Palin Set to Launch Bus Tour of East Coast

Former Republican vice presidential nominee Sarah Palin on Sunday will launch a tour of the East Coast, including a stop in the politically important state of New Hampshire, a development likely to roil the GOP presidential nominating contest.

SarahPAC, the former Alaska governor's political action committee, announced Thursday that Ms. Palin would tour "historical sites that were key to the formation, survival and growth of the United States of America."

She will appear Monday at the annual Memorial Day "Rolling Thunder" event on the National Mall in Washington, a gathering of motorcycle-riding veterans.

Aides wouldn't detail other stops on the tour but said it would include New Hampshire, site of the nation's first presidential primary election, fueling speculation that Ms. Palin is preparing to run for president.

SarahPAC aides said they don't know if she intends to run.

Whatever her plans, Ms. Palin's re-emergence into the spotlight will affect the race for the GOP nomination, party strategists say. The tour likely will garner wide press attention at a moment when Republican presidential hopefuls have started trying to generate enthusiasm for their own candidacies.

Ms. Palin's revived public presence could reshape the battle for the support of social conservatives and tea party-affiliated Republicans.

Her flirtation with a run also could prompt undecided Republican donors and party leaders to hold back on aligning with any candidate as they wait for the field to settle.

"She's a threat to everyone," said Fergus Cullen, a former Republican Party chairman in New Hampshire.

The tour announcement is the latest of several moves by Ms. Palin that have whipped up speculation about her political plans.

In recent days, she and her husband, Todd Palin, purchased a $1.7 million house in Scottsdale, Ariz., giving her a base of operation in the lower 48 states. She also rehired two logistics aides she had dismissed, a Palin aide said Wednesday.

In addition, a full-length feature film focused largely on her time as governor is in the final stages of editing by conservative filmmaker Stephen K. Bannon.

A Palin confidant said he is 95% certain she won't run. Ms. Palin's image among the broader public has dimmed in recent months, polls show.

The April Wall Street Journal/NBC News poll found that 25% view her favorably, while 53% view her unfavorably. Only 9% felt very positively toward her, a low in Journal polling, while 41% viewed her very negatively, a new high.

Ms. Palin still places in the top tier when GOP voters are asked their choice for president. She was second, at 15%, in a Gallup survey of Republicans and GOP-leaning independents released Thursday, trailing only Mitt Romney, the former Massachusetts governor, with 17%.

Gallup said Ms. Palin was the top choice among voters most concerned about social and moral issues, while Mr. Romney's support was more broad-based, including a larger share of voters concerned with government spending and the economy.

Still, the confidant of Ms. Palin said she doesn't want the negative scrutiny that would come from a run, and she doesn't want to jeopardize the lucrative speaking, broadcasting and book-writing career that has followed her unsuccessful run for the vice presidency.

Ms. Palin is a contributor to Fox News Channel, which ended its contracts with several other Republicans when they began to campaign for the White House. "We are not changing Sarah Palin's status," said Bill Shine, executive vice president of programming for Fox News, on Thursday. Fox and The Wall Street Journal are owned by News Corp.

Republican organizers say Ms. Palin's re-emergence could siphon support from other social conservatives and tea party favorites, such as potential candidate Rep. Michele Bachmann (R., Minn.) and announced candidate Herman Cain, a former corporate executive.

As a number of GOP figures opted recently not to run, attention had turned to former Minnesota Gov. Tim Pawlenty as the leading alternative to Mr. Romney, the putative front-runner. Those deciding not to run have included Mississippi Gov. Haley Barbour, Indiana Gov. Mitch Daniels, former Arkansas Gov. Mike Huckabee and real estate mogul Donald Trump.

"He just got rid of Trump, who had sucked up all the oxygen," said Kevin Smith, director of Cornerstone Action, a conservative think tank in New Hampshire, assessing Mr. Pawlenty's position. "Now all of a sudden Palin starts stirring the pot."

Alex Conant, a Pawlenty spokesman, said "we welcome everyone into the race and look forward to voters comparing the candidates' records."

Trump Opts Out of Presidential Run


Donald Trump has fired himself.

Mr. Trump, the real estate mogul and reality television host, is not going to run for president, he said Monday, ending months of over-the-top speculation that he might seek the 2012 Republican nomination.

“After considerable deliberation and reflection, I have decided not to pursue the presidency,” he said in a statement.

“I maintain the strong conviction that if I were to run, I would be able to win the primary and ultimately, the general election,” Mr. Trumps said, adding, “Ultimately, however, business is my greatest passion, and I am not ready to leave the private sector.”

In addition to his statement, Mr. Trump announced his decision in person at Monday’s event for the broadcast networks to preview their fall lineups.

“I will not be running for president,” he said, according to Brian Stelter of The New York Times, who is reporting live from the event. Advertisers cheered at the news.

Mr. Trump burst onto the political scene this spring by dangling the possibility that he might use his fortune and his celebrity to mount a campaign against President Obama.

He seized the attention of the news media by making bold and outlandish statements, in particular by asserting doubts that Mr. Obama had been born in the United States.

Mr. Trump’s use of the so-called birther issue culminated in a bizarre split-screen moment last month when he held an impromptu news conference in New Hampshire as Mr. Obama released his long-form birth certificate at the White House.

At the time, Mr. Trump refused to say whether he was running, focusing on the fact that his NBC show, “Celebrity Apprentice,” was still on the air.

“When the show is over — and the finale is on May 22nd — when the show is over, I will then be free to announce. I think you will be surprised at a number of things, but I think you will be surprised at what my announcement is,” he said at the time.

The attention, and the speculation about his intentions, rocketed Mr. Trump toward the top of the early polls, though he recently had faded again toward the bottom of the pack of Republican hopefuls.

Mr. Trump’s statement on Monday was devoid of any of the theatrics that he offered over the last several months. But he continued to credit himself for pushing the political conversation toward the economy.

“I will continue to push our president and the country’s policy makers to address the dire challenges arising from our unsustainable debt structure and increasing lack of global competitiveness,” he said. “Issues, including getting tough on China and other countries that are methodically and systematically taking advantage of the United States, were seldom mentioned before I brought them to the forefront of the country’s conversation.”

The decision means that Mr. Trump will go back to his NBC show, which has been one of the network’s highest performers.

WaPo Hires Another Ex-Bush Speechwriter


The Washington Post, which already provides a home for Michael Gerson on its op-ed page, today featured a new weekly online column from another former Bush speechwriter, Marc Thiessen

It was a busy day for Thiessen. On Friday’s “Morning Joe,” he had a heated exchange with Democratic analyst Lawrence O’Donnell, who called his sparring partner one of the “torture-mongers in the Bush White House.”

In the past, Thiessen has written in support of Torture, and is now making the rounds to promote his new book: “Courting Disaster: How the CIA Kept America Safe and How Barack Obama Is Inviting the Next Attack.” The title shouldn't be a surprise considering that Thiessen declared that “Obama is already proving to be the most dangerous man ever to occupy the Oval Office” just days after inauguration.

Greg Sargent, who blogs for the Washington Post Co.’s “The Plum Line,” pointed out at the time that Thiessen’s assertion “crosses over from mere opinion into verifiable or disprovable assertion." And today, the hiring of Thiessen was met with criticism from liberal bloggers, such as the American Prospect's Adam Serwer, and on sites like Wonkette.

But editorial page editor Fred Hiatt defended the decision to give Thiessen a platform with the Post.

“I think he makes some strong arguments, and I think it’s good to have other points of view represented, particularly given that our editorial page has been very strongly against the interrogation program and for having the army field manual govern all interrogations,” Hiatt said.

Hiatt said he was unfamiliar with the National Review item where Thiessen made the grandiose claim that drew a rebuke from Sargent and others. But Hiatt said that "if you look at the body of his work over the past months, he has strong views and he argues them forcefully."

The Post also added a liberal voice to the roster this week, giving Katrina vanden Heuvel a weekly online column. And next week, centrist Matt Miller will be starting an online column.

Thiessen will not only be writing on torture and national security. His first effort was actually on hockey.

Finally, "Morning Joe" host Joe Scarborough put an end to it, saying: "Stop. Let's stop. We're going to break right now. We're going to break right now. We'll be right back and I'm going to be interviewing Mark by myself. We'll be right back."

When the show came back from the unscripted break, the show was announced as: "Thiessen Interview Take 2."

O'Donnell was still on set, Scarborough noted, "because we don't yell on this show. ... By the way, Lawrence, if you wanted some psycho talk, you just run the clip of yourself tonight, you got psycho talk."

Then Scarborough threw out new rules. "We're going to let you talk," he told Thiessen, adding that "Lawrence will get 30 seconds at the end and you'll have a 30-second response."

When O'Donnell was given his 30 seconds, he was far calmer, but his first question was: "I want to know your own personal experience with torture. I know you grew up in the richest zip code in America on the Upper East Side. You went to the only boarding school in Connecticut that I know of that has a golf course ... and then you went to Vassar. And, of course, like all the tortured mongers in the White House, that Cheney family included, you never served a day in the military, never considered that. I'm wondering with that background, what is it that gives you an expertise on torture? What makes you love it so much?"

Thiessen defended himself by saying "One, it's not torture ... I had a security clearance ... I met with the actual interrogators."

Scarborough finally concluded, "We don't usually do the Crossfire thing here, but what can I say."

A Senate Health-Care Victory That Stinks


The health-care reform bill coming out of the Senate presents a real dilemma for spectators: How do you applaud while holding your nose?

There is so much that is wrong with it -- and the way it was made -- and, at the same time, so much that is right that you just have to shake your head in despair and in wonder.

As one who covered the Clintons' struggle 15 years ago to pass health-care reform and who wrote an overly long book about their failure to even bring it to a vote in a Democratic Congress, I am in awe at the prospect of such a bill making it all the way to the White House.

When implemented years from now, it promises to make as many as 30 million men and women who now live with the fear of illness or hospitalization leading straight to financial ruin eligible for the same care as their more fortunate, insured neighbors.

Six decades after FDR's death, one of his Four Freedoms will, at long last, be guaranteed to almost all Americans. And the shame of this affluent society tolerating the denial of health care to its citizens will be largely lifted.

But Lord, what a load of embarrassment accompanies this sense of satisfaction! What should have been a moment of proud accomplishment for the Senate, right up there with the passage of Social Security and the first civil rights bills, was instead a travesty of low-grade political theater -- angry rhetoric and backroom deals.

There's blame enough to go around. Start with the 40 Republicans, not one of whom was willing to break out of the mold of negative conformity and offer a sustained working partnership in serious legislative effort.

But even those Republicans who were initially inclined to do that -- and there were at least a handful of them -- were turned away by the White House and the Senate Democratic leaders, who never lifted their sights much beyond the Democratic ranks.

Forced to bargain for every vote among the 60 in his caucus, Senate Majority Leader Harry Reid did what he usually does: He reduced the negotiations to his own level of transactional morality. Incapable of summoning his colleagues to statesmanship, he made the deals look as crass and parochial as many of them were -- encasing a historic achievement in a wrapping of payoff and patronage.

The taint has rubbed off on the bill.

This week's Quinnipiac University poll found a majority of Americans disapproving of the legislation by 53 to 36 percent and an overwhelming number -- 73 to 18 percent -- saying they do not believe it will, as promised, reduce future budget deficits.

It now becomes President Obama's responsibility to strengthen the bill's cost-saving features and present them in a better way. Two of them are vulnerable to attack when the bill goes back to conference with the House in January.

Liberal Democrats do not like the Independent Commission in the Senate bill having power to enforce savings in Medicare and the Private Health System. And Labor does not accept the Senate plan to Tax high-end insurance plans.

Obama has not intervened with a heavy hand as the bill has moved through the House and Senate, but now it is time for him to act.

It would help a lot if he reached out personally to those few Republicans who might still want to improve the bill rather than sink it. And it would help even more if he shamed the Democrats into rescinding some of the crasser bargains they made to buy votes along the way.

The country would welcome even a few signs that this legislation has Bi-partisan support.

Then we could applaud its final passage and take our thumbs from our noses.

Obama Plans For Health Care Delay, New Jobs Bill


The White House privately anticipates Health Care talks to slip into February — past President Barack Obama’s first State of the Union address — and then plans to make a “very hard pivot” to a new jobs bill, according to senior administration officials.

Pres. Obama has been told that disputes over abortion and the tight schedule are highly likely to delay a final deal, a blow to the president, who had hoped to trumpet a health care victory in his big speech to the nation. But he has also been told that House Democratic leaders seem inclined, at least for now, to largely accept the compromise worked out in the Senate, virtually ensuring he will eventually get a deal.

Internally, White House aides are plunging into a 2010 plan calling for an early focus on creating jobs, especially in the energy sector, along with starting a conversation about deficit reduction measures, the administration officials said.

Both will be major themes for his first State of the Union speech, which will most likely take place on Jan. 26 or Feb. 2. White House aides are in the early stages of planning for the national address, but Obama will not only trumpet what he has described as his “B-plus” performance in 2009 but also set the stage for the 2010 congressional campaigns.

Obama and Democrats seem in agreement that they want to minimize the number of tough votes moderates in their party must take in the aftermath of the health care debate. They also seem in agreement that a jobs bill is a must — and that they need to show a serious commitment to reducing the deficit, a very difficult task after racking up record spending in Obama’s first year.

The first order of business will be getting a health care deal, which Obama and Democrats see as inevitable. The White House is working closely with House Speaker Nancy Pelosi and other leading liberals to make sure the House does not push for significant changes to the compromise worked out in the Senate. This will force House Democrats, who often feel slighted by all the attention and influence the Senate gets, to swallow a compromise it did not write or advocate.

Logistically, it’s hard to see how this gets done before early to mid-February. The House comes back into session on Jan. 12 and then goes on a Democratic retreat. The Senate doesn’t come back until Jan. 18. And once a final health deal is worked out, it could take seven to 10 days for the Congressional Budget Office to deliver a final report on cost.

“I think we should be in a place by the State of the Union where the issues are being resolved and it’s just a matter of time,” a senior administration official said.

White House aides are planning an intense focus on the economy and jobs at the beginning of the year. And an aide said Obama will be “very prescriptive” about measures he wants from Congress.

The plans were telegraphed in a speech the president delivered at the Brookings Institution on Dec. 8, with an emphasis on infrastructure improvements, green jobs and small-business incentives for hiring and investment.

All that will fit into a middle-class agenda that the White House hopes will give the country a psychological lift, even before jobs numbers rebound.

Key elements of the plans outlined at Brookings:

— Help small businesses by building on tax cuts in the stimulus bill, including the "complete elimination" of the capital gains taxes on small-business investment. Obama also wants to extend write-offs to encourage small businesses to expand. And he wants to help small businesses get loans by waiving fees and increasing guarantees for Small Business Administration-backed loans as well as continuing to mobilize bailout funds to facilitate lending to small businesses.

— Boost Infrastructure by Modernizing Transportation and Communications networks.

— Create Environment-Oriented Jobs by pressuring Congress to start a program with incentives for consumers to retrofit their homes and expanding select Stimulus initiatives to promote Energy Efficiency and Clean Energy Jobs.

Also in the State of the Union address, Obama will discuss his views about the deficit and some of the things he’s going to do to address it over the midterm and long term.
