The White House struggled on Wednesday to contain a political outcry and confusion over U.S. President Donald Trump’s summit with Russian President Vladimir Putin, denying Trump ever meant to say that Moscow was no longer targeting the United States.

Trump, facing uproar over his failure to confront Putin over Russia’s 2016 U.S. election meddling, adopted his usual defiant posture two days after their Helsinki summit and called his critics deranged.

Asked by a journalist before a morning Cabinet meeting whether Russia was still targeting the United States, Trump looked at the reporter, shook his head and said, “No.”

At a later briefing, White House spokeswoman Sarah Sanders said the president was saying “no” to answering questions, not to the question itself.

U.S. intelligence officials have said Russia’s efforts to undermine elections are continuing and now target the Nov. 6 congressional races. Sanders said Trump believes the threat from Russia to undermine those elections still exists.

Asked later in an interview with CBS News whether he held Putin personally responsible for meddling in the 2016 election, Trump said he did.

“Well, I would, because he’s in charge of the country. Just like I consider myself to be responsible for things that happen in this country,” he said.

The U.S. president said that in his talks with Putin, he was “very strong on the fact that we can’t have meddling, we can’t have any of that.” But Trump also appeared to question whether such statements would have an impact on Russia. “We’re also living in a grown-up world,” he said.

Sanders explanation of Trump’s “No” was the second time since Monday’s summit that Trump and the White House have blamed a misstatement or misunderstanding for the furor over Russia.

On Tuesday, Trump said he misspoke at a Helsinki news conference with Putin and that he accepted intelligence agency conclusions about Russian election meddling, although he hedged by deviating from his prepared notes to say “it could be other people also. There’s a lot of people out there.”

Trump stunned the world on Monday by shying away from criticizing the Russian leader for Moscow’s actions to undermine the election, sparking bipartisan fury at home and prompting calls by some U.S. lawmakers for tougher sanctions and other actions to punish Russia.

Critics have accused Trump of siding with Russia over his own country by failing to criticize Moscow for what U.S. intelligence agencies last year described as Russia’s election interference in an attempt to sow discord, aid Trump’s candidacy and disparage Trump’s Democratic opponent Hillary Clinton.

Putin has denied the allegations.

‘DOING VERY WELL’

“We’re doing very well, probably as well as anybody has ever done with Russia. And there’s been no president ever as tough as I have been on Russia,” Trump said before the Cabinet meeting, adding that Putin “understands it and he’s not happy about it.”

In a series of early morning Twitter posts, the Republican president said the summit would eventually produce “big results” and accused his critics of “Trump Derangement Syndrome.”

“Some people HATE the fact that I got along well with President Putin of Russia. They would rather go to war than see this. It’s called Trump Derangement Syndrome!” the president wrote.

U.S. Director of National Intelligence Dan Coats told a congressional committee in February he already had seen evidence Russia was targeting November’s elections when Republican control of the House of Representatives and Senate is at stake.

In rebutting Trump’s dismissive comments about U.S. intelligence on Monday, Coats said, “We have been clear in our assessments of Russian meddling in the 2016 election and their ongoing, pervasive efforts to undermine our democracy.”

Top Senate Democrat Chuck Schumer said Trump needed to wake up to Russia’s efforts to interfere in American elections.

“We won’t be able, as a nation, to fight back against foreign interference in our elections if the Commander in Chief doesn’t even acknowledge that it’s a real problem,” Schumer said in a statement.

Republican Senator John McCain accused Trump of “playing right into Putin’s hands” with the president’s comments in a Fox News interview on Tuesday that appeared to question the American commitment to defend all NATO allies.

Asked why Americans should defend NATO member Montenegro from attack, Trump said, “I’ve asked the same question. Montenegro is a tiny country with very strong people. ... They are very aggressive people, they may get aggressive, and congratulations, you are in World War Three.”

Montenegro joined NATO last year in defiance of Moscow after accusing Russian spies of orchestrating an attempted coup to derail the accession.

In his morning tweets, Trump said he elicited a promise from Putin during their meeting to help negotiations with North Korea, but did not say how. Trump met North Korea’s Kim Jong Un in June and has since received a letter from Kim expressing hope for “practical actions” in the future as the United States seeking Pyongyang’s denuclearization.

Russia’s RIA news agency, citing Moscow’s envoy to Pyongyang, reported that a summit between the leaders of Russia and North Korea is “on the agenda” and that it would be “logical” to raise the idea of lifting sanctions.

Many complain that the wall will be about 25 billion dollars, but the USA has been paying for it for the longest time. At least lets get back something physically solid for it. Year after year, we have paid well over the 25 billion on getting every illegal and their families food stamps, housing, health care, free child birth, welfare checks, almost free education that USA students don't get, scholarship money that should go to your children, some even free cell phone service, free entertainment in the case of the illegal minors who at least under Obama got taken to waterparks and movies for weekly fun time. Just by minimizing the money that Mexicans take from us when we spend on them, we will be getting the money back from Mexico. I am tired of seeing so many Mexican license plates, even luxury cars of known drug dealers’ daughters, outside the benefit offices of my border town. At least we need to lose less. ~~~ WASHINGTON (AP) — President Donald Trump is expected to announce that he will end protections for young immigrants who were brought into the country illegally as children, but with a six-month delay, people familiar with the plans said Sunday.

The delay in the formal dismantling of the Deferred Action for Childhood Arrivals, or DACA, program would be intended to give Congress time to decide whether it wants to address the status of the so-called Dreamers in legislation, according to two people familiar with the president's thinking. But it was not immediately clear how the six-month delay would work in practice and what would happen to people who currently have work permits under the program, or whose permits expire during the six-month stretch.

It also was unclear exactly what would happen if Congress failed to pass a measure by the considered deadline. Two people familiar with the president's thinking spoke on condition of anonymity because they were not authorized to discuss the matter ahead of a planned Tuesday announcement.

The president, who has been grappling with the issue for months, has been known to change his mind in the past and could still shift course. The plan was first reported by Politico Sunday evening.

Trump has been wrestling for months with what to do with the Obama-era DACA program, which has given nearly 800,000 young immigrants a reprieve from deportation and the ability to work legally in the form of two-year, renewable work permits.

The expected move would come as the White House faces a Tuesday deadline set by Republican state officials threatening to continue sue the Trump administration if the president did not end the program. It also would come as Trump digs in on appeals to his base as he finds himself increasingly under fire, with his poll numbers hanging at near-record lows.

Trump had been personally torn as late as last week over how to deal with what are undoubtedly the most sympathetic immigrants living in the U.S. illegally. Many came to the U.S. as young children and have no memories of or connections to the countries they were born in.

During his campaign, Trump slammed DACA as illegal "amnesty" and vowed to eliminate the program the day he took office. But since his election, Trump has wavered on the issue, at one point telling The Associated Press that those covered could "rest easy."

Trump had been unusually candid as he wrestled with the decision in the early months of his administration. During a February press conference, he said the topic was "a very, very difficult subject for me, I will tell you. To me, it's one of the most difficulty subjects I have."

"You have some absolutely incredible kids — I would say mostly," he said. adding: "I love these kids."

All the while, his administration continued to process applications and renew DACA work permits, to the dismay of immigration hard-liners.

News of the president's expected decision appeared to anger advocates on both sides of the issue.

"IF REPORTS ARE TRUE, Pres Trump better prepare for the civil rights fight of his admin. A clean DREAM Act is now a Nat Emergency #DefendDACA," tweeted New Jersey Sen. Bob Menendez, a Democrat.

But Rep. Steve King, an Iowa Republican who has called DACA unconstitutional, warned that a delay in dismantling it would amount to "Republican suicide."

"Ending DACA now gives chance 2 restore Rule of Law. Delaying so R Leadership can push Amnesty is Republican suicide," he wrote.

It would be up to congressional lawmakers to pass a measure to protect those who have been covered under the program. While there is considerable support for that prospect among Democrats and moderate Republicans, Congress is already facing a packed fall agenda and has had a poor track record in recent years in passing immigration-related bills.

House Speaker Paul Ryan and a number of other legislators urged Trump last week to hold off on scrapping DACA to give them time to come up with a legislative fix.

"These are kids who know no other country, who are brought here by their parents and don't know another home. And so I really do believe that there needs to be a legislative solution," Ryan told Wisconsin radio station WCLO.

The Obama administration created the DACA program in 2012 as a stopgap to protect some young immigrants from deportation as they pushed unsuccessfully for a broader immigration overhaul in Congress.

The program protected people in the country illegally who could prove they arrived before they were 16, had been in the United States for several years and had not committed a crime while being here. It mimicked versions of the so-called DREAM Act, which would have provided legal status for young immigrants but was never passed by Congress.

As of July 31, 2015, more than 790,000 young immigrants had been approved under the program, according to U.S. Citizenship and Immigration Services.

The House under Democratic control passed a Dream Act in 2010 but it died in the Senate. But since Republicans retook control of the House in late 2010, it has grown increasingly hardline on immigration, killing the Senate's comprehensive immigration bill in 2013 and failing to even take up a GOP border security bill two years later because of objections from conservatives.

Many House Republicans represent highly conservative districts. The primary upset of the former House Majority Leader Eric Cantor to a conservative challenger in 2014 in a campaign that cast him as soft on illegal immigration convinced many House Republicans that pro-immigrant stances could cost them politically.

So despite Ryan's personal commitment on the issue and his rhetoric in favor of the young immigrants, action to protect them may be unlikely in the House — absent intense lobbying from Trump.

****** Gov. Pat McCrory calls for special legislative session Wednesday to repeal HB2


Following a surprise move by Charlotte City Council on Monday, Republican Gov. Pat McCrory has called for a special session Wednesday to consider repeal of House Bill 2.

The governor’s statement came in a series of rapidly unfolding events that could signal an end to the nine-month drama that has catapulted North Carolina into national headlines. HB2, seen by critics as an anti-LGBT measure, prompted boycotts and cost the state millions of dollars as well as lost jobs.

Monday’s events also underscored the continuing tensions between Republican lawmakers and Democratic Gov.-elect Roy Cooper.

McCrory’s call came hours after Charlotte City Council voted 10-0, with the support of Cooper and Democratic Mayor Jennifer Roberts, to rescind the LGBT ordinance that prompted HB2.

“This sudden reversal, with little notice after the gubernatorial election has ended, sadly proves this entire issue, originated by the political left, was all about politics at the expense of Charlotte and the entire state of North Carolina,” McCrory said in a video statement.

Cooper, who lobbied for the council action, announced earlier that GOP legislative leaders had promised to repeal HB2.

“Senate Leader Phil Berger and House Speaker Tim Moore assured me that as a result of Charlotte’s vote, a special session will be called for Tuesday to repeal HB2 in full,” Cooper said in a statement. “I hope they will keep their word to me and with the help of Democrats in the legislature, HB2 will be repealed in full.”

In a joint statement of their own, Berger and Moore said politics was behind the council vote.

“Today Roy Cooper and Jennifer Roberts proved what we said was the case all along: their efforts to force men into women’s bathrooms and shower facilities was a political stunt to drive out-of-state money into the governor’s race,” the Republican leaders said. “For months, we’ve said if Charlotte would repeal its bathroom ordinance that created the problem, we would take up the repeal of HB2.”.



This is the third time such an offer has been floated.

First in May and then in September there were efforts to get the council to rescind the ordinance that extended anti-discrimination protection to the LGBT community and allowed transgender people to use the public bathroom of the gender with which they identify.

Most council members never went along with the deal.

Since then Cooper defeated McCrory in a hard-fought race that wasn’t settled until McCrory conceded Dec. 5 as a recount entered its final hours.



Late-night lobbying

Council’s Monday morning vote came after late-night lobbying by Cooper himself. He called Democratic Mayor Pro Tem Vi Lyles at 10 p.m. Sunday and Democrat Julie Eiselt a half-hour later.

He said “if we cleaned up our books, that the General Assembly was motivated to call a special session to repeal (the law), and we felt this was our best opportunity,” Eiselt told the Observer.

Cooper and others believe that the best chance to repeal HB2 is this month before new legislators take office in January.

Roberts and council members had considered a similar deal earlier in the year but had rejected it.

Roberts on Monday was in the difficult position of defending the repeal. The vote “should in no way be viewed as a compromise of our principles or commitment to nondiscrimination,” she said.

But earlier this year, and as recently as last week, the mayor said that LGBT rights weren’t negotiable. Local and national gay rights organizations had adamantly opposed a symbolic repeal vote. The Human Rights Campaign said earlier this month that there should be no compromise between the city and the state.

But Monday they applauded the city’s move.

“HB2 is precisely why North Carolinians went to the polls and ousted Gov. McCrory last month,” said HRC President Chad Griffin. “It’s time for state lawmakers to repeal HB2 and begin repairing the harm this bill has done to people and the damage it has done to North Carolina’s reputation and economy.”

State Rep. Chris Sgro, a Guilford County Democrat who is president of Equality NC, said earlier this month that he opposed any compromise.

“I firmly believe that Roy Cooper, Jennifer Roberts and the majority of City Council are committed to winning the full complement (of rights) for LGBT people both in Charlotte and across the state,” he said Monday. “All eyes …are on Raleigh watching for the General Assembly to do the right thing.”

Republican council member Kenny Smith, who is considering running for mayor, said the Democratic-controlled council was “playing politics” with the decision. He said the same deal has been available for months, but that council members waited until McCrory lost the election.

State GOP Chairman Robin Hayes agreed. He said the Charlotte ordinance was “never more than a nakedly partisan political weapon aimed at sabotaging Gov. McCrory’s re-election bid, while inflicting economic suffering on the people of North Carolina.”

It’s unclear how a vote to repeal HB2 would go. Democratic votes are virtually assured. Many Republicans remain in support of the bill.

“Lawmakers shouldn’t now betray those who supported them and compromise common sense principles, like privacy, dignity, and freedom for all citizens,” Tami Fitzgerald, executive director of the N.C. Values Coalition, said. “To do so would be to advance the Obama administration’s agenda, not freedom and common sense.”

A ‘reset’

The city’s repeal includes language that says its nondiscrimination ordinance will be revived if the General Assembly doesn’t repeal HB2 by Dec. 31.

Republican council member Ed Driggs said he’s worried legislators will see that deadline as Charlotte dictating to Raleigh. He proposed that the Dec. 31 deadline be removed, but his motion failed.

Some business leaders were surprised but happy at the news. Maxwell Hanks, a broker with Spectrum Properties leasing the new 300 South Tryon office building, said HB2 has been hurting business recruitment in the state

“Rescinding HB2 will be a great way to close out 2016 and start 2017,” said Hanks. He said the move would be a “reset,” and that it would help him and other brokers lure companies to move to the state.

There was no advance notice that the ordinance would be discussed at the City Council meeting. The city charter allows the manager or mayor to place any item on the agenda – even without public notice first. Democrat James Mitchell made the motion to vote on the matter and Smith seconded.

Roberts said voters’ feelings about the issue have been known and voiced. But when the issue was last discussed, many in the LGBT community urged the city not to repeal the ordinance.

“The community always has a chance to weigh in,” Roberts said. “There will be much more conversations about equality.”

Lyles said council members would try in 2017 to pass some LGBT protections, though it’s unclear what they would be.

It’s possible the state might allow Charlotte to pass legal protections for gay and lesbian individuals in places of public accommodation, but any new ordinance that allowed transgender people to use the bathroom that matches their gender identity would likely be rejected again by legislators.

Some Democratic council members have long said they don’t want to “leave the transgender community behind.” But if there are future protections, the city will likely be forced to do just that.

Democratic council member John Autry said Monday’s vote turned his stomach. But he said he decided to support the compromise after talking with one of his daughters, who is gay.

He said she told him that the city’s vote was the best thing to do “in the long run.”

Democratic council member Patsy Kinsey didn’t attend the meeting.

A special session on Wednesday would come five days after lawmakers completed another special session in which they passed measures taking away many of the new governor’s appointment powers.

By itself, Charlotte’s move will not have any immediate impact on the status of lawsuits against HB2 by the federal government and the American Civil Liberties Union, among other groups.

UNC law professor Maxine Eichner, an expert in LGBT matters, said if the General Assembly follows through with the removal of HB2, the opposing sides in the court fights could both ask that the cases be dropped. Or the courts could rule that the lawsuits are now moot.

The left has been beating this ‘Russian drum’ for several months now. Russian hacking is one of the many false narratives that the left has been pushing in order to deny President Elect Trump his fully earned legitimacy.

In order to keep the Marxist agenda alive, the left must continue to foment civil unrest and division. The leftists need to get used to the new Republican party because the days of capitulating are over.

****** REPORT: FBI Director Comey Tells Trump That Russians Didn't Influence the Election

FBI Director James Comey has informed President-elect Donald Trump that there is "no credible evidence that Russia influenced the outcome of the recent U.S. presidential election by hacking the Democratic National Committee and the e-mails of John Podesta, the chairman of Hillary Clinton’s presidential campaign" according to a report from author and journalist Ed Klein.

Citing sources who were briefed on Comey’s conversations with Trump, Klein reports that Comey said that the only member of the U.S. intelligence community who was ready to assert that the Russians sanctioned the hacking was Director of the Central Intelligence Agency John Brennan, who "takes his marching orders from President Obama."

"In Comey’s view, the leaks to the New York Times and The Washington Post alleging that the Russians tried—and perhaps even succeeded—in tilting the election to Trump were a Democratic Party effort to delegitimize Trump’s victory," Klein writes.

If Klein's reporting is accurate, this would be a powerful blow to the current left-wing narrative that the Russian government intervened on behalf of the President-elect during the 2016 presidential election

Details of what has been uncovered have not been released, although apparently the investigation results will concern the actual document, and not address the bigger questions that accompany the issue, such as the legitimacy of Obama’s presidency.

Some immediately pointed out alleged anomalies, questioning its validity, while others argued it also could prove his ineligibility because his father was not a citizen.

Some of the lawsuits argued Obama was a dual citizen at birth through his father, contending the framers of the Constitution excluded dual citizens from qualifying as natural born citizens.

WND reported Obama explained he decided to release it because the Internet “chatter” was becoming a “distraction.”

While the issue became known in liberal and left-leaning circles as the biggest “conspiracy” theory of all time, some document experts questioned the validity of the birth certificate Obama released. Arpaio, responding to a petition from his constituents, launched a formal “Cold Case Posse” law enforcement investigation of the document.

In 2012, he held a news conference that concluded there was probable cause to believe the document Obama released as an official government document is a computer-generated forgery.

Mike Zullo, Arpaio’s lead investigator, said at the time his team believed the Hawaii Department of Health engaged in a systematic effort to hide from public inspection any original 1961 birth records it may have in its possession.

The Cold Case Posse at that time advised Arpaio that they believed forgers committed two crimes. First, they say it appeared the White House fraudulently created a forgery that it characterized as an officially produced governmental birth record.

Second, the White House fraudulently presented to the residents of Maricopa County and to the American public at large a forgery represented as “proof positive” of President Obama’s authentic 1961 Hawaii long-form birth certificate.

The investigators also said they had developed credible evidence that Obama’s Selective Service card was a forgery, based on an examination of the postal date stamp on the document.

Also, records of Immigration and Naturalization Service cards filled out by passengers arriving on international flights originating outside the United States in the month of August 1961, examined at the National Archives in Washington, D.C., were missing records for the week of President Obama’s birth.

But Arpaio said then a “continuing investigation” was needed, and his investigators set to work.

Now, Arpaio, who was defeated Nov. 8 in his bid for a seventh term as sheriff, has planned a news conference for Thursday to reveal his team’s final findings.

Ironically, in recent months it’s been Obama, his wife Michelle, Secretary of State John Kerry and even his former Secretary of State, Hillary Clinton, who have raised the issue over and over.

It was during an appearance in Nairobi, Secretary of State John Kerry said he thanked the Kenyan president for giving America “a president of the United States” – a comment alluding to the contested issue of where Obama was born.

Kerry told Kenya’s foreign minister he had a conversation with Kenyan President Uhuru Kenyatta concerning the Olympic Games in Rio and President Obama’s birthplace:

I had the pleasure of beginning that meeting [with Kenyatta], as I want to begin this press conference this afternoon, by congratulating Kenya on something no nation’s athletes have ever before accomplished, and that is to win both the men’s and the women’s marathon races at the Olympic Games.

Absolutely extraordinary. When I mentioned that to President Kenyatta, he promptly said to me, “Well, we also had a hand in helping you win a silver because the person who won came from Kenya.” (Laughter.)

“And I said, “Actually, Mr. President, you did better than a silver and a gold. You gave us a president of the United States.” (Laughter.) So you can see we had a very friendly and positive beginning to the conversation.

At that time, Michelle Obama said one of her jobs in the White House was to teach her daughters “to ignore those who question their father’s citizenship or faith.”

She was referencing the challenges to her husband’s constitutional qualification for office as a “natural born citizen.”

The Republican incumbent had protested the result, but his opponent’s vote lead grew.

RALEIGH, N.C.—Republican Gov. Pat McCrory of North Carolina conceded his bid for re-election to Democrat Roy Cooper on Monday, ending a monthlong skirmish over the incumbent’s unsubstantiated claims of voting irregularity.

The governor’s race was extremely close, but the tally of absentee and provisional votes drove Mr. Cooper’s lead to more than 10,000 votes, up from about 5,000 votes out of 4.7 million cast in unofficial results on Election Day.

Mr. McCrory’s team had filed protests in dozens of counties, claiming that he was behind in the vote because of fraud.

But local boards of election, dominated by Republicans and appointed by Mr. McCrory, had found no widespread evidence of wrongdoing.

In a video statement, Mr. McCrory said “the majority of our citizens have spoken,” and he congratulated Mr. Cooper, the attorney general, and said he would work to ensure a smooth transition.

The gubernatorial race was an outlier in North Carolina, which elected President-elect Donald Trump, Sen. Richard Burr and other Republicans running statewide for treasurer and lieutenant governor.

But Mr. McCrory lost the state’s two biggest metropolitan areas of Charlotte and Raleigh, both of which he carried in 2012.

Many voters said they disapproved of Mr. McCrory’s championing of a law restricting public bathroom use by transgender people.

Mr. Cooper thanked Mr. McCrory for his service and called for unity after a “divisive election season.” In a statement, he said, “I know there is more that unites us than divides us.”

The governor-elect said his priorities would be investing in schools and supporting working families.

But the GOP still has veto-proof majorities in both houses of the legislature, and his allies say it is likely that he will spend much of his time seeking to block a legislative agenda rather than advance his own.

Mr. McCrory, who was first elected in 2012, had solicited supporters for funds to help pay for legal costs in challenging the results. His team’s allegations of fraud prompted Republicans to pledge to change election laws if necessary when the legislature reconvenes early next year.

Election law has been a contentious topic in North Carolina. Last summer, the Fourth U.S. Circuit Court of Appeals struck down a voter ID law and other restrictions passed by the state in 2013, saying they disproportionately affected black voters.

The U.S. Supreme Court is considering a separate challenge to North Carolina’s congressional maps, as Democrats say Republicans inappropriately drew districts based on race.

And now that he’s gaining momentum in the primary, his many GOP nemeses in Congress are returning the favor by quietly coalescing behind Marco Rubio.

Senior Republican senators who’ve clashed with Cruz for years have had nothing but nice things to say about Rubio even as he’s dissed — and largely ditched — his day job in the Capitol.
Just this month, Rubio has racked up endorsements from nine members of Congress, compared with two for early GOP front-runner Jeb Bush.

More House endorsements for Rubio are set to roll out in December, according to campaign sources, and several GOP senators said privately they expect their colleagues to get behind Rubio once the GOP field thins.

The movement toward Rubio appears to be as much about anxiety over the possibility of Cruz going up against Hillary Clinton as it is affection for the Florida senator.
The idea of Cruz as the nominee is enough to send shudders down the spines of most Senate Republicans.

Mainstream elected Republicans now see Cruz as a bigger threat than Donald Trump or Ben Carson to clinch the nomination — but equally damaging to their party’s chances of winning the White House and keeping the Senate next fall.
Rubio would be a much stronger general election standard bearer, they believe.

“Marco is a true next-generation conservative,” said Steve Daines (R-Mont.), one of three senators who endorsed Rubio in November.
“Every time there’s a debate, his stock goes up.”

Cruz winning the nomination "could happen with the angry situation we have out there” among the GOP electorate, said one Republican senator who hasn't endorsed in the race but does not want Cruz.

Rubio's GOP colleagues are looking to exploit what they see as Rubio's advantage on national security in the aftermath of the Paris terrorist attacks.
They're heaping praise on Rubio's hawkish foreign policy views and panning Cruz’s attempt to find middle ground on national security.

Asked about Rubio’s attacks on Cruz’s votes for the USA Freedom Act, which scaled back federal surveillance authorities, Senate Majority Whip John Cornyn of Texas replied:
“It’s always fair to question votes and hold people accountable.”

As for Cruz’s attempt to stake out a centrist position on national security between the party’s hawkish and libertarian poles, Sen. Dan Coats (R-Ind.) said: “I don’t think you can split that baby."

“Candidates running for national office who are articulating strong, firm, decisive positions that are well-thought-out are going to have an advantage,” said No. 3 Senate Republican John Thune of South Dakota. Rubio, he added, is “well positioned to make the arguments.”

Cornyn, Thune and Coats have not endorsed in the presidential primary, and lawmakers interviewed for this story said many senior Republicans do not want to embarrass long-shot presidential hopeful Lindsey Graham by endorsing Rubio while the South Carolina senator is in the race.

They’re also aware that endorsements from top GOP lawmakers at this point in the primary wouldn’t help Rubio’s cause with the Republican base.
Cruz scoffed at the notion that Rubio is more electable, telling POLITICO that that’s precisely the logic that paved the way for Democrats to win five of the past six popular votes for the White House.

“Democrats also told Republicans Bob Dole was more electable, Democrats also told the press John McCain was more electable, Democrats also told the press Mitt Romney was more electable,” Cruz said.

“Then the Democrats were quite happy to go to their inauguration balls."

Cruz predicted that millions of blue-collar Democrats would rally behind him in a general election, like they did with Ronald Reagan three decades ago.

Rubio's earlier support for comprehensive immigration reform — or a “massive amnesty plan,” in Cruz's words — would preclude that kind of crossover appeal, the Texan said.
But congressional Republicans say the truest indicator of Rubio’s strength is the abuse he’s getting from Democrats.

They’ve been pounding him daily over missed votes and briefings, while dissectinghis policy plans.
Cruz, by comparison, has been getting kid-glove treatment, to the extent Democrats mention him at all in opposition dumps from the party apparatus and outside liberal groups.

Democrats for two years have held up Cruz as the de facto leader of the Republican Party, dubbing him "Speaker Cruz" after he prodded former Speaker John Boehner into a 2013 battle over Obamacare that shut down the federal government.
Just this month, Democrats annoyed Senate Majority Leader Mitch McConnell by insinuating he had agreed to take up a hard-line immigration bill heavily touted by Cruz.

The idea that McConnell would take cues from Cruz after the Texas senator’s withering criticisms of the GOP leader was perceived by Republicans as a subtle Democratic attempt at boosting Cruz.
Meanwhile, in separate interviews with POLITICO and The Huffington Post last month, Senate Minority Leader Harry Reid (D-Nev.) ripped Rubio for his chronic Senate absences and called on him to resign his Senate seat.

Rubio's political ambitions, Reid said, reminded him of disgraced former senator and 2008 Democratic presidential hopeful John Edwards.

“Obviously, Marco was bitten by the national limelight like John Edwards,” Reid said in the POLITICO interview.
“Marco Rubio, somehow someone told him, ‘Why don’t you run for president?’ OK, great idea. So he just walked away from the Senate. He has been a nonentity here.”

Asked this month why he isn’t unleashing on Cruz in similar fashion, Reid replied: “I haven’t heard Cruz talk about how he didn’t like the Senate.”
Meanwhile, Chuck Schumer of New York, who’s poised to become the next Democratic Senate leader, told CNN early this month that Rubio’s “fingerprints are all over” a comprehensive immigration reform bill.

Schumer then told The New York Times that “Senator Cruz was always against the path to citizenship, and Senator Rubio was for it.” Both remarks were an attempt to hurt Rubio with conservatives and could have easily come out of Cruz’s mouth.

Rubio's backers, for their part, say Democrats are trying to meddle in the GOP primary, adopting the strategy they've used in recent Senate elections of propping up unelectable Republican candidates in primaries in the hopes of facing a weaker general election opponent.

Still, “the way Clinton's allies obsess about Marco must mean we're doing something right," said Rubio spokesman Alex Conant.
The Republican senators who see Rubio as a stronger general election candidate have ample reasons to worry about Cruz outmaneuvering their man.

Cruz is closing in on Donald Trump in Iowa, according to recent polls and the Texan has the financial heft to endure a drawn-out nomination battle.
Cruz also believes he also has the upper hand on immigration, a key issue for primary voters and Rubio's Achilles' heel.

But Senate Republicans who are subtly rallying behind Rubio are also thinking about their own power.
With the GOP defending a slim Senate majority next year, lawmakers want a nominee who can win over moderate voters in battleground states.

They don’t say explicitly that means Rubio, but in a two-man race, their preference isn't hard to detect.

“Marco would have more reach to independents” especially in key swing states like Ohio and Florida against Clinton, said a Republican senator who has not endorsed in the race but gushed with praise for Rubio.

“Democrats I know don’t like the matchup.”

~ Ben Carson said Sunday that most Syrian refugees would rather be relocated within their own country than resettled in the United States.

The Republican presidential contender made a post-Thanksgiving trip to Jordan to visit refugee camps -- an effort to shore up the foreign policy credentials that have been a weak spot in his campaign.

In an interview with CNN's Brianna Keilar that's set to air in the noon hour of Sunday's "State of the Union," Carson compared the stop in Jordan to a trip he took to the U.S.-Mexico border to learn about immigration.

And he concluded that refugees fleeing Syria's civil war and the rise of ISIS in Syria and Iraq shouldn't be resettled in the United States.

"The thing that I really learned in listening to the refugees themselves is their intense desire is to return to their country and repatriated," Carson said.

"There's so many people who think the ideal for everybody is to come to America and be resettled here but that is not the ideal for everybody," he said. "And we need to be looking at mechanisms that already exist.

Why do you want to recreate the wheel when you have something that's working? Let's maximize that and then let's think about if we need recreate other wheels."

Carson implied that the United States should spend more money aiding the refugee camps, rather than resettling small numbers of those refugees.

"They don't have enough money," he said. "You look at last year, there was a $3 billion shortfall. That's the same amount of money we spent last month on Halloween candy."

He said his trip was "about fact-finding -- about getting an opportunity to see firsthand without having things reinterpreted over something that is really important."

He said refugees told him that "their desire, their true desire is to be resettled in Syria."

He continued: "But they are satisfied to be in the refugee camps if the refugee camps are adequately funded.

Recognize that in these camps they have schools, they have recreational facilities that are really quite nice.

And their all kind of things that make life more tolerable. Would it be better to integrate them into society?

Yes, and I've certainly talked to some people about that. But you have to make progress as you go."

Civil rights leader Rev. Jesse Jackson on Saturday joined a chorus calling for Chicago's police superintendent and a top prosecutor to resign for the way they handled last year's fatal shooting of a black teenager by a white police officer.

More than a year after the October 2014 shooting, Cook County State’s Attorney Anita Alvarez this week announced a murder charge against Officer Jason Van Dyke in the slaying of 17-year-old Laquan McDonald.

Hours later, the Chicago Police Department, headed by Police Superintendent Garry McCarthy, released a graphic video of the shooting to comply with a court order.

Van Dyke's lawyer has said the officer opened fire because he feared for his life and the lives of other police officers when he saw McDonald had a knife.

In addition to calling for the removal of Alvarez and McCarthy, Jackson demanded the appointment of a special prosecutor to try Van Dyke. He said he wanted a federal investigation into the police department with the aim of changing what critics say is a culture of racial bias.

“We need bold comprehensive change in the police department and the criminal justice system,” Jackson said during a news conference at his Rainbow PUSH headquarters. “Too much time for too little crime.”

McDonald's death has rekindled a national debate over police treatment of African-Americans and other minorities. The soul-searching was triggered last year by high-profile police killings of black men in Missouri, New York and elsewhere.

Jackson also called for a White House conference on violence for cities in urban areas and innovation to help create opportunities in disenfranchised communities.

The video clip, taken by a camera mounted on the dashboard of a squad car, showed McDonald being shot as he walked away from officers. A total of 16 shots were pumped into his body, even after he lay motionless on the pavement.

Jackson spoke the a day after about 2,000 protesters flooded Chicago's Magnificent Mile, a strip of designer stores, to voice outrage over the killing and how the case was handled.

Some shops temporarily closed their doors because of the protests, which coincided with the start of the holiday shopping season, as demonstrators locked arms and blocked entrances.

At times, police had to escort shoppers inside.

~ Black Pastors To Trump: Our Meeting Is Not An Endorsement

When a group of black pastors agreed to meet with Trump on Monday, they did not anticipate that meeting would turn into a de facto endorsement of the Republican frontrunner.

The majority of a group of prominent African-American ministers scheduled to meet with Donald Trump on Monday are making clear that they have made no commitments to endorse the real estate magnate.

Their public declarations of non-endorsement come after a press release from the Trump campaign announced a coalition of 100 African-American religious leaders will appear with the real estate mogul shortly after the meeting to endorse him.

Bishop Clarence McClendon, a Los Angeles-based minister who was invited to the Monday meeting with clergy, posted to Facebook after the Trump campaign announced the coming endorsements.

“I am not officially endorsing ANY candidate and when I do you will NOT need to hear it from pulpitting courtjesters who suffer from intellectual and spiritual myopia,” he wrote.

Bishop Corletta Vaughn, the senior pastor of the Holy Spirit Cathedral of Faith in Detroit, posted a message on Facebook after she said her inbox was “blowing up with inquiries” after her name was included on a list of pastors meeting Trump.

“Let me be clear,” she wrote. “I was invited to attend a gathering of clergy to listen to Mr. Trump on Monday November 30. I respectively (Sic.) declined as I do not support nor will endorse Donald Trump.”

“I was asked 2 meet with Mr Trump too but I refused because until he learns how to respect people you can’t represent me thru my endorsement,” Bishop Paul Morton, a prominent pastor in Atlanta tweeted on Friday.

The Trump campaign did not respond to questions about which ministers will endorse him on Monday.

In fact, of the pastors scheduled to meet with Trump earlier in the day, so far only one, Pastor Darrell Scott, has said he will attend the press conference to endorse Trump.

In an interview with The Daily Beast on Friday, Scott said that he had organized Monday’s meeting between Trump and black clergy, but that his invitation was for them to meet with Trump, not to endorse him.
“Some of these pastors have never even met Trump yet,” Scott said. “They told me, ‘I don’t know if I’m ready to endorse yet. I want to see him and I want hear his heart.’”
Some might not endorse Monday, he said. Some might not endorse at all.

“All of these guys are my friends and they know me,” he said. “I let them know I am endorsing, but that doesn’t mean you are endorsing.”

The Trump camp’s own announcement that 100 black ministers will endorse Trump has been greeted in the black faith community with a combination of confusion and anger, particularly after a week in which Trump has mocked a New York Times reporter with a disability, suggested that a black protester who was kicked and punched at a Trump rally in Alabama “deserved it,” and when Trump himself has suggested Muslims be surveilled at certain mosques.

Recent polls show Trump getting between 3 and 10 percent support from African Americans.
Trump has assured his crowds he will win the black vote.

“The 100 pastors they say are endorsing Donald Trump?

I don’t know where those 100 are coming from,” said Rev. Jamal Bryant, a prominent AME pastor based in Baltimore.

Bryant, who earlier this year ran for Congress as a Democrat, said he had spoken with a number of the pastors attending the Monday meeting who were taken aback by the Trump announcement about the endorsements.

“I don’t know what policy these pastors could mobilize around. I can’t find a strand of any policy he has that the larger black community would be respond to.”

At the last presidential debate in Milwaukee, Jackson said several presidential candidates told him privately, "'We can't find black folk.' "

"I said, 'Where'd you find Biffy and Buffy?' " he joked.

Jackson's complaints went beyond the presidential campaigns to Capitol Hill and Fox News. In meetings with lawmakers, he said, he's often saddled with black staffers who don't actually work on the subject at hand.

The black Republicans on Fox, he said, "are entertainers, they have no political experience. ... you’ve got Fox providing a minstrel show for black Republicans."

Instead, he said, both Fox News and Republican politicians should be listening to the people like the group he'd gathered Tuesday — black executives, small-business owners and public officials.

Allegra McCullough, who served in the Small Business Administration under George W. Bush, said that Democratic Hill staffers had called her for advice, even though she's a Republican; Republicans never had.

"[Republicans] need to understand that all black people don’t think the same," she said in a panel discussion at the event. "If you truly support small businesses and in particular minority businesses, you will never lose a race ... I don’t know why they haven’t figured this out yet."

Michael Graham, a communications executive for the magazine Heart & Soul, said Donald Trump was hurting the party.

"When you start talk about building a wall around Mexico … that tells me who you are," he said. The problem, he said, is that presidential candidates don't have "people of color ... in your ear, saying, 'Man, you can't say that.' "

The event's special guest was Maryland Lt. Gov. Boyd Rutherford, a rare African American Republican elected official who won office last year with Gov. Larry Hogan (R). Rutherford said that when he was campaigning, black voters would be interested but scared to vote GOP because Democrats had played on their fears of a return to segregation.

"I'll send you to the plantation," he said he joked to one such voter. "Maybe you'll have steady work. What are you afraid of?"

It was Hogan's Republican administration, Rutherford said, that closed a troubled jail in Baltimore and eliminated ID fees for homeless people. Democrat Martin O'Malley, on the other hand, should be held responsible for at least some of the challenges facing that city.

"I'll be partisan – the former governor, who was the mayor, implemented a version of police aggressiveness within the city" that contributed to unrest this year, Rutherford said.

"In one year, then-Mayor O'Malley locked up 100,000 people, 17 percent of the population was locked up within one year … and many of them were locked up without charge," he added. "They were doing street sweeps."

O'Malley was heavily criticized after rioting in Baltimore this year for his policing tactics when he was mayor of the city 15 years ago.

But most of that criticism came from the left, not the right.

"Joining us from North Carolina, Richard Burr, chair of the Senate Intelligence Committee.
Chairman, as the busiest travel weekend of the year wraps up, is there any specific, credible threats against Americans to the best of your knowledge, either in this country or around the world?"

SEN. RICHARD BURR, R-N.C., CHAIR, INTELLIGENCE COMMITTEE:

"Well, Chris, credible, specific -- no. But for the past 12 months, there have been more threads of threats both here at home and around the world that we’ve seen since 9/11. So, the risk remains high, but clearly, in the United States, the FBI has wrapped up over 67 individuals that were incarcerated this year and are either prosecuted or in the process of being prosecuted. And that will continue.

WALLACE: How big an international footprint does ISIS have now? How serious a threat in the U.S. and in other countries outside the Middle East?

BURR: Well, Chris, it's proven that ISIS is in 30 different countries, they control eight provinces of countries. They've got a reach that goes throughout Europe and North America.

So, to talk about containment is really a joke. The reality is that ISIS may be geographically contained in Syria and Iraq, but their efforts around the world to project terrorism and to commit terrorism is as robust today as it's ever been.

WALLACE: Well, with that as a backdrop, Senator, at a news conference this week with French President Hollande, President Obama did not announce -- despite the attack in Mali, despite the attack in Paris -- did not announces in new steps in his war against ISIS, which raises the question: what’s your assessment of the president as current strategy, and how much do you think it can accomplish?

BURR: Well, we have no strategy. I don't think you can find anybody in the world outside of the administration that could attempt to state what America’s strategy is.
In the past three weeks, Chris, we've seen over 500 individuals killed around the world at the hands of ISIS. I don’t think there’s any question of that. And in Syria alone, we've had over 240,000 Syrians killed. That's both by Assad and ISIS, and over 4 million refugees in flight.
It's time for an international coalition to come in and arm groups like the Kurds to create a safe haven, a no-fly zone, where we can stop the refugee flight out of Syria. But only with American leadership will that happen.
And I hope that while the administration is in Paris, maybe they'll talk with President Hollande, who I think is committed to eliminate ISIS. We’ve got to stop talking about containment and we’ve got to talk about elimination of the terrorist threat.

WALLACE: Meanwhile, Hollande after meeting with President Obama in Washington then flew to Moscow to meet with Russian President Putin.

WALLACE: What's your best intelligence, Chairman Burr? Can we count on Putin at all? There's talk about a grand coalition. At first, it seemed when Putin met with Hollande, there was a possibility he would join the coalition, then the Russians seemed to walk away from that.
What's your sense of Putin's intentions?

BURR: Well, I think Putin’s intention is to prop up Assad. That's always been his stated goal. I don't think that we cannot remember that Putin invaded Crimea, currently prosecutes a border war in the Ukraine. I’m not sure that Putin can be trusted.
But, Chris, let me make this fact: ISIS has to be eliminated. I’m ready to put together whatever coalition is willing to attack ISIS and eliminate this terrorist threat. That means Gulf state partners, it means European partners, it may mean Russia.
But Russia sure complicates the options we have in Syria, with the amount of aircraft, with the amount of arms that they have there. If we can focus those on ISIS versus the moderate opposition forces that are trying to defeat Assad, we could make a real impact, but that's going to take a great deal of diplomacy that we have yet to see.

WALLACE: There's been some interesting developments on intelligence issues, really, in the last week. I want to talk to you about those, sir.
Today at midnight, the NSA's bulk data collection of America's phone records, that program expired as of last night, and now the NSA is going to need a court order from a judge to collect records on any American. And again, we're not talking about the content of the phone call, simply my phone number called your phone number, and we spoke, or people on those two lines spoke for X number of minutes.
What impact do you think that’s going to have on your counter-terrorism effort?

BURR: Chris, I don't think it's too troubling you would need a court order. I think what's troubling is that you'll have to go to multiple telecom companies, and at their pace search their records, which means it could take weeks.
What we saw in Paris once we got a cell phone was that we used that cell phone number to look at cell phones it had talked to -- and not only Paris investigators but Belgian investigators were able to expand the search net in a way that stopped a massive terrorist attack, an additional one in Paris, potentially has led to the apprehension of at least a dozen, if not more, ISIS operatives throughout Belgium, Germany, and parts of Europe.
I’m not sure that we know the full extent of what we’ve learned to this point, but any time you can take electronics and use those selectors, it's beneficial to the world's intelligence community. And the United States made a real mistake when they eliminated this program where we could search foreign known terrorist' cell phones.
But Congress took that away from the NSA, and, unfortunately, it's not going to be a timely tool to use in the future.

WALLACE: Well, let me pick up on that. You have signed on to legislation that’s now in the Senate that would revive the program, which is I say ran out as of midnight, but the Senate just voted to end the program in June. So, what are the chances that they're going to reverse that just a few months later?

BURR: Well, Chris, it's amazing what happens when people are reminded what terrorists can do. It hadn’t happened here at home, but I think the American response to the Paris attack was as significant outside of New York and New Jersey as 9/11 was. The American people recognize that the indiscriminate, brutal acts that ISIS carried out could happen in any community across this country and throughout the world.
And I think as Americans, we believe we should do everything we can to eliminate that. Knowing who the terrorists are and where operatives may be in the United States or something, Americans expect us to know, they expect us to investigate.
I want to make sure that the tools that law enforcement have are as robust as they possibly can be, and metadata is a big contributor to that.

WALLACE: I want to get into one last issue with you. There are several allegations into allegations that officers at the U.S. Central Command, the military operation that oversees the Middle East, were altering and doctoring the intelligence from their analysts to downplay the threat from ISIS. I know you’ve talked to whistle-blowers. I know there are several investigations going on in your committee, also the Pentagon inspector general.
How substantial is the evidence that intelligence was doctored, sir?

BURR: Well, it's very concerning. The whistle-blower that I’ve talked to was very compelling. And, clearly, some of the information that's come out in the last seven days supported what that whistle-blower claimed.
Any time we’ve got intelligence that may have been altered in some way, shape or form to fit a narrative that might be the narrative set by the White House is concerning to me. To think that it could come from one of our combatant commands, in this case CentCom, is extremely troubling, because that changes really the risk that our combat forces might perceive, that they're going to be faced with in that combat theater.

WALLACE: Let me, let me pick --

BURR: So, I want to make sure that our -- yes, sure.

WALLACE: Let me just pick up on that, if I can, sir, because this week, when faced with those allegations, President Obama denied that he had anything to do with that. Take a look at what the president had to say.

OBAMA: One of the things I insisted on the day I walked into the Oval Office was that I don't want intelligence shaded by politics. I don't want it shaded by the desire to tell a feel-good story.

WALLACE: Briefly, Senator, do you have any evidence the White House was involved in cooking the intelligence?

BURR: Chris, I don't, but we're going to look at the timeline very carefully to figure out whether the narrative was there before the intelligence backed it up. We’ve got a case in Benghazi that’s currently under investigation, where we know that a narrative went out that was factually incorrect. When all the facts on the ground said it was terrorism, we were out talking about a video.

So, narrative has been something that this White House has run with before. It concerns me now because Americans' lives are at stakes. Our soldiers, our sailors, our airmen, our marines’ lives are at stake when we do this.

WALLACE: Chairman Burr, thank you. Thanks for you your time on this holiday weekend, sir.

~ Letter from the President -- Authorization for the Use of United States Armed Forces in connection with the Islamic State of Iraq and the Levant

~ TO THE CONGRESS OF THE UNITED STATES:

The so-called Islamic State of Iraq and the Levant (ISIL) poses a threat to the people and stability of Iraq, Syria, and the broader Middle East, and to U.S. national security.

It threatens American personnel and facilities located in the region and is responsible for the deaths of U.S. citizens James Foley, Steven Sotloff, Abdul-Rahman Peter Kassig, and Kayla Mueller. If left unchecked, ISIL will pose a threat beyond the Middle East, including to the United States homeland.

I have directed a comprehensive and sustained strategy to degrade and defeat ISIL. As part of this strategy, U.S. military forces are conducting a systematic campaign of airstrikes against ISIL in Iraq and Syria.

Although existing statutes provide me with the authority I need to take these actions, I have repeatedly expressed my commitment to working with the Congress to pass a bipartisan authorization for the use of military force (AUMF) against ISIL.

Consistent with this commitment, I am submitting a draft AUMF that would authorize the continued use of military force to degrade and defeat ISIL.
My Administration's draft AUMF would not authorize long‑term, large-scale ground combat operations like those our Nation conducted in Iraq and Afghanistan.

Local forces, rather than U.S. military forces, should be deployed to conduct such operations.

The authorization I propose would provide the flexibility to conduct ground combat operations in other, more limited circumstances, such as rescue operations involving U.S. or coalition personnel or the use of special operations forces to take military action against ISIL leadership.

It would also authorize the use of U.S. forces in situations where ground combat operations are not expected or intended, such as intelligence collection and sharing, missions to enable kinetic strikes, or the provision of operational planning and other forms of advice and assistance to partner forces.

Although my proposed AUMF does not address the 2001 AUMF, I remain committed to working with the Congress and the American people to refine, and ultimately repeal, the 2001 AUMF.

Enacting an AUMF that is specific to the threat posed by ISIL could serve as a model for how we can work together to tailor the authorities granted by the 2001 AUMF.

I can think of no better way for the Congress to join me in supporting our Nation's security than by enacting this legislation, which would show the world we are united in our resolve to counter the threat posed by ISIL.

This includes BLACK Human Resource MANAGERS who are Employed within State Agencies, County Agencies, City Agencies and PUBLIC SCHOOL Districts.

Of course these unmistakable demonstrations of NEPOTISM and ELITE BLACK Selfishness, have created a Permanent UNDER CLASS within the 21st century BLACK American Community.

At least that is how it is for BLACK People in NORTH CAROLINA.

Such clear demonstrations of NEPOTISM and ELITE BLACK Selfishness are also being practiced in some SOUTH CAROLINA Public School districts.
