A jury in South Carolina Thursday convicted Dylann Roof in the shootings that killed nine black church members during a Bible study in Charleston last year, a verdict that could lead to a death sentence for the self-avowed white supremacist.

The jury of nine white people and three black people deliberated less than two hours before returning a verdict, finding him guilty on all counts against him.

Roof, 22, faced 33 federal charges, including hate crimes and obstruction of the practice of religion.

Roof just stared ahead as the verdict was read, much as he has throughout the trial. Victims's relatives held hands and squeezed one another's arms.

One woman nodded her head every time the clerk said "guilty."

The same jury is set to return Jan. 3 to consider whether Roof should be sentenced to die for the June 2015 attack at Emanuel AME Church.

He is slated to face another death penalty trial in state court early next year.

Minutes after the verdict was read, Roof told U.S. District Judge Richard Gergel he wanted to represent himself during the penalty phase.

He said at the start of the trial that he wanted attorneys in the guilt phase, but not in the penalty phase.

His lawyers said in a court filing they feared he wanted to avoid embarrassing testimony that the defense might have presented to try to get a jury to spare his life.

"It is my hope that the survivors, the families & the people of South Carolina can find some peace in the fact that justice has been served," Gov. Nikki Haley tweeted.

The verdict came after days of emotional testimony from people who survived the shooting and witnessed the aftermath.

During closing arguments earlier in the day, Assistant U.S. Attorney Nathan Williams told jurors Roof waited until the Bible study group had its eyes closed for prayer before he opened fire.

Dylann Roof wanted the world to know he hated black people and thought they were criminals.

He thought about attacking drug dealers, but they might shoot back.

So, he told the FBI, he picked a historic black church in Charleston he had learned about online.

In a videotaped confession shown Friday during his death penalty trial, Roof laughed several times and made exaggerated gun motions as he recounted the massacre.

He explained that he wanted to leave at least one person alive to tell what happened and complained that his victims "complicated things" when they hid under tables.

Forty-five minutes into the interview, an FBI agent decided to tell him nine people died in the June 17, 2015, shootings at Emanuel African Methodist Episcopal Church.

"There wasn't even that many people in there," Roof said incredulously. "Are you lying to me?"

The blurry video made it hard to see his face. After being told the details, an agent asked how he felt.

"Well, it makes me feel bad," said Roof, who earlier in the confession estimated he might have killed five.

Roof's lawyers have conceded that he carried out the attack and are concentrating on convincing jurors to spare his life in the second phase of the trial.

Later Friday, Roof's handwritten journal was read aloud. It was full of dubious, offensive racial claims about blacks and Jews, from stories about African-Americans enjoying slavery to segregation keeping white people from being dragged down.

"How could our faces, skin color and body structure be so different, but our brains exactly the same?" Roof wrote.

His video confession came about 17 hours after the shooting. FBI agents drove to Shelby, North Carolina, where he was arrested. The plane that would take him back to Charleston was not going to arrive for a few hours. So FBI agent Michael Stansbury got permission to take a chance and interview him immediately.

It paid off. After reading Roof his rights and engaging in brief small talk, an agent asked Roof what he was doing on the night of the killings.

"I went to that church in Charleston and, uh, I did it," he said.

Roof said he wanted to kill black people because they rape white women daily. Agents asked why he chose Emanuel AME. He said online it was listed as the oldest black church in the South, and there probably would not be any white people there.

"I knew that would be a place to get a small amount of black people in one area," Roof said, later adding, "They're in church, they weren't criminals or anything."

Earlier testimony from survivor Felicia Sanders said Roof sat through the Bible study beside pastor Clementa Pinckney and opened fire as the rest of the group of 12 closed their eyes for a final prayer.

"I was sitting there thinking about whether I should do it or not. That's why I sat there for 15 minutes. I could have walked out," Roof said.

Church surveillance videos indicate Roof was actually inside for about 45 minutes.

Roof, as he has for much of the trial, hardly looked up as the confession played, mostly just shuffling papers in front of him.

He told FBI agents questioning him that he could never look at the families of the victims. And throughout the trial, he has not looked at the dozens of family members in the courtroom.

Roof meticulously prepared for the shootings. He carried eight magazines that could each hold 13 bullets. But he only loaded 11 bullets so he could shoot 88 times — a revered number among white supremacists, standing for Heil Hitler because H is the eighth letter of the alphabet.

In the confession, Roof said he left bullets in a magazine so that he could kill himself after the slayings but changed his mind when he didn't immediately see any police.

At one point, an agent asked if Roof thought about killing more blacks.

"Oh no. I was worn out," Roof said.

A crime scene technician testified that she found two handwritten notes in Roof's car — one to his mother and one to his father. He told his dad: "I love you and I am sorry. You were a good dad."

To his mother, he said: "As childish as it sounds, I wish I was in your arms."

Roof's mother suffered a heart attack while watching opening statements Wednesday. Her condition is unclear.

Roof said the killing of Trayvon Martin was a turning point in his life. Martin, a young unarmed black man, was killed by neighborhood watch volunteer George Zimmerman in 2012. Zimmerman was acquitted in the shooting. Roof said he started researching black crime against whites on the internet.

He told the agents he didn't talk about his racist beliefs with his friends or family.

"They probably won't agree with me — you know what I'm saying?"

South Carolina Gov. Nikki Haley is a "natural" and will deliver a "great" response to the State of the Union, House Speaker Paul Ryan said Monday.

Haley will respond to President Barack Obama's speech for the Republican Party on Tuesday, an honor bestowed on rising stars in the GOP. 

The high-profile event has been both a launching pad for careers and an opportunity for embarrassment, depending on how the politician performs.

But the recently minted House speaker told Jake Tapper on CNN's "The Lead" that he helped pick Haley because he believes the Indian-American governor, who is rumored as a contender for the vice presidential nominee, will knock it out of the park.

"I'm really excited about this," Ryan said. "If you want to hear an inclusive leader who's visionary, who's got a path for the future, who's brought people together, who's unified, it's Nikki Haley."

Ryan himself gave the response in 2011, a year before he was tapped to be the running mate of Mitt Romney in an unsuccessful bid to take the White House.

"Believe me, I understand the stakes can be high for a person doing this speech," Ryan said. "I think she's a natural."

He also divulged some of the advice he gave Haley, big and small.

"Put a cough drop in the corner of your mouth, it keeps you salivating so you don't go thirsty," Ryan said. Florida Sen. Marco Rubio famously had to awkwardly reach for water during his response in 2013.

But in seriousness, Ryan said he just told her to be herself.

S.C. Gov. Nikki Haley, coming off a year where she gained national attention for her handling of the Charleston church slayings, will deliver the Republican response to President Barack Obama’s State of the Union address on Jan. 12.

Haley is calling her nationally televised speech from Columbia an “address” rather than a “response,” as the political counterpoints have been called since they began in 1966. Haley is the first South Carolinian to deliver the State of the Union response.

“This is a time of great challenges for our country but also of great opportunities,” she said in a statement. “I intend to speak about both.”

The Lexington Republican, considered a possible vice presidential pick, is heading into the middle of her second term as governor of a state that holds the South’s first presidential primary.

The opposition party’s State of the Union response has played into presidential politics in recent years.

House Speaker Paul Ryan, R-Wis., gave the address a year before he was picked as Mitt Romney’s vice presidential running mate in 2012.

U.S. Sen. Marco Rubio, R-Fla., delivered the 2013 response to Obama and is running for the White House this year.

Haley, the daughter of Indian immigrants, has been called a rising star in the GOP since she became South Carolina’s first woman and first minority governor in 2011.

She gave a prime-time speech during the 2012 Republican National Convention.

Haley’s political stature has grown since this summer, when she successfully called for the removal of the Confederate battle flag from the State House grounds after a state senator and eight other parishioners were gunned down at Emanuel AME Church on June 17.

An avowed racist, who had posed with a rebel flag online, was charged in those killings, which shocked the nation.

In his last State of the Union, Obama plans to deliver what the White House has called a non-traditional address that will focus on the nation’s challenges, rather than push new initiatives.

During her tenure as the nation’s youngest governor, Haley has criticized Washington politicians and the Democratic-controlled White House for what she has called burdensome regulations and legal overreach.

Most recently, she has fought against settling Syrian refugees in South Carolina and opposed possible plans to move Guantanamo Bay detainees to a Navy brig outside Charleston, citing security concerns.

Haley also has refused to expand Medicaid under the federal health-care insurance law that was the signature piece of legislation passed under Obama.

Haley was chosen to give the GOP response by Ryan and Senate Majority Leader Mitch McConnell, R-Ky.

“Not only has Gov. Haley fought to bring opportunity and prosperity to the people of her state, but she’s also demonstrated how bringing people together can bring real results,” McConnell said in a statement. “Gov. Haley knows the American dream and wants to see every American share in it.”

The address likely will curtail any plans for Haley to travel to Arizona for the national college football championship game Monday night between Clemson University, her alma mater, and the University of Alabama.

Haley, a Clemson accounting graduate who often attends games at Memorial Stadium, traveled to Florida last week to watch the Tigers’ semifinal win over the University of Oklahoma.

Killing of man who allegedly pointed a replica firearm at officers in California is 1,000th entry in Guardian database tracking police killings this year.

The number of people killed by law enforcement in the US this year has reached 1,000 after officers in Oakland, California, shot dead a man who allegedly pointed a replica gun at them.

Authorities said several officers opened fire on the man on Sunday evening when he walked toward them as they towed away cars that had been used to perform so-called “sideshow” stunts in east Oakland. Officers discovered later that the gun was a replica, police said.

“Officers working sideshow approached by subject who pointed firearm in their direction,” the Oakland police department said on Twitter. “Officers fatally shot subject.” A spokeswoman said the department would investigate the shooting itself. The man’s name was not released.

Hundreds of cars had been involved in hours of chaotic sideshow stunts that shut down several intersections in Oakland from late on Saturday into the early hours of Sunday, according to police. 

One man was arrested and several shots were fired.

The man shot in Oakland became the 1,000th database entry in The Counted, an ongoing investigation by the Guardian to record every fatality caused by police and other law enforcement officers in 2015, to monitor the demographics of the people who died and detail how and why they were killed.

Sunday’s incident was the 883rd fatal shooting by a law enforcement officer so far in 2015, according to the Guardian’s records. Another 47 people died after being shocked with an officer’s Taser, 33 died after being struck by a law enforcement officer’s vehicle, and 36 were killed in custody. 

Another received a deadly blow to the head during a fight with an officer.

The shooting was also the 183rd death recorded in California, by far the greatest total of any state. Nine states, however, have recorded more deaths per capita, with Oklahoma having the highest rate.

The US government publishes no comprehensive record of people killed by law enforcement, even after a series of controversial deaths unleashed a national protest movement and demands from activists and lawmakers alike for better data on the subject.

An analysis of the statistics collected so far found the rate of deaths currently stands at 3.1 per day. This rate has remained relatively steady throughout the year, peaking through the month of March to a daily rate of almost four and dipping to an average of 2.6 through June.

The Counted was launched on 1 June, logging 464 deaths in the year to that point. 

At that time 102 or 22% of those killed had been unarmed. This proportion has since fallen slightly to 20% or 198 of the total 1,000. In 59 deaths, however, it remains unclear whether the suspect was armed.

As of 1 June, black Americans were more than twice as likely to be unarmed as white Americans when killed by police. At that point 32% of the 135 black people killed by police had been unarmed, compared with 15% of the 234 white people. This disparity has since shrunk, with 26% of the 248 black people and 18% of 490 white people being recorded as unarmed.

Brittany Packnett, a member of Barack Obama’s taskforce on 21st century policing and a founder of the Campaign Zero movement that lobbies to curb the levels of police violence in America, said the milestone should be met with “sadness, but not deep shock”.

“Black folks like me have known for a long time that the police do not always represent safety for us and that an encounter could be deadly,” said Packnett. “But having these statistics that add to our personal stories should continue to move everyone towards wanting to having a part in correcting this.”

Obama’s taskforce, convened after unrest in Ferguson, followed the decision not to prosecute the white officer who shot dead Michael Brown, an unarmed black 18-year-old, and made the collection of more reliable data on the number of police killings in the US one of its central recommendations.

FBI director James Comey said earlier this year that it was “ridiculous and embarrassing” that the Guardian and a separate project by the Washington Post had better information than the federal government about deaths at the hands of law enforcement officers.

The Department of Justice is trialling a new program, which resembles The Counted, to proactively collect data on killings by police. Currently, the FBI records the number of “justifiable homicides” reported to the bureau voluntarily by police departments that choose to participate.

Packnett said that while the government was “still in the beginning stages” of instigating that process, campaigners realised “it’s not enough just to talk about police involved shootings”.

“We have to talk about in custody deaths, we have to talk about non-lethal police violence, we need to talk about particularly vulnerable communities like children and the LGBTQ community,” Packnett said.

“We have to track it all, and we have to track it knowing that stronger, more comprehensive data can better lead us to the place of building solutions.”
