With Homeland Security Secretary John Kelly being tapped as President Donald Trump's new White House chief of staff, leadership of the agency responsible for protecting the nation at home will fall to Elaine Duke, the deputy secretary.

According to the Department of Homeland Security, Kelly will remain the secretary until Monday, and then Duke will take over in an acting capacity.

The longtime veteran of government brings an expertise in business management and government acquisition to the role, with many of her past positions focused on the operational side of the bureaucracy.

Duke was sworn in as deputy secretary in April after a seven-year stint in the private sector. She was confirmed by the Senate on an overwhelmingly bipartisan vote, 85-14.

"I am grateful to have this opportunity to further mature the Department and continue improving its efficiency and effectiveness," Duke testified at her confirmation hearing for the deputy position. "If confirmed, I promise to lead DHS in enforcing the law with respect and integrity. I will be honest in my assessments and recommendations, and relentless in pursuing excellence. Such commitments are critical at this juncture in homeland security."

Since taking office, Duke has taken a lead role in many of the agency's priorities, including an effort to increase security on large electronics in carry-ons on airplanes traveling to the US.

A public servant for nearly three decades, Duke spent the last eight years of her tenure with government at DHS, serving in a Senate-confirmed position as undersecretary for management from 2008 to 2010.

After working at DHS, she worked as the principal of Elaine Duke & Associates, described in her DHS bio as an acquisition and business consulting firm.

During her tenure at DHS, Duke worked in management and as chief procurement officer. She also worked in acquisition at the Transportation Security Administration.

She took on that role less than a year after the September 11 attacks, according to an older speaker's biography.

Duke also worked at the Department of Defense before she arrived at DHS.

She went to New Hampshire College for her undergraduate degree in business and received an MBA from Chaminade University of Honolulu.

According to DHS, she has received many honors during her public service career, including the Presidential Meritorious Rank Award, the DHS Secretary's Medal, the TSA Silver Medal for Customer Service, the Department of the Army Commander's Award for Public Service, and the Coast Guard's Distinguished Public Service Medal.

Duke is married and has two sons, according to her Senate testimony.

A Mexican man was sentenced to two years and 10 months in prison on Wednesday for providing fake documents to undocumented workers and others in the Carolinas and Georgia.

Humberto Ginez-Edmundo, 27, charged $130 to $600 for the fake Social Security cards, state identification cards, driver’s licenses and permanent residence cards he produced beginning in November 2015, court records show.

Ginez-Edmundo was convicted of fraudulent identification document conspiracy and aggravated identity theft.

Chief U.S. District Judge Frank Whitney sentenced him in federal court in Charlotte.

Ginez-Edmundo will face deportation proceedings after serving his sentence, the U.S. Attorney’s Office in Charlotte said.

U.S. Immigration and Customs Enforcement Homeland Security Investigations led the investigation into the fake documents Ginez-Edmundo produced and sold.

U.S. Army says 12 dead, 31 injured at Fort Hood


At least one U.S. soldier opened fire Thursday at Fort Hood, Texas, killing 12 people and wounding 31 others, military officials said.

One gunman was shot to death, and two other soldiers were in custody, Lt. Gen. Bob Cone told reporters. It was not immediately known whether the victims were all soldiers or civilians, but Cone said at least one of those killed was a civilian police officer and NBC affiliate KCEN-TV of Waco reported that at least four SWAT officers were among those wounded.

Fort Hood, one of the largest military complexes in the world, was on lockdown, as were schools in the area.

Cone gave no further details on the dead gunman. A senior administration official told NBC News analyst Roger Cressey that one of the suspects who was in custody was an Army major.

The official said the shootings could have been a criminal matter rather than a terrorism-related attack and that there was no intelligence to suggest a plot against Fort Hood.

Shootings at two sites

A spokesman for Fort Hood said the shootings took place at two locations around 1:30 p.m.: the Soldiers Readiness Processing Center and Howze Theater.

The spokesman, Sgt. Major Jamie Posten, said processing center was where soldiers “cycle through as they prepare to deploy.” That complex is on the West side of post, off Battalion Avenue.

Greg Schannep, an aide to Rep. John Carter, R-Texas, who was on the post to attend a graduation service, told the Austin American-Statesman that a soldier with blood on his uniform ran past him and said a man was shooting.

Agents of the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives were on their way to the post, federal officials said.

Fort Hood is adjacent to Killeen, about 60 miles northeast of Austin. The sprawling complex is home to at least 4,929 active-duty officers and 45,414 enlisted. Civilian employees total nearly 9,000.

The Temple Independent School District was on a “soft” lockdown. Parents were asked to pick their children up at the normal times, although they could experience delays.

A spokesman for the Army, Lt. Col. Lee M. Packnett, said he was unaware whether security measures were put in place at other military bases. A spokesman at Fort Lewis, Wash., said the incident was being treated as isolated.

President Barack Obama was briefed on the shootings, press secretary Robert Gibbs said.

Homeland Security spokeswoman Sara Kuban said officials from several federal agencies are still collecting information on the shootings. "Because this is early in this event, we cannot at this time confirm motives behind these shootings," she said.

Sen. Kay Bailey Hutchinson, R-Texas, said in a statement: “I am shocked and saddened by today’s outburst of violence at Fort Hood that has cost seven of our brave service members their lives and has gravely injured others. My heart goes out to their loved ones.”

Texas Gov. Rick Perry’s campaign spokesperson said the governor was in Denton, scheduled to attend a campaign event, when word of the shooting occurred. There was no word on whether he had left Denton or whether he was headed to Fort Hood.

Milly Land, who works at the base fitness center, said she was headed for the graduation ceremony at 2 p.m. at the Howze Theater when the campus was locked down. She went back to the fitness center. She said she spoke by phone with friends at the soldier processing center, who said a gunman walked in about 1:30, walked to the medical area of the processing center, and started shooting. A second gunman was shooting at the theater next door, she said.

Fort Hood has seen other violence in recent years. In September 2008, a 21-year-old 1st Cavalry Division soldier shot his lieutenant to death and then killed himself. Spc. Jody Michael Wirawan of Eagle River, Alaska, shot himself to death after shooting 1st Lt. Robert Bartlett Fletcher, 24, of Jensen Beach, Fla. to death.

Obama Admin. Ponders Idea Of Creating Terror Interrogation Unit

WASHINGTON — The Obama administration is considering creating a special unit of professional interrogators to handle high-value terror suspects, a government official said Saturday.

The recommendation is expected from a government task force on interrogation methods that plans to send some of its findings to the White House on Tuesday.

The official said the panel has concluded that the unit of intelligence and law enforcement agencies should be created. Also, the official said the task force is unsure which agencies should have a role, though the CIA and FBI are expected to be important players.

The official was not authorized to publicly discuss the task force's work and spoke on condition of anonymity.

Ben LaBolt, a White House spokesman, said President Barack Obama "has not reviewed the recommendations of the task force." The spokesman declined to discuss any findings.

The recommendation to create the unit was first reported in Saturday's Wall Street Journal.

The official said the unit's primary purpose would be intelligence-gathering, rather than building criminal cases for prosecution. The structure would depart significantly from such work under the Bush administration, when the CIA had the lead and sometimes exclusive role in questioning al-Qaida suspects.

The task force has not reached a conclusion as to which agency should lead the unit or where it should be based.

Obama signed executive orders when he took office in January calling for government task forces to recommend future policies for interrogating and detaining suspected terrorists. The deadline for those recommendations is Tuesday, but the work will now take more time.

Congress Asked To Investigate Racism In The U.S. Military.....Is "Army Of One" A Myth? (Race In America)

WASHINGTON - One of the country's main monitors of hate groups asked Congress Friday to investigate possible racial extremism in the military, after finding U.S. Service Members participating in a social networking site advertised as being for white people only.

Researchers from the Southern Poverty Law Center, based in Montgomery, Ala., identified about 40 personal profiles of people who list the military as their occupation on the Web site New Saxon, according to the group's founder, Morris Dees.

The site, run by the Detroit-based National Socialist Movement, describes itself as an "online community for whites by whites." He said some of the participants are wearing military uniforms in profile photos, although it was not possible to verify whether any of them are actually serving in the armed forces.

Examples that Dees cited from the Web page include:

* A person claiming to be in Iraq, who writes that he "hate(s) illegal immigrants with a passion and feel(s) every true red-blooded, white American should do whatever it takes to stop the foreign invasion."

* One who said he was serving in Afghanistan lists as his favorite book, "The Turner Diaries." The novel is a favorite of white supremacists.

"We urge your committees to investigate the threat posed by racial extremists who may be serving in the military to ensure that our armed forces are not inadvertently training future domestic terrorists," Dees wrote in a letter addressed to four congressional committee chairmen.

Dees said existing Pentagon regulations that prohibit active participation in extremists groups should be strengthened further.

Pentagon: Current policy is adequate

Lt. Col. Les' A. Melnyk, a Pentagon spokesman, said in an e-mail that current policy is believed to be sufficient. Under it, military personnel "must reject" participation in organizations that espouse supremacist causes.

"We believe the policy ... is broad and inclusive in its definition of 'active participation,' and encourages commanders to pursue and weed out service members who actively participate in these types of groups," Melnyk said.

Jeff Schoep, commander of the National Socialist Movement, said there are members of the military who participate on the site, but not all are members of his organization. He could not say how many there are.

When violent material is found on the site, Schoep said, it is removed and the offender faces losing future privileges.

He said there are more "racialists" in the military now, but those who are members of his organization are advised not to recruit others.

"If they just mind their P's and Q's in there, and are good soldiers and do their jobs, then they have every right to be there just like anybody else," Schoep said.

Julie Ziegenhorn, a Pentagon spokeswoman, said in an e-mail that as a matter of policy the Department of Defense doesn't block or prohibit access to Web sites on the basis of content. But she said commanders in the field have the option to block access on government computers to sites they deem inappropriate.
