Tropical Storm Florence is expected to intensify into a hurricane on Sunday as it continues to take aim at the United States' southeast coast.

Governors in Virginia, North Carolina and South Carolina all declared states of emergency over the past two days in anticipation of the hurricane.

"While the impacts of Tropical Storm Florence to Virginia are still uncertain, forecasts increasingly expect the storm to strengthen into a major hurricane that could seriously affect the East Coast and Virginians," Virginia Gov. Ralph Northam said Saturday as his state became the latest to declare a state of emergency.

Florence has sustained winds of 70 mph on Sunday morning and is located 765 miles southeast of Bermuda. The storm is moving west at 6 mph. Florence is looking more organized Sunday morning on satellite.

Tropical storm force winds extend 125 miles from the center.

Florence is forecast to move west Sunday, but then begin to turn west-northwest by Monday. The current forecast track brings Florence on approach to the southeast U.S. coast on Thursday as a major and powerful hurricane.

Due to warm ocean temperatures and lack of shear, Florence will be in a very favorable environment for development. The storm is expected to undergo rapid intensification beginning on Sunday night, and will likely become a major hurricane by Monday.

Strong high pressure will develop north of Florence later this week, which should cause the storm to move northwest toward the Southeast coastline. Several forecast models have begun to hint that this high pressure becomes strong enough to cause Florence to slow down tremendously late in the week.

The risk of direct impacts in the U.S. are increasing.

It remains too soon to determine the location and magnitude of impacts from Florence.

The National Hurricane Center is advising "interests along the U.S. East Coast, particularly from North Florida through North Carolina, should closely monitor the progress of Florence, ensure they have their hurricane plan in place and follow any advice given by local officials."

Isaac next to become hurricane
Moving southeast in the Atlantic, Tropical Storm Isaac currently has winds of 50 mph and is moving west at 9 mph. The storm is 1,540 miles east of the Windward Islands. Isaac is forecast to strengthen over the coming days.

The storm is expected to continue moving west in the next few days and become a hurricane by Monday.

Isaac will be near the Lesser Antilles later this week and could bring impacts to parts of the Caribbean Islands during this time frame.

Olivia aiming for Hawaii
In the Pacific, Hurricane Olivia currently has winds of 80 mph, and is approximately 825 miles east-northeast of Hilo, Hawaii.

Olivia is expected to move west through Monday before turning west-southwest late Monday and early Tuesday local time. On the current track, Olivia may be near the Hawaiian Islands by late Tuesday.

Even though Olivia is expected to weaken, it could still bring impacts to the Hawaiian Islands by midweek.

Regardless of forecast track, significant effects from Olivia are possible in Hawaii, which could be enhanced due to the unique terrain of Hawaii.

Police have identified the man accused of killing at least 58 people and wounding 515 in a Las Vegas shooting rampage as Stephen Paddock, a resident of Mesquite, Nev.
Clark County Sheriff Joseph Lombardo said officers determined the gunshots were coming from a room on the 32nd floor of Mandalay Bay complex on the Las Vegas Strip in what authorities say is the deadliest mass shooting in modern U.S. history.

As police entered the room, Paddock, 64, killed himself, Lombardo said. At least 10 rifles were found in the room; it appeared he had hammered out the windows of the room before shooting.

"Right now, we believe it's a sole actor, a lone-wolf-type actor," Lombardo said.

Lombardo said that investigators were still trying to determine the gunman's motive. "I can’t get into the mind of a psychopath at this point."

Investigators believe Paddock used the vantage point to fire on the 22,000 person crowd that gathered for an outdoor country music concert. He opened fire as the artist Jason Aldean performed.

Law enforcement officials have not uncovered any information to suggest other public venues are threatened, the Department of Homeland Security said in a statement.

Still, DHS security may be heightened in and around public places and events, DHS said.

The Islamic State claimed after the attack that Paddock was one of the terror group's "soldiers." But Aaron Rouse, chief of the FBI’s Las Vegas office, told reporters that investigators have found no links to international terror groups.

Eric Paddock, the brother of the suspected gunman, told reporters outside his home in Orlando that he was "dumbfounded" by the attack.

He said he last heard from his from his brother via text message to inquire about how their mother was doing after Eric Paddock's Florida neighborhood lost electricity for several days.

Eric Paddock added that his brother had "no machine guns" when he helped move him from Florida to Nevada a few years ago.

"There is no reason we can imagine why Stephen would do something like this," Paddock said.“We have no idea how this happened. It’s like an asteroid just fell on top of our family.”

Paddock told the USA TODAY Network in an interview that their late father, Benjamin Paddock, was a convicted bank robber and they were raised without him for most of their childhood. Benjamin, who was known as "Chromedome" and "Old Baldy" robbed a Phoenix bank in 1960, the Tuscon Daily Citizen reported in 1971.

He later escaped from a Texas prison and for a time was on the FBI's Most Wanted List. He was captured in 1978 in Oregon, where he was running a big parlor.

Paddock said, to his knowledge, his brother didn't have a history of mental illness or substance abuse. He said his brother owned guns and played high-stakes video poker.

In recent years, Paddock said they had gone skeet shooting and gambling together, but he had not detected anything was amiss.

But Paddock also described his relationship with his brother as being somewhat distant.

He said Stephen barely knew his children and he talked to him every once in a while.

He said he did not know Stephen's girlfriend, Marilou Danley, well.
"There's absolutely no way I can even conceive that my brother would shoot a bunch of people he didn't even know," Eric Paddock said. "There's no rationale. There's nothing anywhere that said why he did this."

Police blocked off the road to the suspect’s home in Mesquite, 80 miles northeast of Las Vegas. Records show that Paddock resided at 1372 Babbling Brook Court in a home he purchased in 2015.

The Las Vegas Metropolitan Police Department obtained a search warrant and officers searched Paddock's home, said Quinn Averrett, public information officer for the Mesquite Police Department.

The Mesquite department had secured the home and the perimeter around it but is playing only a supportive role in the investigation.

Law-enforcement agents completed an initial sweep of Paddock's home Monday morning in which investigators found additional weapons and ammunition, Averrett told reporters at a news conference Monday.

He later said he could confirm only that ammunition was found in the residence.

Investigators continued to search the residence, and Lombardo said that investigators were preparing to search a second residence in Nevada belonging to the gunman.

The house in Mesquite is in a retirement community, Sun City Mesquite, an upscale development of about 1400 homes.

The community includes an 18-hole golf course, indoor and outdoor swimming pools and a recreation center. Residents must be at least 55 years old, and no children are allowed.

Paddock was not known to the federal authorities. Paddock had no known connection to terrorism.

The gunman worked for the predecessor company of aerospace and defense giant Lockheed Martin from 1985 to 1988, the company said in a statement.

The company did not release further details about his employment there.

Lombardo said law enforcement authorities had located a “person of interest” who he named as Marilou Danley, believed to be the suspect's roommate.

She was later cleared of involvement, authorities said.

A federal law enforcement official who is not authorized to comment publicly said that Danley was located outside the country.

Authorities were gathering information from her about Paddock.

Lombardo said officers had located a Hyundai Tucson and a Chrysler Pacifica Touring, both with Nevada plates, which were registered to the dead suspect.

People in poor communities lack the resources to escape the worst of the flooding.

As the remnants of Hurricane Harvey continues its march, the lives that are most devastated are those confined to poor communities of color—as we’ve seen with previous mega storms like Hurricane Katrina.

The New York Times reports that the hurricane, now a tropic storm, drenched parts of Texas throughout Sunday. At least five people died and more than a dozen have been reported injured, since Harvey struck Texas’s Gulf Coast, dropping up to 25 inches of rain since Friday. Several areas have seen a downpour of as much as 50 inches.

In Houston, as with many other cities, poor communities of color are the most vulnerable during these destructive storms. They tend to live in segregated, flood risk neighborhoods that are near petrochemical plants, according to The Atlantic.

People in these communities lack the resources to evacuate, and the authorities—despite South Texas’ vulnerability to major storms—have failed to create an evacuation plan.

Houston Mayor Sylvester Turner defended his decision not to order an evacuation for some neighborhoods, KPRC-TV reported.

He told residents that their homes are “the best place” to stay during the storm, the NBC News affiliate reported.

Those who were unable to escape Harvey are “overwhelming” emergency centers with phone calls and tweets for help, The Atlantic stated. Homeless people sought shelter under highways and other low-lying areas to prepare for Harvey. Many of those makeshift shelters are now under water.

KPRC-TV reported that Houston’s 911 center has received more than 56,000 calls since Saturday evening. Police and firefighters have fielded more than 6,000 rescue calls, and more than 1,000 people have been pulled out of flooded homes and streets.

According to the current affairs publication, Texas has failed to fund a plan to control flooding, even though most climate scientists predict an increase in superstorms because of climate change. The most vulnerable are feeling the consequences.

Meanwhile, Harvey is not finished. The storm is expected to create tornadoes and floods in its path, which remains inhabited by poor people of color.

**** Clinton Backs Obama's Gitmo Plan

Hillary Clinton is supporting President Obama's plan for closing the military prison at Guantanamo Bay, saying the move would "be a sign of strength and resolve."

"I support President Obama’s plan today to close the detention facility at Guantanamo Bay and finally close the door on this chapter of our history," she said in a Tuesday statement.

"Over the years, Guantanamo has inspired more terrorists than it has imprisoned. It has not strengthened our national security; it has damaged it."

Closing Guantanamo was one of Obama's earliest campaign promises in 2008, but Congress has blocked his efforts.

The president submitted a final plan to Congress to close the facility on Tuesday. But it was meet by immediate opposition from Republicans, who called it dead on arrival.

The Obama administration's plan would move detainees eligible for transfer to other countries. Other detainees would face prosecution. But the plans also call for moving between 30 to 60 detainees not eligible for those options to the United States.

The administration said the plan could cost up to $425 million, but would save more than $65 million per year in the long run. 

Clinton's statement came hours after her presidential rivals reacted to the proposal.

Her Democratic rival Bernie Sanders also backed Obama's plan while also delivering a shot at Clinton.

"Sanders was one of only three senators to vote in 2007 against barring the transfer of Guantanamo detainees to America," his statement read. "Then-Sen. Hillary Clinton voted for the amendment that kept the prison open."

That 2007 measure was a "sense of the Senate" vote that specifically warned against releasing Guantanamo prisoners "into American society" or "facilities in American communities and neighborhoods."

Clinton's statement didn't respond to Sanders, but touted her own history of pushing to close the facility. It notes that she cosponsored legislation to do so and highlights her work as secretary of State to resettle Guantanamo prisoners.
