The Republican incumbent had protested the result, but his opponent’s vote lead grew.

RALEIGH, N.C.—Republican Gov. Pat McCrory of North Carolina conceded his bid for re-election to Democrat Roy Cooper on Monday, ending a monthlong skirmish over the incumbent’s unsubstantiated claims of voting irregularity.

The governor’s race was extremely close, but the tally of absentee and provisional votes drove Mr. Cooper’s lead to more than 10,000 votes, up from about 5,000 votes out of 4.7 million cast in unofficial results on Election Day.

Mr. McCrory’s team had filed protests in dozens of counties, claiming that he was behind in the vote because of fraud.

But local boards of election, dominated by Republicans and appointed by Mr. McCrory, had found no widespread evidence of wrongdoing.

In a video statement, Mr. McCrory said “the majority of our citizens have spoken,” and he congratulated Mr. Cooper, the attorney general, and said he would work to ensure a smooth transition.

The gubernatorial race was an outlier in North Carolina, which elected President-elect Donald Trump, Sen. Richard Burr and other Republicans running statewide for treasurer and lieutenant governor.

But Mr. McCrory lost the state’s two biggest metropolitan areas of Charlotte and Raleigh, both of which he carried in 2012.

Many voters said they disapproved of Mr. McCrory’s championing of a law restricting public bathroom use by transgender people.

Mr. Cooper thanked Mr. McCrory for his service and called for unity after a “divisive election season.” In a statement, he said, “I know there is more that unites us than divides us.”

The governor-elect said his priorities would be investing in schools and supporting working families.

But the GOP still has veto-proof majorities in both houses of the legislature, and his allies say it is likely that he will spend much of his time seeking to block a legislative agenda rather than advance his own.

Mr. McCrory, who was first elected in 2012, had solicited supporters for funds to help pay for legal costs in challenging the results. His team’s allegations of fraud prompted Republicans to pledge to change election laws if necessary when the legislature reconvenes early next year.

Election law has been a contentious topic in North Carolina. Last summer, the Fourth U.S. Circuit Court of Appeals struck down a voter ID law and other restrictions passed by the state in 2013, saying they disproportionately affected black voters.

The U.S. Supreme Court is considering a separate challenge to North Carolina’s congressional maps, as Democrats say Republicans inappropriately drew districts based on race.

NC Lawmakers override veto of Racial Justice Act overhaul

State lawmakers voted Monday to override Gov. Beverly Perdue's veto of a bill that overhauls the landmark Racial Justice Act.

About 90 minutes after the Senate voted 31-11 to override Perdue's veto, the House followed suit with a 72-48 vote.

The measure now becomes law.

The original version of the 2009 law allowed defendants to challenge their death sentence based on statistical data.

Now, statistical data alone is no longer enough to convert sentences to life in prison, and defendants would have to show details particular to their case in order to be successful.

"It's time to go froward with real justice," House Majority Leader Paul Stam said, adding that justice "is about individuals, not groups."

Opponents of the revision, mainly Democrats, say that the changes gut the landmark bill, but backers say the law has been abused.

“What we’re doing today is turning our back on the only sensible remedy that has been devised for racism in court as it relates to the death penalty, and I think that’s a sad thing for us to do in North Carolina," House Minority Leader Joe Hackney said.

"We’re supposed to be progressing, rather than regressing," said Rep. Larry Womble, D-Forsyth. "We can still kill people if we want to kill them.

It does not get rid of the death penalty.

These people (who are successful in a Racial Justice Act appeal) will not walk the streets. They will not be your neighbors. They will not walk beside you. They will be incarcerated for life."

"This is nothing but a backdoor attempt, as we all know, to get rid of the death penalty," said Sen. Thom Goolsby, R-New Hanover.

Judges and prosecutors could be trusted, Goolsby said. "Who I don't trust are Statisticians," he said.

The Senate also voted 29-13 to override Perdue's veto of a bill that would allow natural gas drilling in North Carolina.

The House hasn't yet taken up the veto.

Perdue, a Democrat, vetoed the bill Sunday.

The legislation would begin the process of opening the state to natural gas exploration, including the controversial method known as hydraulic fracturing, or "fracking.".

"This bill does not do enough to ensure that adequate protections for our drinking water, landowners, county and municipal governments, and the health and safety of our families will be in place before fracking begins," Perdue said in her veto message.

Sen. Bob Rucho, R-Mecklenburg, told members that the environmental protections in the bill would avoid any ill effects from the horizontal drilling and fracturing processes.

But opponents said the bill would leave landowners vulnerable to abuses by energy companies.

Sen. Martin Nesbitt, D-Buncombe, said one part of the measure would allow gas drillers to force some landowners to sell their mineral rights.

"You're going to find that people don't like being told their land can be taken without due process," Nesbitt said.







Judge: Race 'significantly' influenced inmate's murder trial

A Cumberland County Superior Court judge made history Friday morning when he commuted a death row inmate’s sentence in the first test of North Carolina’s fledgling Racial Justice Act.

Superior Court Judge Greg Weeks ruled that race significantly influenced jury selection in Marcus Robinson’s 1994 trial in the 1991 shooting death of a white 17-year-old, Erik Tornblom.

The ruling means Robinson, a 38-year-old black man, will be taken off death row and will serve life in prison without the possibility of parole.

Weeks said Robinson's attorneys "presented a wealth of evidence showing the persistent, persuasive and distorting role of race in jury selection in North Carolina."

"When the government's choice of jurors is tainted with racial bias, that overt wall casts down over the parties, the jury and the court to adhere to the law throughout the trial," Weeks said. "The very integrity of the court is jeopardized when a prosecutors discrimination invites cynicism respecting the jury’s neutrality and undermines public confidence."

The case is the first of more than 150 pending cases to get an evidentiary hearing before a judge under the Racial Justice Act, a 2009 law that allows death row prisoners and capital murder defendants to challenge their sentences or prosecutors' decisions with statistics and other evidence.

Weeks said that, by enacting the Racial Justice Act, the General Assembly made clear that North Carolina's laws reject the influence of race discrimination in the administration of the death penalty.

"It’s a widely accepted truth that race discrimination has historically had an impact on state policy in every aspect of our private and public lives, including education, housing, employment and criminal justice, " Weeks said in his ruling. "Race still divides us, and the Racial Justice Act recognizes that the justice system is not immune from this legacy of discrimination in our nation."

Prosecutors said Friday they planned to challenge Weeks' decision, and Cumberland County District Attorney Billy West declined further comment while the case was being appealed.

"There's justice at last," Weeks' mother, Shirley Burnes, said. "It's bittersweet, because I think about the family (of Erik Tornblom) and my son, but you've got to treat people right. You've got to treat people fair. That's what we depend on when we go through the system."

Tornblom's family left the courtroom visibly upset without commenting on the ruling.

Robinson and co-defendant Roderick Williams Jr. murdered Tornblom in 1991 after the teen gave his killers a ride from a Fayetteville convenience store. Tornblom was forced to drive to a field where he was shot with a sawed-off shotgun.

Robinson came close to death in January 2007, but a judge blocked his scheduled execution.

During a hearing in February, Robinson's defense team argued prosecutors' decisions to reject potential jurors who were black were influenced by race.

They cited a Michigan State University study that concluded black jurors were more likely to be dismissed than white jurors.

The study found that, of almost 160 people on North Carolina's death row, 31 had all-white juries, and 38 had only one person of color. A defendant is 2.6 times more likely to be sentenced to death if at least one of the victims is white, the study also found.

Union County prosecutor Jonathan Perry, who helped the Cumberland County District Attorney's Office argue the case against Robinson, said the study was untrustworthy because it was based on a too-limited sample of death penalty cases to provide meaningful results. The study also failed to detect numerous nonracial reasons that a person might be peremptorily struck from a jury, Perry said.

In his ruling, Weeks reiterated the study's findings, calling it very reliable and an example of the continued role of race in the justice system in Cumberland County and across the state. According to the court, prosecutors deliberately excluded black jurors from service in Robinson's case.

"The state's evidence not only failed to rebut Robinson's evidentiary showing, but in many respects, it reinforced and strengthened it," Weeks said. "The evidence should serve as a clear signal of the need for reform in capital jury selection proceedings in the future."

Weeks also noted that discrimination in jury selection across the state undermines the ability of the justice system to appear unbiased in capital cases.

"The very integrity of the court is jeopardized when a prosecutor's discrimination invites cynicism respecting the jury’s neutrality and undermines public confidence," he said.

Weeks' ruling prompted responses, both applauding the decision and speaking out against it.

People of Faith Against the Death Penalty, one of the most noted advocates for the Racial Justice Act, released a statement calling Weeks' ruling "a huge victory for justice, for the people of North Carolina, for the South and the country as a whole."

"This historic victory for justice would not have come about if not for the courage and persistence of ordinary North Carolina citizens who challenged these legacies of discrimination and demanded passage of the RJA," the nonprofit group said in a statement."

The North Carolina Chapter of the NAACP also released a statement: "Today is a day where we must reflect on a dual tragedy. The loss of life of the Tornblom family is a tragedy that should grieve us all, and the Court's finding is a reminder of the tragedy that racial bias still affects and impacts the judicial process."

The North Carolina Conference of District Attorneys said it wasn't surprised but "respectfully disagreed."

"Race should never play a role in the criminal justice system; not in decisions made by prosecutors, nor rulings made by judges," it said. "Claims of racial bias are best addressed by the trial judge hearing the case, not by generalized statistics presented more than 20 years after conviction."

Last year, the Republican-led Legislature tried to repeal the Racial Justice Act, but Gov. Bev Perdue vetoed the effort. A subsequent vote in the General Assembly fell short of the required number of votes to override the veto.

A House committee is now looking at ways to narrow the scope of the law.

Senate President Pro Tempore Phil Berger responded to Friday's ruling, saying he's "deeply concerned" that it could make Robinson eligible for parole. He was convicted prior to a 1994 change in state law that allowed prisoners serving life sentences to be eligible for release.

"We cannot allow cold-blooded killers to be released into our community, and I expect the state to appeal this decision," Berger, R-Rockingham, said. "Regardless of the outcome, we continue to believe the Racial Justice Act is an ill-conceived law that has very little to do with race and absolutely nothing to do with justice."

House Minority Leader Joe Hackney, D-Orange, also released a statement, saying the law has worked as it was intended.

"Mr. Robinson will spend the rest of his life in prison without parole for the crimes he committed," Hackney said. "That is appropriate. The courts corrected a death sentence in which race played a significant role. That is also appropriate."

North Carolina's Unemployment Rate Creeps Up Again; Many Have Given Up!

Triangle's unemployment rate creeps up to 8 percent


Unemployment in the Research Triangle area increased to 8 percent in December, up slightly from November and four-tenths of a percentage point higher than a year earlier.

The seasonally adjusted rate was even higher at 8.3 percent, according to data provided by East Carolina University.

Statewide, the number of people working fell by 32,021 to just over 4 million. The number of those unemployed climbed by 12,412 to 440,022.

The number of initial claims for unemployment benefits climbed to 39,445, up 1,368 from November. A year ago, new claims were 47,056. In December 2009, initial claims totaled 54,989.

The difference in the numbers of working and unemployed includes factors such as people who have dropped out of the work force, are no longer seeking work or receiving benefits, or retired or moved out of state.

Durham-Chapel Hill market added a net 300 jobs in December, but the number of jobs was down 1,500 from a year ago.

In Raleigh-Cary, employers cut a net 300 jobs. Employment was down 7,700, or 1.5 percent, from December 2010.

Fayetteville (600) and Rocky Mount (200) added jobs in December. Goldsboro lost 200.

The jobs numbers from the N.C. Department of Commerce’s Labor and Economic Analysis Division as reported Wednesday are not seasonally adjusted. Economists consider numbers adjusted for seasonal factors as a more reliable indicator of the job market’s real condition.

The unadjusted jobless rate for the Triangle in November was 7.8 percent. The adjusted rate was 8 percent.

Across the state, unemployment increased in 93 of 100 counties. The jobless rate was 9.8 percent. The adjusted rate was 9.9 percent.

Unemployment climbed in 13 of the state’s 14 major metropolitan areas. Only in Burlington did the rate decline, dropping to 9.7 percent from 10.3 percent.

The Durham-Chapel Hill metro area had the lowest rate at 7.5 percent. Raleigh-Cary's unemployment rate was 8 percent.

Rocky Mount’s rate of 12.9 percent was the highest.

The jobless rate for January will be released on March 13.

Interim DA could be appointed during Tracey Cline's Suspension

With Durham County District Attorney Tracey Cline suspended from office, many are wondering who's in charge and what comes next?

So far, Gov. Bev Perdue has yet to appoint an interim D.A. ABC11 was told the D.A.'s office is functioning much like it would when Cline is simply out of the office.

However, by law, Perdue must appoint an interim D.A. in Cline's absence. It's unclear if that will happen before the scheduled removal hearing where Cline will get the chance to defend herself.

Right now, the governor's office will only say it hopes to make an interim appointment as soon as possible. There's a lot of speculation about what will happen, but legal experts caution Cline's future is still uncertain.

"This is historic, in a sense. It's sad we're coming after the Nifong situation into this," said North Carolina Central University Law Professor Irv Joyner. "Durham hasn't healed from that and now Durham is having to deal with this situation which is obviously embarrassing to a lot of people and probably unnecessary."

Cline's removal hearing is set for Monday, Feb. 13.

Durham DA suspended from duty

A Franklin County Judge decided Friday to suspend Durham County District Attorney Tracey Cline from her duties pending a hearing next month.

Cline's accusations of bias against Durham County Superior Court Judge Orlando Hudson put her own performance under scrutiny in recent months and led one defense attorney to push for her ouster.

Defense attorney Kerry Sutton filed an affidavit that alleges Cline has "brought the office of the Durham County District Attorney and the entire Durham County justice system into disrepute."

The filing is the first step required by law to remove Cline from office.

On Friday, Sutton said, “It’s an on-going process, and by the time we get to the end everyone has a chance to make their case.” She and Cline will get that opportunity Feb. 13.

Cline has repeatedly accused Hudson in recent months of bias against her and has asked to have him barred from handling criminal cases in Durham County. Two other Superior Court judges have found Cline's complaints to be groundless.

Hudson, the chief judge in Durham County, handed the complaint over to Superior Court Judge Robert Hobgood, who on Friday suspended Cline with pay.

Marcia Morey, a former assistant district attorney in Durham and current District Court Judge, said “It’s a sad day for Durham. The justice system is supposed to be working for the people of this county."

The clash not only puts Cline on the sidelines, it could cause chaos in her office, according to Irv Joyner, a law professor at North Carolina Central University.

"You have a feud or an attack involving the top two elected officials in our court system here, and that does not look good," Joyner said. "It's not good for our profession nor is it good for Durham County."






Prosecutor in Duke Case Is Suspended

Michael B. Nifong, the disbarred district attorney of Durham County, N.C., was served an order at his home yesterday that suspended him from office and was told to turn in his parking pass and office key.

The suspension order, served by the county sheriff, cut short Mr. Nifong’s plans to stay in office four more weeks. On Friday he announced plans to resign, and on Saturday he was disbarred by a state ethics panel. He then told the governor he would resign July 13.

The ethics panel ruled that Mr. Nifong had made inflammatory remarks, withheld DNA evidence and misled a judge in the case of three Duke lacrosse players falsely accused of sexual assault.

The county’s senior judge, Orlando F. Hudson Jr., said Monday night that those findings allowed him to suspend Mr. Nifong immediately, with pay, for willful misconduct and bringing the office into disrepute.

Beth Brewer, a Durham resident who led a campaign opposing Mr. Nifong in the 2006 election and who had filed a petition for removal with Judge Hudson, said she was “flabbergasted” and “appalled” that Mr. Nifong had showed up for work Monday and tried to delay his departure.

Mr. Nifong declined to comment. His wife, Cy Gurney, said in a telephone interview that Mr. Nifong, 56, would have left earlier if Judge Hudson had talked to him. She said he learned about it from a newspaper and was stunned and further humiliated. She said Mr. Nifong had wanted to stay until July 13 to assure an orderly transition.

Cline takes reins as Durham DA

A longtime NC Prosecutor took the oath of Durham County district attorney Monday, becoming the first black woman to hold the post.

Tracey Cline, a sex crimes prosecutor in the 14th Judicial District for more than a decade, won the district attorney position during the May primary with 46 percent of the vote, beating out three other Democratic challengers.

Because no Republican sought the position, she ran uncontested during November's general election.

Cline replaces David Saacks, whom Gov. Mike Easley appointed to the position in September 2007 to serve out the remainder of former Durham District Attorney Mike Nifong's term.

Nifong, who was at Monday's ceremony, resigned two months earlier in July after being disbarred for breaking more than two dozen rules of professional conduct for the way he handled the Duke University lacrosse case.

It centered on three players of the school's highly ranked men's team who were accused of raping an exotic dancer.

North Carolina Attorney General Roy Cooper later dismissed the case and declared the three men "innocent victims" of a prosecutor's "tragic rush to judgment."

Cline said Monday that she is ready to take on the challenge of overcoming the scandal, which put the Durham District Attorney's Office under public scrutiny.

Durham County, she said, is ready to move forward and as district attorney, she said she can help do that.

"Being a prosecutor is not about power, it's about doing the right thing," Cline said. "You don't have to be popular to be DA. You have to do the right thing, and that's what people are looking for. And I'm going to do that."

During her campaign, Cline said the Duke lacrosse case was one of thousands the district attorney's office handled and that although it did not define the office, it is a part of the city's history.

"I don't think we can separate ourselves from it," she said in an April interview. "I think we can learn from it and move on."

Among her family, friends and colleagues were Superior Court Judge Jim Hardin, who served for 11 years as district attorney before being appointed to a judgeship in 2005.

Hardin said Cline – his first hire as district attorney – is hardworking and that he is very pleased that she will serve in the position.

North Carolina Supreme Court Justice Patricia Timmons-Goodson, who administered the oath of office, said Cline, as a young public defender in Fayetteville, stood out to her when she served as a District Court judge because of her thoroughness and ability to think on her feet.

Meanwhile Monday, Saacks was also presented with an award from the North Carolina Conference of District Attorneys for what director Peg Dorer said was bringing an even keel to the job.

Durham DA suspended from duty

A Franklin County Judge decided Friday to suspend Durham County District Attorney Tracey Cline from her duties pending a hearing next month.

Cline's accusations of bias against Durham County Superior Court Judge Orlando Hudson put her own performance under scrutiny in recent months and led one defense attorney to push for her ouster.

Defense attorney Kerry Sutton filed an affidavit that alleges Cline has "brought the office of the Durham County District Attorney and the entire Durham County justice system into disrepute."

The filing is the first step required by law to remove Cline from office.

On Friday, Sutton said, “It’s an on-going process, and by the time we get to the end everyone has a chance to make their case.” She and Cline will get that opportunity Feb. 13.

Cline has repeatedly accused Hudson in recent months of bias against her and has asked to have him barred from handling criminal cases in Durham County. Two other Superior Court judges have found Cline's complaints to be groundless.

Hudson, the chief judge in Durham County, handed the complaint over to Superior Court Judge Robert Hobgood, who on Friday suspended Cline with pay.

Marcia Morey, a former assistant district attorney in Durham and current District Court Judge, said “It’s a sad day for Durham. The justice system is supposed to be working for the people of this county."

The clash not only puts Cline on the sidelines, it could cause chaos in her office, according to Irv Joyner, a law professor at North Carolina Central University.

"You have a feud or an attack involving the top two elected officials in our court system here, and that does not look good," Joyner said. "It's not good for our profession nor is it good for Durham County."






Prosecutor in Duke Case Is Suspended

Michael B. Nifong, the disbarred district attorney of Durham County, N.C., was served an order at his home yesterday that suspended him from office and was told to turn in his parking pass and office key.

The suspension order, served by the county sheriff, cut short Mr. Nifong’s plans to stay in office four more weeks. On Friday he announced plans to resign, and on Saturday he was disbarred by a state ethics panel. He then told the governor he would resign July 13.

The ethics panel ruled that Mr. Nifong had made inflammatory remarks, withheld DNA evidence and misled a judge in the case of three Duke lacrosse players falsely accused of sexual assault.

The county’s senior judge, Orlando F. Hudson Jr., said Monday night that those findings allowed him to suspend Mr. Nifong immediately, with pay, for willful misconduct and bringing the office into disrepute.

Beth Brewer, a Durham resident who led a campaign opposing Mr. Nifong in the 2006 election and who had filed a petition for removal with Judge Hudson, said she was “flabbergasted” and “appalled” that Mr. Nifong had showed up for work Monday and tried to delay his departure.

Mr. Nifong declined to comment. His wife, Cy Gurney, said in a telephone interview that Mr. Nifong, 56, would have left earlier if Judge Hudson had talked to him. She said he learned about it from a newspaper and was stunned and further humiliated. She said Mr. Nifong had wanted to stay until July 13 to assure an orderly transition.

“I think it’s the end,” Ms. Gurney said. “He understands that and he wants that.”

Obama in Durham to unveil job growth plan


President Barack Obama and members of his hand-picked job creation team were visiting the Triangle Monday to outline a plan for economic growth.

Jeff Immelt, the head of the President's Council on Jobs and Competitiveness and CEO of GE, said Sunday, "We thought this would be a good place to do it because it's got a lot of interesting businesses, and it's pretty much a cross-section of America in many ways."

In the morning, members of the council led "listening and action" sessions targeted to manufacturing, workforce training, energy innovation, biotechnology and entrepreneurship at three area companies and on the campuses of North Carolina State and North Carolina Central universities.

At Durham's American Tobacco Campus, the entrepreneurship group toured the American Underground office complex, home to the Council for Entrepreneurial Development and other technology and venture capital start-ups, before convening their discussion session at advertising agency McKinney.

The president landed at Raleigh-Durham International Airport just after 11 a.m. He was scheduled to speak at Cree at about 1 p.m. and leave the airport around 2 p.m. Drivers should expect delays between RDU and Durham during those times. For security reasons, the Secret Service does not publish the route his motorcade will take.

The members of the council will join the president in the afternoon at Cree Inc., 4425 Silicon Drive, for a tour of the LED-maker's manufacturing operation and a meeting with CEO Chuck Swoboda.

Obama will share the council's strategy to promote hiring and job creation across the country. He is scheduled to speak at about 1:45 p.m. WRAL will carry his speech LIVE on TV and online.

"I think the economy is getting better, but not fast enough to create the kind of jobs we need in this country," Immelt said. "I think jobs is an urgent issue.



"We're going to give him (Obama) a bunch of recommendations that are really about, in the short term, creating jobs, fixing the supply and demand," Immelt said.

While Monday's meetings are only the second for the council, Valerie Jarrett, a top adviser to the president, said their work has been progressing for months.

"There's not one silver bullet answer. It's going to be literally dozens of good ideas," Immelt said.

Obama is thought to have chosen Cree as a vanguard of economic growth and clean energy technology. The company recently landed a $1.6 million grant from the Department of Energy to continue research in energy-efficient lighting.

“We’re honored to host President Obama at Cree,” Swoboda said Friday. “We look forward to showcasing our industry-leading, energy-efficient technologies and participating in discussions on policies that can spur economic growth and promote U.S. job creation.”

It is Obama's second visit to the company. He made a campaign stop there in 2008.

In a visit in March, Vice President Joe Biden said, "I don't think I've ever seen a success story quite like this one here at Cree."

With the national unemployment rate holding steady above 9 percent, the administration could use more of that kind of job news. No president since World War II has won a second term with a jobless rate above 7.2 percent, and Obama's options for achieving faster economic growth before the November 2012 election appear limited.

He carried the Tar Heel state in 2008, but voters anxious about the slow road out of recession may be looking for a change.

N.C. State Officials Find Wake County Schools Violated Laws For Special Ed. Students


The N.S. State Department of Public Instruction has ordered the Wake County school system to develop a new alternative program for long-term suspended students after concluding that the district had violated state and Federal law for Special Education students.

State investigators concluded late last month that around 200 Wake County long-term suspended students who are being educated at home this year are not receiving a free and appropriate public education.

The report faulted Wake for not having developed an adequate replacement to the Richard Milburn High School for long-term suspended students that was discontinued last year for budget reasons.

Wake annually issues more than 1,000 long-term suspensions, meaning those students are out of their regular school for the rest of the school year. Many of those students are also classified also receive special-education services that are protected under state and federal law.

At Richard Milburn, students attended classes in a building with both physical and virtual teachers. This year, students take online courses only.

The report said the new program didn’t meet the needs for students with disabilities.

In the absence of Richard Milburn, the report noted that long-term students were receiving instruction at home on weekends and after-school. But the report found that the Wake was providing these students with less than six hours of weekly instruction.

The report also found that many of the long-term suspended students receiving homebound instruction had not been promoted several times and had been suspended several times without getting proper special education services.

The investigation began after a complaint was filed by Advocates for Children’s Services, a non-profit group which has represented a number of students who’ve received long-term suspensions.

Eric J. Becoats Hired As New Durham Schools Superintendent

Durham, N.C. Public Schools Names New Superintendent



Dr. Eric Becoats, currently a School Administrator for Guilford County Schools, has been named new Superintendent for Durham Public Schools, effective July 1.

Becoats will replace Carl Harris, who left the post in December to become a Deputy Assistant Secretary with the U.S. Department of Education.

The school board voted 6-1 to approve Becoats. Board member Kirsten Kainz voted no but left the building before she could be asked about her vote.

Becoats' arrival in Durham comes at a pivotal time. School officials face a $20 million budget shortfall and have an ambitious plan to improve low-performing schools. Tonight's announcement also comes days from Tuesday's school board elections. Kainz is the only one of four members whose seats are up who chose not to run.

Becoats has spent his career in Urban districts, starting in Baltimore before rising through the ranks in Charlotte-Mecklenburg Schools, becoming Assistant Superintendent for Planning and Development in 2002.

He held the post until 2004 where he resigned after being accused of using district resources to conduct personal business.

He joined Guilford County Schools in 2005 and is currently the district’s Chief Administrative Officer.

Becoats is coming from a district that, like Durham, has faced scrutiny from a Wake County judge for the number of failing schools. Guilford, along with Durham and Winston-Salem-Forsyth Schools, will be in a Wake County court on Tuesday to explain their efforts to turn those schools around.

Superior Court Judge Howard Manning threatened to shut down 66 high schools across the state, including three in Durham, in 2004 due to low-test scores.

Before his last post in Charlotte-Mecklenburg Schools, Becoats spent five years serving in a similar capacity for Baltimore City Schools. He also served as director of Community Economic Development for one of Charlotte’s largest churches.

He holds a Doctorate in Educational Leadership from UNC Charlotte, a Master’s Degree in Financial Planning from Johns Hopkins University and a Bachelor’s Degree in Accounting and Business from Lincoln University.

"Durham has such a wonderful and well-deserved reputation for being strongly committed to public education. That is what attracted me to this role,” Becoats said in a statement. “I will spend the next several months listening, observing and learning about what is important to this district, its teachers, parents and supportive community."

News cameras filled the back of the meeting room this evening while school board candidates, Mayor Bill Bell and other public officials filled the packed room.

They waited for about 40 minutes as board members, after calling the meeting to order at 6 p.m., retreated to a back room to discuss “confidential personnel matters.” Upon return, the board unanimously approved Becoats’ appointment. His contract will become public once signed.

Tonight's announcement comes during a busy week for the school system. School officials announced their plan to improve its low performing schools on Monday. Interim Superintendent Hank Hurd will present the proposed 2010-11 budget Thursday night.

Tom Fetzer Joins GOP's Racism, Tells Steele To Resign

NC GOP Chairman Tom Fetzer Calls On Steele To Step Down


N.C. Republican Party Chairman Tom Fetzer has added his voice to those seeking the resignation of national GOP Chairman Michael Steele.

“Recent events, regardless of who is to blame, have made it difficult if not impossible for you to lead the party in the direction that it needs to go,” Fetzer wrote in a letter to Steele today. “…I believe that the best service you can render to your party at this critical juncture is to graciously step aside and allow the party to move on from this current quagmire.”

Steele has been under fire from many Republicans, particularly since disclosures that the RNC approved a $1,900 bill at a Hollywood nightclub that features topless dancers simulating bondage and lesbian sex.

Critics have blamed Steele for a lack of oversight. But Fetzer may be the first state chairman to call on him to resign.

“I believe that we will have some measure of success this fall no matter what the RNC does or does not do,” Fetzer wrote. “But in order to maximize our opportunities this year, we need a strong, effective RNC that has the full faith and confidence of the conservative activists, volunteers and our donors.

“I can attest that many grassroots leaders I’ve talked to in the last few weeks are very aware of the recurring drama that is playing out at the RNC – allegations of fiscal irresponsibility, management and questionable activities – and they are disgruntled and concerned that the RNC, under your direction, is setting a poor example of the kind of leadership voters can expect if Republicans are elected.”






Charlotte, NC's Republican Party Shuns Diversity & Black Voters


So Michael Steele (RNC's first Black Chair) finally admits the GOP could possibly be a "little" racist.

What a revelation!

That's exactly why I defected to the Democrats three years ago.

Prior to switching I was a proud Black Republican, voting for such GOP heavy weights as George W. Bush, etc.,

I am NOT and have never been a Straight Ticket Voter for any party.

Just because Bill Clinton is not a Conservative Republican doesn't mean I can't find common ground with him.

Bill Clinton was reaching out to help Minority Voters.

The Republican Party wasn't.

I was born Black NOT a Democrat or a Republican!

I chose to become a Republican because of my personal values.

I am mainly referring to Anti-Abortion, Pro-Life, Fiscally Responsible values.

In fact I was a very loyal Republican who truly believed the Republican Party was open and receptive to all ethnic groups, including Minorities.

However...after living in Racist Charlotte, NC for 20+ years, I became fed up with being consistently ignored by local Republicans (even during election time) and decided to try the N.C. Democratic Party.

Big mistake!

People who visit my blog on a regular basis have discovered how I feel about North Carolina's Corrupt Democratic Party.

So please know that I am NOT supporting N.C. Democrats!

Why?

North Carolina's Democrat Leaders are probably as Racist as most North Carolina Republicans.

For example North Carolina's Public Schools are all reverting back to Segregation.

I believe such destructive behavior (practicing Racial Discrimination) must definitely be a North Carolina regional thing because its rampant not only in Education, but also in Business Practices, Employment, Housing, the Legal System, etc.,

What are North Carolina's Democratic Leaders doing about it?

That's right! NOTHING!

This includes North Carolina's scared, weak Black Democrat Leaders.

Last time I checked doing nothing implies you agree.

Many Democrats such as myself thought the Obama Administration would be a decent, straight forward organization, leading by example.

Instead I along with millions of other American people witnessed acts of more Corruption and Political tricks.

It was very disappointing to say the least!

Yes I'm well aware Politics is a dirty game but silly me I still expect my Political Leaders to keep their word.

If a Political Candidate proclaims to be a "different kind of Democrat" (Not Corrupt, Transparent, etc.,), than once their elected that's exactly what they should be.

Nevertheless it didn't happen, which is why I've decided to just forget the titles (Democrats & Republicans) and affiliations to become an Independent Voter until death.

It won't be long before I make this final Political transition. (becoming an Independent NOT dying)

As I was stating above Charlotte-Mecklenburg's Republican Party seems to shun Black Voters.

With the exception of Charlotte City Council Member Andy Dulin and former Charlotte Mayor Pat McCrory, most Charlotte GOP leaders want NOTHING to do with inviting Minority citizens into the local Republican Party.

Thus the reason why most Black North Carolina residents are registered Democrats.

I don't know how many Black Charlotte Voters are currently registered as Republicans but its definitely not many.

Why?

Charlotte's GOP Leaders rarely if ever reach out to Black Voters in this community.

I alerted NC GOP Leaders on this issue.

The Leaders acknowledged such a problem does exist, however instead of addressing it they basically just turned a deaf ear and moved on.

Perhaps North Carolina GOP leaders forgot that Pres. Barack Obama wasn't elected only on the Black Vote (97% nationwide) but he also received close to 48% of the White Vote.

If the Republican Party thinks it will be able to win back Congress or win back North Carolina House/ Senate seats with White Voter support only, they are delusional.

Michael Steele may not be doing everything correct (no one does except God) but at least he represents a Black, Non-White face within the Republican Party.

At least he represents Diversity!

So...

Unless GOP Leaders in North Carolina and across the country want Democrats to remain in power, they'd better warmly open their doors to Minority Voters.
