****** A look at high-profile Police-related deaths of U.S. Blacks


A former St. Louis police officer was acquitted Friday in the fatal shooting of a drug suspect following a chase.

Jason Stockley was charged with first-degree murder in the 2011 death of 24-year-old Anthony Lamar Smith. Testimony in the trial ended Aug. 9, but Circuit Judge Timothy Wilson weighed evidence for more than a month before ruling.

Stockley and his partner sought to question Smith after observing what appeared to be a drug deal on a fast-food restaurant parking lot. Smith drove away, prompting a chase.

Stockley shot into Smith's car five times after the chase. He testified Smith was moving his hand toward an area of the seat where a gun was found. But prosecutors said Stockley planted the gun.

Stockley is white and Smith was black. The case is among several across the United States in recent years that have increased debate about race and policing. Here are some other high-profile deaths of blacks during police encounters:

FREDDIE GRAY

The U.S. Department of Justice said Tuesday it won't bring federal civil rights charges against six Baltimore officers involved in the arrest and in-custody death of Freddie Gray, a 25-year-old black man whose death touched off weeks of protests. Gray was shackled but alive when he was put in a Baltimore police van in April 2015. He came out with severe neck injuries. Six officers were charged initially, but prosecutors in July 2016 dropped all remaining charges after acquittals and a hung jury. Gray's family agreed to a $6.4 million settlement with the city in September 2015.

LAQUAN MCDONALD

Chicago officer Jason Van Dyke was charged with first-degree murder in November 2015, on the same day that the city, under a judge's orders, released dashcam video showing 17-year-old McDonald being shot 16 times on Oct. 20, 2014. Van Dyke, who is white, has pleaded not guilty. The Justice Department determined in January that Chicago police have a long history of civil rights violations and excessive force. A Cook County grand jury looking into allegations of a cover-up is weighing further indictments in the case, the Chicago Sun Times reported in August.

KEITH LAMONT SCOTT

A split review board announced in August that it won't challenge a police department's finding that its officer was justified in the fatal shooting of Keith Lamont Scott in Charlotte, North Carolina, in 2016. The board split 4-4 after reviewing the internal police probe. The board will issue confidential recommendations for policy changes. The shooting provoked several days of unrest, resulting in a death, dozens of arrests and millions of dollars in damage.

SAM DUBOSE

A judge in July dismissed charges against Ray Tensing, a white former University of Cincinnati officer who fatally shot Sam DuBose, an unarmed black motorist, during a 2015 traffic stop. The judge's decision came after a prosecutor declined to pursue a third murder trial; the first two ended in hung juries. Tensing has said he feared he could be dragged or run over as DuBose tried to drive away. The university fired Tensing, restructured its public safety department and reached a $5.3 million settlement that includes free undergraduate tuition for DuBose's 13 children.

SYLVILLE SMITH

A jury in June acquitted former Milwaukee officer Dominique Heaggan-Brown, who is black, of first-degree reckless homicide in the death of Sylville Smith in 2016. The shooting ignited rioting in the city. Smith was shot following a traffic stop. Police say Smith ran away holding a gun. Prosecutors say Smith fell and Heaggan-Brown shot him once in the arm as he was getting up, still holding the weapon while facing the officer. They say Heaggan-Brown's second shot came after Smith had thrown his gun over a fence. Heaggan-Brown, 25, said he thought Smith was reaching for another gun in his waistband when he fired again.

PHILANDO CASTILE

St. Anthony, Minnesota, officer Jeronimo Yanez was acquitted of manslaughter in June in the fatal shooting of Philando Castile, a black motorist who had just informed the officer that he was carrying a gun. The case in suburban St. Paul garnered immediate attention because Castile's girlfriend streamed the aftermath live on Facebook. Yanez testified that Castile was pulling his gun out of his pocket despite his commands not to do so.

JORDAN EDWARDS

Roy Oliver, a white police officer in suburban Dallas, was fired and is charged with murder in the fatal shooting in April of 15-year-old Jordan Edwards. The U.S. Department of Justice also is investigating. Oliver fired a rifle at a car full of teenagers leaving a party, striking Edwards, who was a passenger in the vehicle. Balch Springs, Texas, police had originally said the vehicle was reversing "in an aggressive manner" toward officers, but police Chief Jonathan Haber later said video taken at the scene proved the vehicle was actually driving away. Oliver is free on bond.

TERENCE CRUTCHER

An Oklahoma jury in May found white Tulsa police officer Betty Jo Shelby not guilty of first-degree manslaughter in the 2016 death of Terence Crutcher, 40, who was shot shortly after Shelby arrived to find Crutcher's SUV stopped in the middle of the road. Shelby testified that she was afraid because Crutcher didn't obey her commands and appeared to reach inside his vehicle. Prosecutors told jurors that Shelby overreacted, noting that videos from a patrol car dashboard and a police helicopter showed Crutcher had his hands in the air and did not have a weapon.

ALTON STERLING

Federal prosecutors announced in May they would not seek charges against two white police officers who were involved in a deadly encounter with Alton Sterling in Baton Rouge, Louisiana, last summer. Sterling, 37, was shot to death on July 5, 2016, as the officers pinned him to the pavement outside a convenience store where he had been selling CDs. The killing was captured on cellphone video and circulated widely online, sparking demonstrations across Baton Rouge. U.S. Attorney Corey Amundson said Sterling was armed during the confrontation and the investigation didn't find enough evidence to pursue charges. State authorities are investigating whether to bring charges.

JAMAR CLARK

Jamar Clark's November 2015 shooting death sparked weeks of protests in Minneapolis. Two white officers, Mark Ringgenberg and Dustin Schwarze, were trying to arrest the 24-year-old when he was shot once in the head. He died a day later. Some witnesses said Clark was handcuffed when he was shot, but federal and state probes concluded that he was not. Investigators said Ringgenberg felt Clark's hand trying to grab his weapon and shouted to Schwarze, who then shot Clark. Prosecutors decided not to charge either officer, and an internal police investigation cleared them.

JEREMY MCDOLE

Jeremy McDole, 28, was sitting in his wheelchair when he was shot and killed in September 2015 in Wilmington, Delaware, after police received a 911 call about a man with a gun. A bystander's cellphone footage showed officers repeatedly telling McDole to drop his weapon and raise his hands, with McDole reaching for his waist area before shots erupted. The Delaware attorney general's office decided not to criminally charge four Wilmington police officers involved. A federal judge approved the city's $1.5 million settlement with McDole's family.

WILLIAM CHAPMAN II

Former Portsmouth, Virginia, police officer Stephen Rankin was sentenced last October to 2½ years in prison for fatally shooting William Chapman II while responding to a shoplifting call outside a Walmart on April 22, 2015. Prosecutors allege Rankin killed the unarmed 18-year-old "willfully, deliberately and with premeditation." Some witnesses said Chapman was combative, and one said he knocked away Rankin's stun gun. Rankin, who is white, was fired.

WALTER SCOTT

Prosecutors are recommending decades in prison for white South Carolina police officer Michael Slager, who shot Walter Scott in the back as the motorist fled following a traffic stop. Slager pleaded guilty in May to a federal charge of violating Scott's civil rights. A judge will determine his sentence, which could range from probation to life in prison without parole. Scott's shooting in April 2015 was captured on cellphone video and seen worldwide.

Former Tulsa County volunteer sheriff's deputy Robert Bates, 74, was sentenced in 2016 to four years in prison for second-degree manslaughter in the April 2015 death of Eric Harris, 44, who was unarmed and restrained. Bates, who is white, has said he confused his stun gun with his handgun. That shooting led to the temporary suspension of the reserve deputy program after a report found poor training of the volunteer officers, a lack of oversight, and cronyism. Bates is appealing his conviction.

TAMIR RICE

Tamir Rice, 12, was fatally shot by a white Cleveland police officer in a recreational area in November 2014. Officers were responding to a report of a man waving a gun. The boy had a pellet gun tucked in his waistband and was shot after the officers' cruiser skidded to a stop, just feet away. A grand jury in December 2015 declined to indict patrolman Timothy Loehmann, who fired the fatal shot, and training officer Frank Garmback. The city settled Rice's family's lawsuit for $6 million. Cleveland in May fired Loehmann and suspended Garmback for 10 days. The officers' union called the discipline politically motivated.

AKAI GURLEY

Rookie New York City police officer Peter Liang was convicted of manslaughter last year in the November 2014 death of 28-year-old Akai Gurley. Liang, an American of Chinese descent, said he was patrolling a public housing high-rise with his gun drawn when a sound startled him and he fired accidentally. A bullet ricocheted off a wall, hitting Gurley. A judge reduced the conviction to negligent homicide and sentenced Liang to five years' probation and 800 hours of community service. The city settled with Gurley's family for $4.1 million.

MICHAEL BROWN

Michael Brown, an unarmed black 18-year-old, was fatally shot by a white officer, Darren Wilson, in August 2014 in Ferguson, Missouri. A grand jury declined to indict Wilson, and the U.S. Justice Department opted against civil rights charges. Wilson later resigned. The death of Brown led to months of sometimes-violent protests and became a catalyst for the Black Lives Matter movement.

JOHN CRAWFORD III

Police in the Dayton, Ohio, suburb of Beavercreek responded to a Walmart store in August 2014 on a call of a man waving an apparent rifle. A white officer fatally shot John Crawford III, 22, who was carrying what turned out to be an air rifle from a store shelf. Police said they believed it was a real gun and that he didn't respond to their commands to put it down. A grand jury declined to indict the officers. The U.S. Justice Department said it was reviewing the case, and an attorney for Crawford's family has filed a federal lawsuit.

ERIC GARNER

Eric Garner, 43, died in July 2014 in New York City after a white officer placed him in a chokehold during an arrest for selling loose cigarettes. A grand jury declined to indict that officer, or any others involved in the arrest. The city agreed to pay a $6 million civil settlement.

REKIA BOYD
Chicago police officer Dante Servin resigned in May 2016 after the police superintendent said he should be fired for killing Rekia Boyd four years earlier. Servin was off duty when he shot the 22-year-old unarmed woman. She had been walking down a street with her friends when he told them to be quiet, and he fired when he thought he saw a gun. Prosecutors charged Servin with involuntary manslaughter; a judge acquitted him in April 2016, saying he'd been improperly charged. The city settled a wrongful-death lawsuit in 2013 with Boyd's family for $4.5 million.

ARTICLE: "Making Sure Ferguson Never Happens Again"

Michael Brown will be buried today.

It will be a solemn end to a brutal month that should have never happened.

The people of St. Louis County have endured a long, hot August punctuated by protests, riots, looting and streets that looked more like Fallujah than Ferguson.

It has all put the issues of race and police brutality up for debate across America and the world.

The generals of Egypt and the ayatollahs of Iran have joined a chorus of dictators who have seized on the grim images of August to condemn our country.

But there’s no need to concern ourselves with lectures coming from tyrants. Instead, now is the time for us to start asking how this altercation spiraled out of control and became an international incident.

No one knows whether the shooting of Michael Brown was justified.

Forensic evidence should give us a better idea of what happened on that fateful afternoon. But we can already pass judgment on the negligent response of local officials to the teenager’s death.

The first ingredient in this toxic brew was a police force that was radically different from the people they were paid to serve and protect.

It’s hard to practice what experts call community policing when your force looks nothing like the community they patrol.

New York Police Commissioner Bill Bratton has been a champion of community policing. It is a strategy designed to get the community invested in keeping city streets safe.

The choke-hold death of Eric Gardner shows that New York cops aren’t perfect, but the bank of trust that Bratton’s approach has built up keeps New York’s protests over the killing peaceful.

As the Rev. Al Sharpton said while calling for peace at the New York rally, “We are not against the police.” That’s because many come from the same communities they are policing.

Sadly, the same cannot be said for Ferguson residents. In a town that is overwhelmingly black, the Ferguson police force of 53 has 50 white cops on the streets.

That’s an ethnic breakdown that’s more reminiscent of apartheid governments from South Africa’s grim past than community policing in today’s America.

And while many are quietly criticizing the welfare culture that they claim has led to the collapse of this troubled Missouri town, these armchair sociologists should be just as concerned with a police culture in Ferguson that is unrepresentative and isolated from the very people they should protect and serve.

A second cause of the Ferguson tragedy was the callous treatment of Michael Brown’s body after the shooting.

Policing experts suggest that officers gather evidence quickly and get a body off the street as quickly as possible. Former NYPD Detective Sgt. John Paolucci said police should conduct very little examination of the body at the scene other than photographing it.

Then, out of respect to the deceased and his community, the body should quickly be removed.

But Michael Brown’s body was left in the middle of a street in sweltering heat for over four hours. Parents had to rush their children away from the area and keep them hidden in rooms with windows facing away from the grisly scene.

As Bloomberg’s John Heilemann said today on ‘Morning Joe,’ it’s inconceivable to believe such a delay would have happened had a black cop shot a middle-class white teenage boy in his affluent hometown.

Rand Paul has declared there to be two different Americas when it comes to criminal justice. This should not be an opinion open to debate.

It is a fact provable by objective evidence. Anyone still denying that reality in 2014 has their head stuck in the sand — or worse.

The third ingredient to this toxic brew is the hyper-militarized nature of the Ferguson police department’s initial response.

Republicans Rand Paul, Ted Cruz and Erick Erickson condemned Ferguson’s militarized tanks, assault rifles and other war-ready equipment shipped from Washington with very little training and fewer strings attached.

The militarization of local police departments is a trend so troubling that Red State’s Erickson wrote that conservatives should not wait for a white teenager to get killed under such circumstances before they demand change.

For law enforcement officials worried about an overreaction to the events of this August, they must understand that if D.C. bureaucrats are going to ship out high-grade military equipment to small-town cops, tough guidelines and rigorous training have to be a part of the deal.

The problem is not with each and every police officer in towns like Ferguson.

The problem is cultural and these weapons demand an intense, disciplined training program to make sure we never repeat these same mistakes again.

How do we make sure this never happens again? You start with community policing — a force that represents the people they are supposed to protect.

Then we need a tough, long look at the militarization of local police departments. And finally, it is past time to put cameras on cops. As I said at the beginning of this crisis, these cameras would protect citizens, protect good cops and provide evidence that would let us know in real time what happened in cases like Michael Brown’s.

The only people hurt by putting cameras on cops are bad cops.

And we need them the hell out of the police force anyway to make sure we don’t endure a month like the one that just passed.

ARTICLE: "Police Asking: Did Michael Brown's Sep-father Intend To Spark Riots?"

To some, they're the gut-wrenching emotional cries of a man whose stepson's life was taken.

Others say they were dangerous words that sparked a powder keg as violent protests broke out in Ferguson, Missouri last week.

But did Michael Brown's stepfather intend to incite rioting in the St. Louis suburb?

That's a question Ferguson police say they're looking into.

Brown's stepfather didn't hold back as news of a grand jury's decision not to indict Officer Darren Wilson reached Ferguson.

As throngs in front of the Ferguson Police Department listened to St. Louis County Prosecuting Attorney Robert McCulloch's announcement on cell phones and radios, Louis Head stepped onto a platform above the crowd and embraced his wife, Brown's mother. He then turned to the demonstrators -- some of them shouting "F--- the police!" -- and yelled, "Burn this motherf---er down!" and "Burn this bitch down!"

His comments drew widespread attention in the aftermath of the violence as a video of his reaction, recorded just after McCulloch's announcement, circulated online.

No charges have been filed against Head, but police have interviewed people who know Head and who were with him November 24, the day a prosecutor announced that Wilson would not be indicted in the August 9 shooting, Police Chief Tom Jackson said Tuesday.

Head isn't being singled out, but he's one of the people being "looked at as part of an ongoing investigation into the activities surrounding Nov 24 pertaining to the rioting, looting and arsons," Ferguson spokesman Jeff Small said.

Brown's mother has defended her husband's reaction. Last week, CNN's Sunny Hostin asked her about accusations that her husband's words single-handedly started rioting and fires.

"I say that that's impossible," Lesley McSpadden said. "These things have been going on since August 9th, when it first happened."

Protests rocked Ferguson that day, hours after Wilson shot Brown. They grew as time passed and news of the shooting spread.

When the prosecutor finally revealed the grand jury's long-awaited decision last week, it wasn't long before Ferguson erupted again.

St. Louis County Police tweeted their first reports of looting less than 15 minutes later. In the hours that followed, a row of businesses on West Florissant Avenue, a major thoroughfare in the St. Louis suburb, was engulfed in flames. Police cars and vehicles at a nearby dealership were turned into fireballs. There were so many blazes that firefighters couldn't reach them all.

Police chief: 'We are pursuing those comments'

Police have not spoken to Head about his actions, but they intend to do so, Jackson said Tuesday, adding that multiple law enforcement agencies were involved in the investigation.

The police chief told TV and radio host Sean Hannity something similar Monday, but he didn't classify the probe as formal.

"We are pursuing those comments, and there's a lot of discussion going on about that right now, but I really can't get into that at this time," he said.

But police aren't singling out Head, Jackson told Hannity.

"We can't let all that happened in Ferguson and Dellwood and the community die. Everyone who is responsible for taking away people's property, their livelihoods, their jobs, their businesses -- every single one of them needs to be prosecuted to the fullest extent of the law," he said.

McSpadden, who was standing next to Head when he made the comments and herself told the crowd she'd never experienced anything like this, offered some context in a CNN interview last week.

After hearing the grand jury's decision, McSpadden said she felt like she'd been shot herself and her "emotions were raging." Head was angry, too, she said.

"He just spoke out of anger. It's one thing to speak, and it's a different thing to act. He did not act. He just spoke out of anger," she said. "When you're that hurt and the system has did you this wrong, you may say some things as well. We've all spoke out of anger before."

Brown family attorney Benjamin Crump has previously called Head's remarks inappropriate but asked the public not to condemn the family for being human. More recently, he told CNN to remember that Brown's mother and father have repeatedly asked protesters to remain peaceful.

He further called Head's statements "indefensible" and "not appropriate in any way."

"We don't condone people acting on emotion calling for people to do irresponsible things at all," Crump told CNN. "And so we want his family, his mother and father's message to come across louder than anybody who might be associated with them. ... And they can't control what others do. They can control what they pray for."

Others have called for Head's arrest, including Missouri Lt. Gov. Peter Kinder, who told radio host Laura Ingraham last week "that he should be arrested and charged with inciting to riot."

Would prosecutors pursue charges?

St. Louis County Police also said Tuesday that they were looking into Head's comments. Police will present their investigation to prosecutors once its complete, police spokesman Brian Schellman said.

But is it a case prosecutors would pursue?

It's unlikely, CNN law enforcement analyst Tom Fuentes said.

"I think they'll have a hard time proving that somebody that heard him in the midst of all that noise actually went over and did an arson or committed an act of starting a fire. I think most of the people you see in the crowd are not watching CNN. They're not watching media reporting of him saying that," he told "The Situation Room." "So it is probably very few people that heard it at that time."

Also, Fuentes said, it's likely many people who'd gathered in Ferguson as the grand jury's decision was announced were already determined to act.

"I think the cause and effect of his words will be hard to prove," Fuentes said.

Hostin, a CNN legal analyst, said prosecutors should also weigh what impact charging Head could have on the community.

"I think any prosecutor that looks at a case like this, given what is going on, what has gone on in Ferguson, would never touch this case," she said. "You would have to be really tone deaf to the larger issues that are at play here to bring a case like that."

Ferguson police also under investigation

More than a week after the grand jury's decision, investigations into Brown's shooting and its aftermath are far from over.

The U.S. Justice Department also is investigating the shooting as part of a civil rights probe -- and investigating the Ferguson Police Department, looking at past incidents, procedures and training.

Another part of the probe, according to law enforcement officials, is a pattern of actions by Jackson, the Ferguson police chief, who critics accuse of inflaming public reactions after Brown's shooting.

Among them: the chief's decision to release a video showing a convenience store robbery in which Michael Brown stole cigars minutes before the fatal confrontation with Wilson, Jackson's comments to the media that Wilson would be welcomed back to the police department if a grand jury declined to bring charges, and, now, Jackson's announcement that his department was investigating Head for possibly inciting a riot.

Wilson resigned over the weekend, saying he was worried about putting Ferguson's residents and police officers at risk.

On Tuesday, the Fraternal Order of Police revealed that its members had been providing the officer with free protection since Brown was killed.

Wilson began receiving threats via phone, email and social media after the shooting, and "the (Ferguson Police) department being unwilling or unable as an entity to provide security for him, Fraternal Order of Police members from the surrounding area volunteered and have provided him with security from that time, right up until the present," said the group's executive director, Jim Pasco.

Despite Pasco's assertion that a police department is supposed to protect someone "when a person in the community is inundated with threats on his or her life," it's been widely reported that Wilson went into hiding so hastily after the Brown shooting that he left his lawn half-mowed.

In another development Tuesday, Missouri Gov. Jay Nixon announced that the National Guard will scale back operations in the area.

"The Guard has completed its duties within the city of St. Louis, and has begun to systematically reduce its presence in St. Louis County," Nixon said in a statement.

Troops are still supporting local law enforcement agencies in Ferguson and other parts of the county, he said.

ARTICLE: "What Obama Must Do In Ferguson"

It’s time President Obama step in to protect protesters in Ferguson, Missouri.

As long as Black Americans have had United States citizenship, we have needed the federal government to enforce and protect our rights on the local level. Such was the case in the years after Abraham Lincoln issued the Emancipation Proclamation, when Union troops went state by state to wrestle enslaved Blacks away from the plantations on which they were held captive.

It was again the case in Jim Crow America when President Eisenhower dispatched the 101st Airborne Division of the United States Army to escort nine Black students into the doors of Little Rock Central High. President Kennedy stepped in to help integrate the University of Alabama and Lyndon Johnson did it in Selma. In 2005, folks in New Orleans desperately needed the intervention of the federal government when local officials failed them in the aftermath of Hurricane Katrina.

It’s sad but a fact of Black American citizenship is that — as a minority group in every single state and as a historically oppressed people — we are not safe without the oversight and, sometimes, intervention of the federal government. And that point is made abundantly clear when watching the absolute carnage coming out of Ferguson in the days since Mike Brown was killed by local police.

In Ferguson, protesters have had their First Amendment right to freedom of assembly trampled on by local authorities sworn to serve and protect them. Peaceful protests have collapsed into outright chaos from antagonism by police officers armed to the teeth with military-grade weaponry. The situation has only escalated as the days have rolled by with no end in sight and it’s becoming more and more clear that the city of Ferguson needs an intervention.

The people of Ferguson need the federal government to step in to affirm and protect their Constitutional rights. And in this moment, when the city seems on the precipice of a violent clash between citizens and police, the chief executive of the federal government, President Barack Obama, has been almost completely silent while in the middle of a two-week vacation to Martha’s Vineyard.

One year ago — to the day — President Obama spoke out on the crisis in Egypt, about 5,805 miles from Washington D.C., saying he was “concerned” by action taken by the government there.

“The United States strongly condemns the steps that have been taken by Egypt’s interim government and security forces. We deplore violence against civilians. We support universal rights essential to human dignity, including the right to peaceful protest. We oppose the pursuit of martial law, which denies those rights to citizens under the principle that security trumps individual freedom, or that might makes right.” Obama said. “The Egyptian people deserve better than what we’ve seen over the last several days.”

The American president was a strong voice for the Egyptian people as they protested an oppressive government from Tahrir Square. He must show the same strength in affirming the rights of protesters in Ferguson.

~Obama's Comments on Ferguson. Circa August 2014:

“The death of Michael Brown is heartbreaking, and Michelle and I send our deepest condolences to his family and his community at this very difficult time,”he said in a statement. “As Attorney General Holder has indicated, the Department of Justice is investigating the situation along with local officials, and they will continue to direct resources to the case as needed.

I know the events of the past few days have prompted strong passions, but as details unfold, I urge everyone in Ferguson, Missouri, and across the country, to remember this young man through reflection and understanding. We should comfort each other and talk with one another in a way that heals, not in a way that wounds. Along with our prayers, that’s what Michael and his family, and our broader American community, deserve.”


Condolences are appropriate and an investigation necessary but what is President Obama prepared to do to ensure the security of protesters who are organizing within their rights? What do they “deserve” from their government, aside from calls for “reflection and understanding?”

Like presidents Lincoln, Eisenhower, Kennedy and Johnson before him, Obama must deploy federal forces to take control of a local situation in Ferguson, one that could very well descend into total bedlam without his intervention.

Five St. Louis Rams players stood with their arms raised in an apparent show of solidarity for Ferguson protesters before trotting onto the field for pregame introductions.

A Rams spokesman said Sunday the team was not aware the gesture had been planned before the game against Oakland.

Wide receivers Tavon Austin and Kenny Britt came out together first, with the move obscured by a smoke machine in the upper reaches of the Edward Jones Dome. Stedman Bailey, Jared Cook and Chris Givens — all of whom are black — then came out and stood together with arms raised.

After Tre Mason scored on an 8-yard run to make it 45-0 in the fourth quarter, he and Britt raised their hands together.

There have been riots, looting and buildings burned in Ferguson since a grand jury declined Monday to indict police officer Darren Wilson in the shooting death of unarmed Michael Brown in August.

Across the street from the stadium, about 75 protesters gathered in the second half as about 30 police wearing riot gear watched from a safe distance. Protesters chanted "Hands up, don't shoot!" ''No Justice, No Football!" ''This is what Democracy looks like," and "We're here for Mike Brown."

The Rams had additional security measures in place for the game, including armed personnel from the National Guard. The team has wanded fans outside entrances all season.

On another front inside the stadium, a group of fans formed letters spelling "Keep the Rams in St. Louis" in seats in the north end zone.

ARTICLE: "On Rooftops of Ferguson, Volunteers Patrol, With Guns"

FERGUSON, Mo. — When Sam Andrews awoke on Tuesday morning, he found his wife watching a television interview with a woman whose bakery had been vandalized during the violent unrest here on Monday.

“She said, ‘You’ve got to go help her,’ ” Mr. Andrews said in an interview on Saturday morning.

And so Mr. Andrews, a former Defense Department contractor who is now a weapons engineer in the St. Louis area, set to work. Under the auspices of a national group called the Oath Keepers, Mr. Andrews accelerated plans to recruit and organize private security details for businesses in Ferguson, which are receiving the services for free. The volunteers, who are sometimes described as a citizen militia — but do not call themselves that — have taken up armed positions on rooftops here on recent nights.

“It’s really a broad group of citizens, and I’m sure their motivations are all different,” said Mr. Andrews, who is in his 50s. “In many of them, there’s probably a sense of patriotism. But I think in most of them, there’s probably something that they probably don’t even recognize: that we have a moral obligation to protect the weakest among us. When we see these violent people, these arsonists and anarchists, attacking, it just pokes at you in a deep place.”

Mr. Andrews declined to say how many people were assisting in the effort, saying only that the number was “more than five, less than 500.” He estimated that men make up about 80 percent of the volunteers. About 80 percent are white, and 10 percent are black.

But on Saturday, with the county police said to be threatening the Oath Keepers with arrest, the volunteers decided to abandon their posts and instead protest against the authorities. During the evening, Mr. Andrews and some of his colleagues appeared on South Florissant Road, conducting a protest of their own. They ate pizza and stood beneath a handmade sign critical of Chief Jon Belmar of the St. Louis County police.

Just after 8:30 p.m., those protesting Mr. Brown’s death crossed paths with the Oath Keepers. Mr. Andrews shook hands with the demonstrators, many of whom have also been critical of Chief Belmar.

That some business owners accepted aid from a group regarded by some as an antigovernment militia is a testament to the rawness of emotions here following a riot on Monday night, after a grand jury declined to indict a white police officer, Darren Wilson, who shot to death Michael Brown, an unarmed black teenager, on Aug. 9.

Since then, the riot police have tussled on the streets with protesters. Convoys of National Guard Humvees patrol the streets, and law enforcement officials have confiscated guns, firecrackers and homemade firebombs from arrested protesters. The Oath Keepers, equipped with militia-style gear and often clad in camouflage, have joined the volatile mix.

Their presence is a symbol of the continuing criticism of Gov. Jay Nixon’s handling of security before and after the grand jury’s decision became public. In the days before the announcement, Mr. Nixon declared a state of emergency and sent the Guard to Ferguson. Yet, in the initial hours following word of the grand jury’s decision, the Guard played only a limited role.

Troops protected a police command post and other facilities, but they were not posted along the main commercial corridors where property destruction was rampant.

“The governor said himself, I think on TV, that the businesses will be protected by the National Guard during this situation,” said Reggie Jones, the mayor of Dellwood, a neighboring city where many businesses were damaged in Monday’s unrest. “Unfortunately, that did not happen until Tuesday. But we were expecting it to happen on Monday.”

After the destruction that night, Mr. Nixon ordered hundreds more soldiers to Ferguson, saying, “We must do better, and we will.”

But for people like Mr. Andrews, the governor’s vow was of little solace. So while the New Chinese Gourmet restaurant at the end of a block of South Florissant Road appears to have little in the way of defense beyond the painted wooden boards that cover its windows, armed men and women on recent nights have roamed the rooftop it shares with a dental practice and a law office.

“When they’re here, there’s definitely a weight lifted off of our shoulders,” said Davis Vo, whose family owns New Chinese Gourmet. “I’d be lying if I said otherwise.”

On its website, Oath Keepers released a recruiting message to “all skilled veterans and patriots” and asked them to “grab your gear and start rolling toward Ferguson.” The post listed nine types of people the group was seeking, including paramedics, police officers, “private drone operators” and videographers who could “film any encounters with looters.”

Mr. Andrews said he researched the qualifications of each volunteer, as well as whether any might have racially based motivations to participate.

“I don’t want any racists in my group,” he said. “I don’t want any people who want to visit violence on any group. I only want professionals with real credentials that can be verified and have experience in dealing with violence.”

But the St. Louis County police, Mr. Andrews said, and other law enforcement officials have expressed misgivings.

“When we hear information that someone, or a group, is providing security without a license, our department has to investigate the issue,” a police spokesman, Shawn McGuire, said in an email on Saturday.

Mr. Andrews said that the warning on Friday was tantamount to a temporary shutdown order, and he said he did not expect his volunteers to defy it.

ARTICLE: "Ferguson Shooting: UN Torture Committee Condemns US For Excessive Force In Law Enforcement"

The United Nations on Friday denounced the U.S. for reportedly violating an international treaty against torture, including several instances of police shootings of unarmed black youth.

In a 16-page review of the U.S.’ track record on torture since 2006, the U.N. took aim at what it said were “numerous reports” of police brutality against minorities as well as distressing conditions in some U.S. prisons, according to Reuters.

The document, which does not mention the recent events in Ferguson, Missouri, specifically, came in the wake of a grand jury’s decision not to indict a Ferguson police officer in the August shooting of unarmed black teenager Michael Brown.

The U.N. Committee against Torture cited several examples of "excessive use of force by law enforcement officials, in particular against persons belonging to certain racial and ethnic group.”

The report, the U.N.’s first on the U.S. since 2006, condemned the extensive use of Tasers against people resisting arrest, citing two recent cases in Florida and Chicago that turned deadly.

In response to the grand jury’s decision not to indict Ferguson police officer Darren Wilson for Brown’s death, committee member Alessio Bruni said the U.N. "has to respect the decision" of the jury, according to CNN.

The comments were made Friday at a news conference in Geneva, Switzerland, where Brown’s parents testified in front of the committeeearlier this month.

The committee’s report focused mainly on the U.S.’ treatment of prisoners at Guantanamo Bay, however its allegations broadened to include other alleged abuses, such as the “prolonged suffering” endured by victims of prison rape and death row inmates who undergo so-called botched executions, as well as the excessive use of solitary confinement.

Wilson gunned down 18-year-old Michael Brown in August.

The shooting sparked national protests over police brutality and the nature of policing in the U.S. Wilson will not stand trial for the shooting after a grand jury found that he had acted in self-defense, a decision that was met with riots across the country.

FERGUSON'S BLACK CHURCHES & OLDER BLACK COMMUNITY LEADERS ARE TO BLAME FOR CIVIL UNREST IN THAT REGION:

MANY INEFFECTIVE BLACK CHURCHES NEED TO SHUT THEIR DOORS.

MANY INEFFECTIVE OLDER BLACK LEADERS NEED TO SIT DOWN.

From early August 2014 when MICHAEL BROWN was first Murdered by DARREN WILSON until Monday Nov 24, 2014 when Ferguson's extremely Biased Prosecutor BOB MCCULLOCH publicly announced the Grand Jury's Decision, I have been Praying and thinking non-stop about Ferguson's Hurting, Oppressed, Rejected BLACK Youth.

Especially Ferguson's Young BLACK Men and Boys.

After much research and Prayer it appears the Problems which plague Ferguson leading to a Nationwide Protest against RACIAL INJUSTICE, those problems lie at the feet of Ferguson's Older BLACK Leaders and Ferguson's BLACK Churches.

Many of Ferguson's Older BLACK Leaders (including Congressman EMANUEL CLEAVER) have either laid aside or forgotten their Mission and Purpose for existing as LEADERS.

****FYI: Notice I am mainly referring to Older BLACK Leaders because they NEVER want to relinquish their Positions to make room for New Young Blood.
So in essence Older BLACK Leaders are more Responsible for Ferguson's recent mayhem!****

Dr MARTIN LUTHER KING JR was a YOUNG BLACK Man with Fresh Ideas, NOT an Older BLACK Man entrenched in Tradition and FEAR.

The purpose of LEADERSHIP is to LEAD and Selflessly SERVE other Human Beings.

NOT to become Complacent......Serve YOURSELF and Protect Your OWN Interests!

But to LEAD and Selflessly SERVE other Human Beings!

In addition, the Historic role of BLACK Churches in America was to Effectively LEAD local BLACK Communities.

If a BLACK Church is NO longer Effectively LEADING a BLACK Community, that Church needs to SHUT it's Doors!

Don't remain Open simply for the Business of Raising MONEY.

SHUT The Doors!

With the Election of America's first real BLACK President, many BLACK Pastors and Older BLACK Community Leaders became engrossed in POLITICS.

Not People but POLITICS!

BLACK People in their Communities took a back seat to POLITICS, while those BLACK Pastors & Older BLACK Community Leaders helped Pres OBAMA be Elected in 2008, and to be Re-elected in 2012.

The "Sheep" (BLACK Youth) were left to LEAD themselves.

Those Youth badly in need of Mentoring, Academic Assistance and Summer JOBS when left alone found other ways to "LEAD" themselves.

Let me remind you that most of those BLACK Male Youth came from Single Parent homes (Mothers) which offered little Guidance.

Thus most of them when left alone with NOTHING to do, especially during Summer Vacation after School was dismissed, engaged in Illegal Activity.

So where were Ferguson's BLACK Pastors and Older BLACK Community Leaders while these BLACK Male Youth were left unattended and engaged in Illegal Activity??

Ferguson's BLACK Pastors and Older BLACK Community Leaders were off somewhere Volunteering their time on Pres OBAMA'S Election & Re-election Campaigns.

Ferguson's BLACK Pastors and Older BLACK Community Leaders were also somewhere pushing the AFFORDABLE CARE ACT in the faces of BLACK Voters.

None of those BLACK Pastors and Older BLACK Leaders were pushing for JOBS or Academic After School Programs for the BLACK Male Youth in their Communities.

Instead those same BLACK Pastors and Older BLACK Community Leaders were too busy trying to maintain their positions of #Leadership.

Instead those same BLACK Pastors and Older BLACK Community Leaders were too busy fighting against Young BLACK Leaders-to-be.

MALIK SHABAZZ (Former Leader of the New BLACK Panther Party)

Ferguson's BLACK Pastors and Older BLACK Community Leaders claim to love GOD and the Lord JESUS CHRIST, but many of them Hate MALIK SHABAZZ.

How can We say "We Love GOD or Love JESUS CHRIST" but Hate or Despise another Human Being??

Even if they did Not think MALIK SHABAZZ'S Style of LEADERSHIP was a good fit for Ferguson, they could have still Included him in their efforts to LEAD Ferguson's BLACK Community.

By the same premise, when GOD sends Hurting BLACK Youth to a local BLACK Church, don't JUDGE them by their Appearance.

Accept them with LOVING Open Arms!

It's either the GANGS or the CHURCH who will Accept Hurting BLACK Youth.

In most cases as Human Beings AGE we have a Natural tendency to become Complacent.......Stubborn......Stuck in our ways.......Narrow-minded......more Judgmental........Lazy........less Creative......less Optimistic.......Fearful.........less Effective......Resistant to CHANGE and very Selfish.

Such negative attributes which unfortunately frequently comes with AGE, is exactly why I have Strongly recommended AL SHARPTON Not be allowed to LEAD this New Movement sparked to address RACIAL INJUSTICE in 21st Century America.

On the other hand YOUTH brings with it a fresh breath of air!

Thus it appears highly likely that Compassionate BLACK Pastors and Older BLACK Community Leaders would step aside, allowing Younger Leaders to fill the shoes of LEADERSHIP needed to reach a new Generation right??

Those Selfish, Complacent BLACK Pastors and Older BLACK Community Leaders forgot where they came from.

Those Selfish, Complacent BLACK Pastors and Older BLACK used their resources to Block Opportunities for Younger Leaders to step up.

In order to maintain their seats of POLITICAL POWER those Selfish, Insecure, Complacent BLACK Pastors & Older BLACK Community Leaders joined Forces with the same RACIST People responsible for keeping local BLACK Communities OPPRESSED for decades.

It was this Self-Serving style of BLACK LEADERSHIP which created a festering vacuum of ANGER and REJECTION among the BLACK Youth in #Ferguson, eventually boiling over until there was a Combustible Explosion last Summer that rocked the World!

ARTICLE: "Cop At Center Of Ferguson Case To Leave Force"

Washington (AFP) - The Missouri police officer who killed an unarmed black teen sparking months of protests in the city of Ferguson will never return to policing, his lawyer said.

Darren Wilson is currently in discussions with the Ferguson, Missouri police department on the terms and conditions of his departure, attorney Neil Bruntrager said this week.

"There's no way in the world he can go back to being a police officer," the lawyer said.

"It's not a question of if, it's a question of when," Bruntrager said of Wilson's departure.

Wilson shot and killed 18-year-old Michael Brown in August claiming he acted in self-defense.

The shooting set off days of racially-charged protests that erupted again this week after a grand jury on Monday announced that Wilson would not be charged over the fatal shooting.

Bruntrager told CNN that Wilson, who has said his conscience is clear, could simply not go back to work given the outrage over the case.

"The first day he would be back on the street something terrible would happen to him or to someone that would be working with him," he told CNN.

"The last thing he wants is to put other police officers at risk," the attorney added.
