The casualties will be worse when jihadists acquire WMD.

There aren’t many Christians left in Pakistan, but that’s still too many for the Taliban. A splinter group of the Pakistani faction of the Islamist terror group claimed responsibility for a suicide bomb attack on Christians celebrating in a park in Lahore on Easter Sunday.

At least 65 people, mostly women and children, were killed and more than 300 others were injured as the terrorists targeted a children’s park in Pakistan’s most cosmopolitan city. “Members of the Christian community who were celebrating Easter today were our prime target,” said a Taliban spokesman who called NBC News from the safety of an undisclosed location.

Islamist attacks on Christians during religious holidays is becoming routine, as the jihadists strive for maximum political impact. 

While Europe tries to find and break up jihadist networks after last week’s bombing in Brussels, the Pakistan murders are a reminder that the jihadists are killing even more people in Muslim-majority countries. The victims are Muslims and Christians.

Mass-casualty terrorism has become an almost daily occurrence, and there’s a danger that the world will become inured to it as a new normal. That is dangerous. 

A terror group that targets women and children without remorse wouldn’t hesitate to kill tens of thousands, even millions, if it can acquire the means.

**** Clinton Backs Obama's Gitmo Plan

Hillary Clinton is supporting President Obama's plan for closing the military prison at Guantanamo Bay, saying the move would "be a sign of strength and resolve."

"I support President Obama’s plan today to close the detention facility at Guantanamo Bay and finally close the door on this chapter of our history," she said in a Tuesday statement.

"Over the years, Guantanamo has inspired more terrorists than it has imprisoned. It has not strengthened our national security; it has damaged it."

Closing Guantanamo was one of Obama's earliest campaign promises in 2008, but Congress has blocked his efforts.

The president submitted a final plan to Congress to close the facility on Tuesday. But it was meet by immediate opposition from Republicans, who called it dead on arrival.

The Obama administration's plan would move detainees eligible for transfer to other countries. Other detainees would face prosecution. But the plans also call for moving between 30 to 60 detainees not eligible for those options to the United States.

The administration said the plan could cost up to $425 million, but would save more than $65 million per year in the long run. 

Clinton's statement came hours after her presidential rivals reacted to the proposal.

Her Democratic rival Bernie Sanders also backed Obama's plan while also delivering a shot at Clinton.

"Sanders was one of only three senators to vote in 2007 against barring the transfer of Guantanamo detainees to America," his statement read. "Then-Sen. Hillary Clinton voted for the amendment that kept the prison open."

That 2007 measure was a "sense of the Senate" vote that specifically warned against releasing Guantanamo prisoners "into American society" or "facilities in American communities and neighborhoods."

Clinton's statement didn't respond to Sanders, but touted her own history of pushing to close the facility. It notes that she cosponsored legislation to do so and highlights her work as secretary of State to resettle Guantanamo prisoners.

**** Obama Takes Last Chance To Close Guantanamo Bay

Keeping the U.S. military prison at Guantanamo Bay open is "contrary to our values," President Obama said Tuesday, as he released a plan that examined 13 potential sites for transferring the suspected terrorists but did not propose any specific location.

His plan sets up a last-year confrontation with Congress about a campaign promise made eight years ago. Terrorists use Guantanamo as propaganda to recruit, and maintaining it harms U.S. national security, he said.

The plan has three elements beyond closing the prison, Obama said. 

More detainees will be safely transferred, reviewing the threat posed by detainees who are not eligible for transfer, and identifying those eligible for military trials.

“This plan has my full support," Obama said.

Obama said closing Guantanamo was something his Republican predecessor, George W. Bush, supported, as did his 2008 Republican challenge, Sen. John McCain of Arizona. Since then, however, the politics have got in the way, he said.

Obama said he was "very clear-eyed" about the challenges of closing Guantanamo. "If it were easy it would have happened years ago," he said.

McCain, who now chairs the Armed Services Committee, called the plan flimsy and said his committee would hold hearings on it soon.

“What we received today is a vague menu of options, not a credible plan for closing Guantanamo, let alone a coherent policy to deal with future terrorist detainees,” McCain said in a statement. “After years of rhetoric, the president has still yet to say how and where he will house both current and future detainees, including those his administration has deemed as too dangerous to release.”

McCain said Obama had missed “a major chance to convince the Congress and the American people that he has a responsible plan to close the Guantanamo Bay detention facility.”

The plan does not indicate the prisons in the United States under consideration to transfer detainees, Pentagon press secretary Peter Cook said in a statement.

“The administration seeks an active dialogue with Congress on this issue and looks forward to working with Congress to identify the most appropriate location as soon as possible,” Cook said.

The report looked at existing facilities in South Carolina, Kansas and Colorado, as well as new facilities at unnamed military bases across the country.

It would cost $290 million to $475 million for the Department of Defense to renovate an existing state or federal prison, which would be dedicated to holding only Defense detainees, the official said. But the Pentagon estimates it could save $65 million to $85 million a year, recouping the one-time costs in about five years, though the official said the numbers are "somewhat rough and notional” because Congress has not appropriated the money necessary to do a complete site assessment.

White House Press Secretary Josh Earnest said Monday that the Pentagon report "will make a compelling case that closing the prison is clearly in our national security interest, but also will reflect the need for the United States government to be a good steward of taxpayer dollars."

There are 91 detainees remaining in the prison; each one costs about $4 million per year.

"There is far too much money that is spent to operate that prison when there are more cost-effective alternatives available. And we certainly would like to work with the Congress to make those alternatives a reality because we know that those alternatives don't weaken our national security. In fact, they strengthen it. They enhance it," Earnest said. "And it would take away — by closing the prison at Guantanamo Bay — a chief recruiting tool that we know is used by terrorist organizations about the world."

The plan, released Tuesday morning, anticipates that a "limited number" of detainees will not be eligible for transfer to other countries

"For these detainees, the administration intends to work with the Congress to relocate them from the Guantanamo Bay detention facility to an appropriate site in the continental United States while continuing to identify other appropriate and lawful dispositions," the plan says.

Guantanamo Bay, located on the eastern edge of Cuba, has housed prisoners taken captive in war on terror since 2002. Since it exists on a base on Cuban soil but held by the United States under a 113-year-old lease, the prisoners are in what some human rights organizations call a "legal black hole."

But transferring them to U.S. soil would not necessarily change their legal status. A previous legal opinion from the Pentagon found that the 2001 legislation authorizing the global war on terror allows them to be held as combatants as long as hostilities remain.

There were 242 detainees still in the Guantanamo Bay prison when Obama took office in 2009, down from a high of almost 700. That number has dwindled over the years as the Pentagon has transferred lower-risk detainees to other countries — meaning that the prisoners who remain tend to be considered higher security risks.

Of the 91 detainees remaining, 35 are eligible to be transferred to other countries as long as those countries can demonstrate that they can hold the prisoners without risk. Another 10 await trial by a military court, and 46 are still being evaluated.

Current law prohibits the president from transferring the Guantanamo Bay detainees to U.S. soil, where there are only a handful of maximum-security prisons deemed appropriate to house them. Congress also added a provision to the defense policy bill signed by Obama last year requiring the administration to put forward a plan for transferring the remaining detainees to prisons in the United States.

House Speaker Paul Ryan dismissed the plan, saying it did not make a convincing case that moving detainees to the United States was "smart or safe." The plan did not provide details required by law about the cost and location of the U.S. prison.

"Congress has left no room for confusion," Ryan said in a statement. "It is against the law — and it will stay against the law — to transfer terrorist detainees to American soil. We will not jeopardize our national security over a campaign promise.”

Rep. Nancy Pelosi of California, the top Democrat in the House, called the administration's proposal a "strong, detailed plan" to close Guantanamo.

“The reality is Guantanamo hurts, rather than advances our efforts to keep America safe and combat terrorism abroad," Pelosi said in a statement. "Closing the detention facility at Guantanamo will strengthen our national security and affirm our values and laws. It is disappointing that Republicans have worked to prevent the long-overdue closure of the Guantanamo facility."

In fact BLACK citizens who travel are frequently treated as if they are HOMELESS people seeking Shelter.

However rarely does TSA Personnel, Airport Security,  Train Station Security and Bus Station Security Personnel question WHITE Travelers or request to see their Traveling documents until they are actually Boarding.

It's quite obvious that this extreme PROFILING and Disdain towards BLACK citizens who travel is a result of Pres OBAMA'S Racially-divisive POLICIES.

~ Reps. Black, Flores Introduce Bill to Reverse Discriminatory TSA Policy Ahead of Holiday Travel Season

Congressman Diane Black (R-TN-06) and Congressman Bill Flores (R-TX-17) have introduced H.R. 4026, the Nondiscriminatory Transportation Screening Act.

The legislation would allow Americans to use gun license permits as permissible identification for Transportation Security Administration (TSA) purposes while maintaining strong protections for gun owners’ privacy rights and prohibiting government tracking of individuals who choose to present this identification at airport screenings.

The bill comes ahead of the 2015 Thanksgiving holiday season, where 25 million Americans are expected to board flights to travel destinations throughout the country.

Currently, the TSA explicitly bans the use of handgun licenses at airport checkpoints, despite the fact that these licenses meet all criteria for “verifying identity documents” under current law. Black and Flores released the following statements:

“We all understand the need for stringent security standards at our nation’s airports, but there must also be a place for commonsense.

It is mind-boggling that the TSA has reportedly accepted Costco membership cards at airport screenings, yet its website expressly prohibits the use of handgun carry permits. 

Why the double standard?

Handgun licenses are a government-issued form of identification and no one has given me a valid reason why they cannot be accepted at TSA checkpoints.

Americans who exercise their Second Amendment freedoms have bared the brunt of much hostility from this Administration over the last seven years.

As a handgun carry permit holder myself, I believe this should be a simple, bipartisan step we can take to stop the government’s marginalization of gun-owners and alleviate confusion for millions of American travelers this holiday season,” said Congressman Diane Black.

“As travel continues to be a vital piece of our nation’s economy, TSA should accept approved government issued concealed handgun licenses as a valid form of identification.

The requirements to obtain a concealed license are similar and often times stricter than that of obtaining a standard ID card. Earlier this year, the Texas House of Representatives overwhelmingly passed a bipartisan resolution petitioning Congress to allow the TSA to accept concealed handgun licenses.

Concealed handgun licenses contain all of the identifying information required by the TSA. 

It is time they recognize these licenses as acceptable forms of identification.

The Nondiscriminatory Transportation Screening Act provides a commonsense approach for the TSA to update its policies on permissible verifying documents,” said Congressman Bill Flores.

~ Obama: Forget About ‘Destroying’ ISIS, We Just Need to ‘Contain’ Them

The president used to talk tough about wiping out the terror army. Not any more.
A year ago, President Barack Obama talked a big talk when it came to the so-called Islamic State, declaring that the United States and its allies would “degrade and ultimately destroy” the group that had seized large territories in Iraq and Syria.

But this week, even with the victory in the northern Iraqi town of Sinjar and the news that ISIS’s most famous executioner Mohammed Emwazi—best known as “Jihadi John”—was likely killed in a U.S. drone strike, Obama struck a very different tone.

Gone were the buzzwords “defeat” and “destroy.” Instead, Obama said the U.S. strategy had always been to “contain” the group, a subtle shift in language, and another indication that progress against the group has been far more difficult to achieve than originally envisioned.

“From the start, our goal has been first to contain them, and we have contained them,” Obama told ABC News’s George Stephanopoulos in a Thursday afternoon interview that took place before the strike against Emwazi.

But when Obama first told the American public a year ago about his strategy, he said it was to “degrade and ultimately destroy” ISIS.

In that speech, Obama acknowledged that it would take time to defeat ISIS, but the conditions he described on Thursday conveyed a fight that could take more than a generation to resolve.

“Until we get the Syrian political situation resolved and until Assad is no longer a lightning rod for Sunnis in Syria, and that entire region is no longer a proxy war for Shia-Sunni conflict, we are going to continue to have problems,” Obama said.

In the meantime, the ISIS threat will have to be contained, he said.

“We have indeed gone from ‘degrade and destroy’ to what is effectively a containment strategy,” said Faysal Itani of the Atlantic Council. “I believe this reflects the president’s assessment that destroying ISIS outright is either impossible at present, or would carry unacceptable political and military costs and risks.”

Itani said it’s difficult to gauge whether Obama “has always believed this and is now merely bringing his rhetoric in line with his belief, or whether he genuinely expected the anti-ISIS effort to go better than it has and was forced to abandon the ‘degrade and destroy’ mission.”

Compared to the momentum ISIS had in June 2014, when it rolled into Mosul, easily capturing Iraq’s second-largest city, and threatening to do the same in Baghdad and Erbil, the group can be seen as largely “contained,” at least in Iraq.

But Obama’s assertion Thursday that ISIS has not gained ground in Iraq overlooks the important capture of Ramadi, which ISIS took in May.

And while it’s no longer marching on Baghdad, ISIS has managed to hang on to most of its key territory in Iraq, and the U.S. and Iraqi forces have had to indefinitely delay the crucial battle to retake Mosul, an offensive originally forecasted to take place last spring.

Meanwhile, in Syria, the group has faced setbacks—most famously being driven out of the border town of Kobani—but it has also managed to expand its control, taking new towns in central Syria.

But, Obama does not think the group is gaining strength.

Tuesday morning the Family of KAYLA JEAN MUELLER of Prescott, Arizona and Pres OBAMA confirmed her Death.

26-year-old KAYLA was taken captive by ISIL members in August of 2013, while employed as a U.S. Aid Worker in SYRIA to help Syrian Refugees.

Last week ISIL leaders claimed KAYLA was recently Killed during Airstrikes fired by the Jordanian Military.

However I along with many other American citizens believe ISIL's version of Kayla's Death is just more Terrorist PROPAGANDA and that Kayla was most likely Murdered Months ago by ISIL members.

Considering the fact she was a Young, WHITE Woman, ISIL leaders probably Raped her and passed her around.

I know this sounds terrible but one can only imagine the Physical, Emotional & Mental Atrocities Kayla Suffered before being Murdered.

The public needs to know just how BRUTAL the members of ISIL really are.
Even to WOMEN!

I realize a letter that a former French Captor released to the Media supposedly written by KAYLA, claims She was NOT Harmed while in captivity but I don't believe it.

#2) Many of the Enlisted U.S. Military Troops who will be Sacrificed to ISIL will be BLACK & LATINO Enlisted Soldiers and BLACK & LATINO Commissioned Officers.

I doubt seriously if any Enlisted U.S. Military Troops Killed by ISIL will come from the branches of the NAVY or AIR FORCE.

Why??

Because the Majority of all NAVY & AIR FORCE members are WHITE.

I did NOT say there are NO BLACK & LATINO members serving in the NAVY or AIR FORCE.

I stated the Majority of all NAVY & AIR FORCE members serving in those branches are indeed WHITE.

While the Majority of all ARMY & MARINE members are BLACK and LATINO.

Holder: Unfair To Blame Greg Craig For Gitmo Failures


Attorney General Eric Holder said Friday that he was surprised by the resignation of White House Counsel Greg Craig and believes Craig has been unfairly blamed for the administration's difficulties in closing the prison base at Guantanamo Bay.

Briefing reporters at the Department of Justice, Holder called Craig a "great lawyer" who had "contributed in a significant way to the success of this administration." On the issue of shutting down Gitmo -- a project that Craig spearheaded within the administration, but which has stalled in Congress -- the AG insisted that it was wrong to scapegoat one person.

"Greg is a friend of mine," he said, "and those who have tried to place on him, I think, an unfair proportion of the blame as to why things have not proceeded, perhaps as we've wanted, with respect to Guantanamo, that is simply unfair."

Craig's departure from the White House on Friday was long anticipated. Inside the administration, there was a growing frustration over what aides considered a botched political process, which was Craig's responsibility. Those who know Craig personally, meanwhile, say he felt increasingly frustrated with his role within the administration. He had, initially, wanted to be part of the White House's foreign policy apparatus.

The push to close Guantanamo has met various pitfalls since it became a stated administrative objective, with Congress balking at the prospect of bringing detainees to domestic prison facilities. And now, it is widely assumed that the one-year deadline for shutting the detention center will be missed.

"I think it is going to be difficult to close that facility by January the 22nd," Holder told reporters on Friday. "There are a number of things that I think are most problematic."





Greg Craig: "I still think we were right"


Greg Craig said Friday that he was not asked to step down as White House counsel and that his decision was unrelated to the difficulties in closing Guantanamo Bay prison or other policy issues.

While defending the administration’s handling of Guantanamo, including the setting of an “ambitious” deadline, he suggested that he was surprised by the opposition that erupted over closing the facility and relocating the detainees.

In an interview with POLITICO, Craig said, “I was under the impression — based on President Bush’s statements, Sen. [John] McCain’s statements and the statements of many others, Republicans as well as Democrats — that there was a strong bipartisan consensus in support of closing down Guantanamo.

“There obviously has been more opposition in the Congress than those statements would have suggested. At least some of that opposition has been motivated by partisan politics, as Republicans believe that they have an issue on which to attack the president,” he said.

Craig said he still thought the original January deadline for closing Guantanamo was the right call.

“During his campaign for the presidency, President Obama promised that he would close Guantanamo. He made that promise because he believed then — and still believes today — that Guantanamo has damaged and continues to do damage to our national security,” he said. “We all knew that it would be difficult and challenging. We all knew that the one-year deadline was ambitious. We all believed such a deadline was necessary to force action and to make progress. I still think we were right.”

“I am not resigning because of anything to do with Guantanamo. I promised him a year…. And I have given him that year and more.

“I also promised to help him launch his presidency. Starting with the executive orders that he issued the first week of his term, I — and the legal team that we put together — have done that. We have performed a series of important tasks for the president that brought his administration together so that we could make progress on a number of really tough issues. And I think we have helped make this very difficult year a much better one, both for him and for the country. We are very proud of our record, and I am confident that this amazing legal team will continue to serve the president and the new White House counsel with distinction.”

Obama on Friday named Robert Bauer to replace Craig. Bauer is a longtime Democratic election lawyer who also has served as Obama’s personal lawyer.

In the interview, Craig said he could “think of many ways in hindsight that I could have better served the president” but declined to be more specific. “It is probably something that can be said about any human endeavor. One should always try to learn lessons from experience. All I can say for myself and my team is that we tried to do our best all the time,” he said.

Craig said he had no idea how word got out weeks ago that he would be resigning. “In September, I began discussing with a very small group of people — three in number — whether I would stay on beyond January 2010. That group included the president. I do not believe those with whom I had these discussions were responsible for the leaks.”

Asked what he would do now, Craig said, “I plan to take a break and then return to private practice.”






White House counsel Craig resigns


As expected, the Obama administration announced White House Counsel Greg Craig's resignation this morning.

"I want to tell you how proud I am of all that your legal team has accomplished on your behalf and in support of your agenda since your Inauguration," Craig writes in a resignation letter to Obama the White House released. Craig said that he plans to return to private practice January 3rd.

“Greg Craig is a close friend and trusted advisor who tackled many tough challenges as White House Counsel,” Obama said in a statement. “Because of Greg’s leadership, we have confirmed the first Latina justice on the Supreme Court, set the toughest ethics standards for any administration in history, and ensured that we are keeping the nation secure in a manner that is consistent with our laws and our values. I’m indebted to Greg not only for leading the Counsel’s office but for his many decades of service to this country as well. He has been a huge asset in the White House, and he will be missed. I will continue to call on him for advice in the years ahead.”

Some in the human rights community consider Craig something of an Obama administration fall guy for the legal mess the Obama administration inherited from the Bush administration on terrorism and Guantanamo Bay. The Obama administration failed to head off Congressional opposition to the prospect of moving terrorism suspects to U.S. soil, when it announced its decision shortly after taking office to try to close Guantanamo Bay in one year.

“The president campaigned on closing Guantanamo and bringing national security strategy back in line with our values, and Greg helped operationalize that from day one, in the executive orders on torture and Guanatanamo," said Human Rights First's Elisa Massimino. "Without his pushing the president’s agenda forward, bureaucratic inertia would have taken hold, just as it did in the last administration, and we would be no closer to the finish line than we were 10 months ago.”

FBI Agents Arrest Denver Suspect Allegedly Involved In US Terror Plot

Suspect in terror plot arrested at Colorado home

AURORA, Colorado — FBI agents late Saturday arrested Najibullah Zazi, a 24-year-old Colorado resident and Afghan national suspected in an alleged terrorist plot in the United States.

Zazi and his father, Muhammad Zazi, were handcuffed without incident as authorities raided Zazi’s home in the Denver suburb of Aurora, CNN’s Jim Spellman reported from the scene.

Earlier in the day, Najibullah Zazi, who has been questioned for the past three days by federal investigators, declined to attend a fourth day of interviews, his attorney’s publicist said.

Zazi has admitted to having ties to al Qaeda, an administration official familiar with the matter told CNN Friday. Either a plea deal or charges are possible for Zazi, the official said.

The nature of the charges was not immediately clear late Saturday.

The alleged terrorist plot, which came to light this week after raids in New York, may have been targeting a major transportation center, like a large railroad or subway station, sources close to the investigation told CNN on Thursday.

There were plans for an attack, presumably in the New York area, where crowds are large and security screening for nonairport travelers is lax, the sources said.

Two sources familiar with the investigation said that Zazi had video of New York’s Grand Central Terminal, a massive junction of rail and subway lines, as well as shops and restaurants, which see an average of more than a half million visitors per day.

A former counterterrorism official said backpacks, computers and maps were found during searches in the New York City borough of Queens, and field tests turned up positive for explosives. But such tests often yield false positives, and the former official was unaware whether more definitive test results had been obtained.

On Wednesday, federal agents searched Zazi’s apartment in Denver and another home in the same Denver suburb in connection with the investigation.

A law enforcement official told CNN that diagrams showing how to make bombs were found on the computer that Zazi had with him when he was stopped in New York during a recent visit. But his lawyer, Arthur Folsom, denied that was true.

“There’s no diagram of a bomb; there’s no information like that,” Folsom told reporters Thursday as he accompanied his client to his second meeting with federal agents. Had that been the case, he asked, “Do you really think the FBI would have allowed us to walk out of here last night?”

Zazi has no ties to terrorism, Folsom said.

He suggested that Zazi may have drawn investigators’ attention “because he stayed at a house owned by an old friend of his who was under observation from the FBI.”

Folsom said Zazi stayed in an apartment that was raided after he had driven from Denver to New York on business. Sources close to the investigation told CNN that the Queens raids were spurred by a confluence of events in the city — including the upcoming U.N. General Assembly session and President Barack Obama’s Wall Street speech on Monday.

Law enforcement sources with knowledge of the investigation said the Colorado searches were part of a probe that began with Zazi and led to New York.

The case began with a tip from a New York police informant and led to FBI wiretaps to develop the case, the former counterterrorism official said.

Agents launched the raids after police stopped Zazi on the George Washington Bridge during a recent visit to New York City, raising concerns that he would figure out he was under surveillance, the former official told CNN.

FBI Director Robert Mueller told a Senate committee Wednesday that he did not think the investigation had revealed any “imminent danger.”

Resources devoted to the investigation include the placement of a hostage rescue team in New York for possible raids and the deployment of resources to the Denver area in Colorado, where another phase of the probe is taking place, the sources said.

DENVER - A man under investigation in a terrorism probe in New York and Colorado did not report for a fourth day of FBI questioning Saturday so he could spend a much-needed day with his attorney, the attorney's spokeswoman said.

Najibullah Zazi had been scheduled to go to the Federal Building in Denver on Saturday. But Wendy Aiello, a spokeswoman for Zazi's defense team, told The Associated Press that Zazi and his attorney contacted the FBI to cancel the meeting.

"They are meeting as client and attorney to review the case and the entire situation," Aiello said. "Further meetings with the FBI are not being ruled out."

"I do know that Mr. Zazi is very tired," she added.

The FBI had no immediate comment.

Zazi, a 24-year-old airport shuttle driver, insists he is not involved in terrorism and has no links to al-Qaida. He is not under arrest.

He completed a third day of questioning Friday and was allowed to return to his suburban Denver apartment.

"The Denver FBI office has been very professional and courteous to Mr. Zazi and his family, and Mr. Zazi has cooperated fully with the Denver FBI office," Aiello said.

Zazi's defense team denied reports that Zazi is considering a plea deal related to terror charges, and Zazi's attorney, Arthur Folsom, has dismissed as "rumor" remarks by a senior U.S. intelligence official in Washington that Zazi played a crucial role in an intended terrorist attack.

The official told the AP on Friday that Zazi has indicated he is directly linked with al-Qaida. The official, who spoke on condition of anonymity in order to discuss intelligence matters, said it was not immediately clear what the targets of the plot were.

The official said the plot was being directed from outside the United States.

"Absolutely no way. It's a rumor," Folsom said Friday.

The FBI has searched Zazi's apartment and his uncle and aunt's home in suburban Denver. Authorities have not said what they found and have made no public statements on the investigation.

FBI working this case around the clock

Another official familiar with the investigation told the AP on Thursday that agents have been monitoring Zazi and four others in Colorado as part of a terrorism investigation.

U.S. Attorney General Eric Holder said Friday that the FBI was "working this case around the clock" in New York, Denver and other parts of the country but that there was no imminent threat.

Authorities say Zazi rented a car and drove from Denver to New York, crossing into Manhattan on Sept. 10. Zazi said he went to New York to resolve some issues with a coffee cart he owns in Manhattan.

On Monday, FBI agents and police officers with search warrants seeking bomb materials searched three apartments and questioned residents in the Queens neighborhood where Zazi stayed.

A joint FBI-New York Police Department task force feared Zazi may have been involved in a potential plot involving hydrogen peroxide-based explosives like those cited in an intelligence warning issued Monday, according to two other law enforcement officials, who spoke on condition of anonymity because they were not authorized to speak about the investigation.

Folsom has repeatedly denied any such claims.

No truck rental

Zazi was born in Afghanistan in 1985, moved to Pakistan at age 7 and emigrated to the United States in 1999. He returned to Pakistan in 2007 and 2008 to visit his wife, Folsom said.

The New York Daily News reported Saturday that investigators spent several hours this week at a U-Haul rental moving truck store in Queens, examining an apparent attempt by some men under scrutiny to rent a large truck.

A manager at the rental lot, Robert Larson, told the newspaper the men went away empty-handed because they didn't have a valid credit card.

The paper reported that U-Haul workers identified one of the people involved as Naiz Khan, an Afghan immigrant in Queens who knew Zazi and has been questioned by the FBI in connection with the case.

Khan told the AP and other reporters in a brief interview at his Queens apartment building Saturday that agents had asked him about renting a U-Haul truck but he knew nothing about it.

He called reports that he was involved "totally wrong."

"I've never been to that U-Haul," he said.

Asked what he thought about the scrutiny of Zazi, Khan said he wasn't sure.

"My opinion is, I don't know him. I know him from a mosque, that's all. He's my friend."

A worker at the U-Haul referred questions to a company public relations official, who did not immediately respond to a phone message.

The Central Intelligence Agency in 2004 hired outside contractors from the private security contractor Blackwater USA as part of a secret program to locate and assassinate top operatives of Al Qaeda, according to current and former government officials.

Executives from Blackwater, which has generated controversy because of its aggressive tactics in Iraq, helped the spy agency with planning, training and surveillance. The C.I.A. spent several million dollars on the program, which did not capture or kill any terrorist suspects.

Current and former government officials said that the C.I.A.’s efforts to use paramilitary hit teams to kill Qaeda operatives ran into logistical, legal and diplomatic hurdles almost from the outset. These efforts had been run by the C.I.A.’s counterterrorism center, which runs operations against Al Qaeda and other terrorist networks.

In 2002, Blackwater won a classified contract to provide security for the C.I.A. station in Kabul, Afghanistan, and the company maintains other classified contracts with the C.I.A., current and former officials said.

Over the years, Blackwater has hired several former top C.I.A. officials, including Cofer Black, who ran the C.I.A. counterterrorism center immediately after the Sept. 11 attacks.

C.I.A. operatives also regularly use the company’s training complex in North Carolina. The complex includes a shooting range used for sniper training.

An executive order signed by President Gerald R. Ford in 1976 barred the C.I.A. from carrying out assassinations, a direct response to revelations that the C.I.A. had initiated assassination plots against Fidel Castro of Cuba and other foreign politicians.

The Bush administration took the position that killing members of Al Qaeda, a terrorist group that attacked the United States and has pledged to attack it again, was no different from killing enemy soldiers in battle, and that therefore the agency was not constrained by the assassination ban.

But former intelligence officials said that employing private contractors to help hunt Qaeda operatives would pose significant legal and diplomatic risks, and they might not be protected in the same way government employees are.

Some Congressional Democrats have hinted that the program was just one of many that the Bush administration hid from Congressional scrutiny and have used the episode as a justification to delve deeper into other Bush-era counterterrorism programs.

But Republicans have criticized Mr. Panetta’s decision to cancel the program, saying he created a tempest in a teapot.

“I think there was a little more drama and intrigue than was warranted,” said Representative Peter Hoekstra of Michigan, the top Republican on the House Intelligence Committee.

Officials said that the C.I.A. program was devised partly as an alternative to missile strikes using drone aircraft, which have accidentally killed civilians and cannot be used in urban areas where some terrorists hide.

Yet with most top Qaeda operatives believed to be hiding in the remote mountains of Pakistan, the drones have remained the C.I.A.’s weapon of choice. Like the Bush administration, the Obama administration has embraced the drone campaign because it presents a less risky option than sending paramilitary teams into Pakistan.
The fact that the C.I.A. used an outside company for the program was a major reason that Leon E. Panetta, the new C.I.A. director, became alarmed and called an emergency meeting to tell Congress that the agency had withheld details of the program for seven years, the officials said.

It is unclear whether the C.I.A. had planned to use the contractors to capture or kill Qaeda operatives, or just to help with training and surveillance. American spy agencies have in recent years outsourced some highly controversial work, including the interrogation of prisoners. But government officials said that bringing outsiders into a program with lethal authority raised deep concerns about accountability in covert operations.

Officials said that the C.I.A. did not have a formal contract with Blackwater for this program but instead had individual agreements with top company officials, including the founder, Erik D. Prince, a politically connected former member of the Navy Seals and the heir to a family fortune. Blackwater’s work on the program actually ended years before Mr. Panetta took over the agency, after senior C.I.A. officials themselves questioned the wisdom of using outsiders in a targeted killing program.

Blackwater, which has changed its name, most recently to Xe Services, and is based in North Carolina, in recent years has received millions of dollars in government contracts, growing so large that the Bush administration said that it was a necessary part of its war operation in Iraq.

Excessive force?
It has also drawn controversy. Blackwater employees hired to guard American diplomats in Iraq were accused of using excessive force on several occasions, including shootings in downtown Baghdad in 2007 in which 17 civilians were killed. Iraqi officials have since refused to renew the company’s operating license.

Several current and former government officials interviewed for this article spoke only on the condition of anonymity because they were discussing details of a still classified program.

Paul Gimigliano, a C.I.A. spokesman, declined to provide details about the canceled program, but he said that Mr. Panetta’s decision on the assassination program was “clear and straightforward.”

“Director Panetta thought this effort should be briefed to Congress, and he did so,” Mr. Gimigliano said. “He also knew it hadn’t been successful, so he ended it.”

A Xe spokeswoman did not return calls seeking comment.

Senator Dianne Feinstein, the California Democrat who leads the Senate Intelligence Committee, also declined to give details of the program. But she praised Mr. Panetta for notifying Congress. “It is too easy to contract out work that you don’t want to accept responsibility for,” she said.

The C.I.A. this summer conducted an internal review of the assassination program that recently was presented to the White House and the Congressional intelligence committees. The officials said that the review stated that Mr. Panetta’s predecessors did not believe that they needed to tell Congress because the program was not far enough developed.

The House Intelligence Committee is investigating why lawmakers were never told about the program. According to current and former government officials, former Vice President Dick Cheney told C.I.A. officers in 2002 that the spy agency did not need to inform Congress because the agency already had legal authority to kill Qaeda leaders.

One official familiar with the matter said that Mr. Panetta did not tell lawmakers that he believed that the C.I.A. had broken the law by withholding details about the program from Congress. Rather, the official said, Mr. Panetta said he believed that the program had moved beyond a planning stage and deserved Congressional scrutiny.

“It’s wrong to think this counterterrorism program was confined to briefing slides or doodles on a cafeteria napkin,” the official said. “It went well beyond that.”
