Aldean performed.

Law enforcement officials have not uncovered any information to suggest other public venues are threatened, the Department of Homeland Security said in a statement.

Still, DHS security may be heightened in and around public places and events, DHS said.

The Islamic State claimed after the attack that Paddock was one of the terror group's "soldiers." But Aaron Rouse, chief of the FBI’s Las Vegas office, told reporters that investigators have found no links to international terror groups.

Eric Paddock, the brother of the suspected gunman, told reporters outside his home in Orlando that he was "dumbfounded" by the attack.

He said he last heard from his from his brother via text message to inquire about how their mother was doing after Eric Paddock's Florida neighborhood lost electricity for several days.

Eric Paddock added that his brother had "no machine guns" when he helped move him from Florida to Nevada a few years ago.

"There is no reason we can imagine why Stephen would do something like this," Paddock said.“We have no idea how this happened. It’s like an asteroid just fell on top of our family.”

Paddock told the USA TODAY Network in an interview that their late father, Benjamin Paddock, was a convicted bank robber and they were raised without him for most of their childhood. Benjamin, who was known as "Chromedome" and "Old Baldy" robbed a Phoenix bank in 1960, the Tuscon Daily Citizen reported in 1971.

He later escaped from a Texas prison and for a time was on the FBI's Most Wanted List. He was captured in 1978 in Oregon, where he was running a big parlor.

Paddock said, to his knowledge, his brother didn't have a history of mental illness or substance abuse. He said his brother owned guns and played high-stakes video poker.

In recent years, Paddock said they had gone skeet shooting and gambling together, but he had not detected anything was amiss.

But Paddock also described his relationship with his brother as being somewhat distant.

He said Stephen barely knew his children and he talked to him every once in a while.

He said he did not know Stephen's girlfriend, Marilou Danley, well.
"There's absolutely no way I can even conceive that my brother would shoot a bunch of people he didn't even know," Eric Paddock said. "There's no rationale. There's nothing anywhere that said why he did this."

Police blocked off the road to the suspect’s home in Mesquite, 80 miles northeast of Las Vegas. Records show that Paddock resided at 1372 Babbling Brook Court in a home he purchased in 2015.

The Las Vegas Metropolitan Police Department obtained a search warrant and officers searched Paddock's home, said Quinn Averrett, public information officer for the Mesquite Police Department.

The Mesquite department had secured the home and the perimeter around it but is playing only a supportive role in the investigation.

Law-enforcement agents completed an initial sweep of Paddock's home Monday morning in which investigators found additional weapons and ammunition, Averrett told reporters at a news conference Monday.

He later said he could confirm only that ammunition was found in the residence.

Investigators continued to search the residence, and Lombardo said that investigators were preparing to search a second residence in Nevada belonging to the gunman.

The house in Mesquite is in a retirement community, Sun City Mesquite, an upscale development of about 1400 homes.

The community includes an 18-hole golf course, indoor and outdoor swimming pools and a recreation center. Residents must be at least 55 years old, and no children are allowed.

Paddock was not known to the federal authorities. Paddock had no known connection to terrorism.

The gunman worked for the predecessor company of aerospace and defense giant Lockheed Martin from 1985 to 1988, the company said in a statement.

The company did not release further details about his employment there.

Lombardo said law enforcement authorities had located a “person of interest” who he named as Marilou Danley, believed to be the suspect's roommate.

She was later cleared of involvement, authorities said.

A federal law enforcement official who is not authorized to comment publicly said that Danley was located outside the country.

Authorities were gathering information from her about Paddock.

Lombardo said officers had located a Hyundai Tucson and a Chrysler Pacifica Touring, both with Nevada plates, which were registered to the dead suspect.

A 23-year-old white man arrested Tuesday was accused of killing two black men and firing on a black family in a string of attacks that police say may have been racially motivated.

A law enforcement official said they had found a copy of an Adolf Hitler speech at the home of Kenneth James Gleason, and investigators said DNA on shell casings and other evidence link him to the crimes.

Gleason was led away from the police department in handcuffs just before authorities there held a news conference to announce that he would be charged with first-degree murder in the shooting deaths last week of a homeless man and a dishwasher who was walking to work.

"I feel confident that this killer would have killed again," interim Police Chief Jonny Dunnam said.

Gleason's attorney, J. Christopher Alexander, said his client "vehemently denies guilt, and we look forward to complete vindication." Alexander declined to say anything else.

Authorities found a copy of the Hitler speech during a search of Gleason's home over the weekend, according to the law enforcement official who spoke to The Associated Press on condition of anonymity because the investigation was ongoing.

Asked whether police suspect race was a motive for the shootings, Sgt. L'Jean McKneely said: "We're not completely closed off to that. We're looking at all possibilities at this time, so we're not going to just pinpoint that."

District Attorney Hillar Moore said his office could seek the death penalty.

"It appears to be cold, calculated, planned (against) people who were unarmed and defenseless," he said. "We don't need to prove motive. There are a lot of things that are unanswered."

No one was injured when Gleason fired multiple times into the home of a black family in his neighborhood on Sept. 11, authorities said. It's not clear if Gleason knew the family.

In the other shootings, Gleason fired from his car then walked up to the victims as they were lying on the ground and fired again multiple times, police said.

Neither victim had any prior relationship with Gleason.

The first fatal shooting occurred Sept. 12 when 59-year-old Bruce Cofield, who was homeless, was shot to death.

The second happened last Thursday night when 49-year-old Donald Smart was gunned down while walking to his job as a dishwasher at a cafe popular with Louisiana State University students.

The attacks came at a time when Louisiana's capital already was in the grips of a surge in violence. The number of homicides in East Baton Rouge Parish has already surpassed last year's total of 62, The Advocate newspaper reported earlier this month.

"Baton Rouge has been through a lot of turmoil in the last year. Has there not been a swift conclusion to this case, I feel confident that this killer probably would have killed again," the police chief said. "He could have potentially created a tear in the fabric that holds this community together."

Racial tensions roiled the city in the summer of 2016 when a black man was shot to death by white police officers outside of a convenience store.

About two weeks later, a black gunman targeted police in an ambush, killing three officers and wounding three others before he was shot to death.

The city of about 229,000 is about 55 percent black and 40 percent white.

Gleason didn't appear to have any active social media profiles. A spokesman at Louisiana State University said a student by that name attended the university from the fall of 2013 to the fall of 2014 before withdrawing.

He had transferred to LSU from Baton Rouge Community College.

During the search of Gleason's home, authorities also found 9 grams of marijuana and vials of human growth hormone, according to a police document.

South Carolina Gov. Nikki Haley is a "natural" and will deliver a "great" response to the State of the Union, House Speaker Paul Ryan said Monday.

Haley will respond to President Barack Obama's speech for the Republican Party on Tuesday, an honor bestowed on rising stars in the GOP. 

The high-profile event has been both a launching pad for careers and an opportunity for embarrassment, depending on how the politician performs.

But the recently minted House speaker told Jake Tapper on CNN's "The Lead" that he helped pick Haley because he believes the Indian-American governor, who is rumored as a contender for the vice presidential nominee, will knock it out of the park.

"I'm really excited about this," Ryan said. "If you want to hear an inclusive leader who's visionary, who's got a path for the future, who's brought people together, who's unified, it's Nikki Haley."

Ryan himself gave the response in 2011, a year before he was tapped to be the running mate of Mitt Romney in an unsuccessful bid to take the White House.

"Believe me, I understand the stakes can be high for a person doing this speech," Ryan said. "I think she's a natural."

He also divulged some of the advice he gave Haley, big and small.

"Put a cough drop in the corner of your mouth, it keeps you salivating so you don't go thirsty," Ryan said. Florida Sen. Marco Rubio famously had to awkwardly reach for water during his response in 2013.

But in seriousness, Ryan said he just told her to be herself.

Killing of man who allegedly pointed a replica firearm at officers in California is 1,000th entry in Guardian database tracking police killings this year.

The number of people killed by law enforcement in the US this year has reached 1,000 after officers in Oakland, California, shot dead a man who allegedly pointed a replica gun at them.

Authorities said several officers opened fire on the man on Sunday evening when he walked toward them as they towed away cars that had been used to perform so-called “sideshow” stunts in east Oakland. Officers discovered later that the gun was a replica, police said.

“Officers working sideshow approached by subject who pointed firearm in their direction,” the Oakland police department said on Twitter. “Officers fatally shot subject.” A spokeswoman said the department would investigate the shooting itself. The man’s name was not released.

Hundreds of cars had been involved in hours of chaotic sideshow stunts that shut down several intersections in Oakland from late on Saturday into the early hours of Sunday, according to police. 

One man was arrested and several shots were fired.

The man shot in Oakland became the 1,000th database entry in The Counted, an ongoing investigation by the Guardian to record every fatality caused by police and other law enforcement officers in 2015, to monitor the demographics of the people who died and detail how and why they were killed.

Sunday’s incident was the 883rd fatal shooting by a law enforcement officer so far in 2015, according to the Guardian’s records. Another 47 people died after being shocked with an officer’s Taser, 33 died after being struck by a law enforcement officer’s vehicle, and 36 were killed in custody. 

Another received a deadly blow to the head during a fight with an officer.

The shooting was also the 183rd death recorded in California, by far the greatest total of any state. Nine states, however, have recorded more deaths per capita, with Oklahoma having the highest rate.

The US government publishes no comprehensive record of people killed by law enforcement, even after a series of controversial deaths unleashed a national protest movement and demands from activists and lawmakers alike for better data on the subject.

An analysis of the statistics collected so far found the rate of deaths currently stands at 3.1 per day. This rate has remained relatively steady throughout the year, peaking through the month of March to a daily rate of almost four and dipping to an average of 2.6 through June.

The Counted was launched on 1 June, logging 464 deaths in the year to that point. 

At that time 102 or 22% of those killed had been unarmed. This proportion has since fallen slightly to 20% or 198 of the total 1,000. In 59 deaths, however, it remains unclear whether the suspect was armed.

As of 1 June, black Americans were more than twice as likely to be unarmed as white Americans when killed by police. At that point 32% of the 135 black people killed by police had been unarmed, compared with 15% of the 234 white people. This disparity has since shrunk, with 26% of the 248 black people and 18% of 490 white people being recorded as unarmed.

Brittany Packnett, a member of Barack Obama’s taskforce on 21st century policing and a founder of the Campaign Zero movement that lobbies to curb the levels of police violence in America, said the milestone should be met with “sadness, but not deep shock”.

“Black folks like me have known for a long time that the police do not always represent safety for us and that an encounter could be deadly,” said Packnett. “But having these statistics that add to our personal stories should continue to move everyone towards wanting to having a part in correcting this.”

Obama’s taskforce, convened after unrest in Ferguson, followed the decision not to prosecute the white officer who shot dead Michael Brown, an unarmed black 18-year-old, and made the collection of more reliable data on the number of police killings in the US one of its central recommendations.

FBI director James Comey said earlier this year that it was “ridiculous and embarrassing” that the Guardian and a separate project by the Washington Post had better information than the federal government about deaths at the hands of law enforcement officers.

The Department of Justice is trialling a new program, which resembles The Counted, to proactively collect data on killings by police. Currently, the FBI records the number of “justifiable homicides” reported to the bureau voluntarily by police departments that choose to participate.

Packnett said that while the government was “still in the beginning stages” of instigating that process, campaigners realised “it’s not enough just to talk about police involved shootings”.

“We have to talk about in custody deaths, we have to talk about non-lethal police violence, we need to talk about particularly vulnerable communities like children and the LGBTQ community,” Packnett said.

“We have to track it all, and we have to track it knowing that stronger, more comprehensive data can better lead us to the place of building solutions.”
